Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 26 requesting ministries, branches and localities to urgently review and report investment projects with difficulties, obstacles and long-term backlogs on the National Public Investment System.

The telegram stated that recently, the Prime Minister has issued many documents requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs. At the same time, the Prime Minister directed to urgently propose solutions to speed up the implementation of projects, contributing to promoting socio-economic development and avoiding waste of assets and resources of the State, enterprises, people and society.
The Prime Minister has established a Steering Committee to review and remove difficulties and obstacles related to projects (Steering Committee) with Deputy Prime Minister Nguyen Hoa Binh as Head of the Steering Committee.
Previously, on March 30, chairing a meeting of the Steering Committee on reviewing and removing difficulties and obstacles related to projects, the Prime Minister assigned the Ministry of Finance to build a database system, guide ministries, central and local agencies to unify data entry, and provide information on investment projects with difficulties, obstacles, and long-term backlogs.
To promptly resolve difficulties and obstacles for long-standing projects, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue reviewing and completing data entry of investment projects facing difficulties before March 25 (for projects that have been reported to the Steering Committee). At the same time, continue reviewing and updating projects that are found to have difficulties and obstacles that need to be proposed solutions, and report to competent authorities for consideration and resolution.
Reviewing and updating information and supplementing projects, proposing solutions to implement on the database system of stuck and difficult projects via the link: "dautucong.mpi.gov.vn", information field "Steering Committee 1568", section "Ministries, Central Agencies, and Provincial People's Committees enter information". Deadline for completion is April 10.
After this period, the database system will not accept any further information. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and cities who do not direct the updating of additional projects will be considered to have no more projects with problems or difficulties that need to be reported to competent authorities for resolution.
Leaders of ministries, branches and localities must be responsible before the Government, the Prime Minister and the law for not fully reporting and proposing as required by the Prime Minister.
The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to perform assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.
