Developing tourism into a spearhead economic sector has been the goal of Quang Ninh for many years. Exploiting and promoting the advantages of local cultural resources, bringing indigenous cultural heritages together with the tourism industry is an effective direction, contributing to affirming the brand and unique attraction of Quang Ninh tourism.

Cultural tourism is identified as one of the four main product lines of Quang Ninh tourism (including sea and island tourism; cultural and spiritual tourism; ecological community tourism and border tourism). Therefore, the province has directed sectors and localities to prioritize investment resources for the conservation and restoration of relics and cultural heritages, diversifying tourism products on the basis of effectively exploiting valuable and unique cultural resources.

Quang Ninh has over 630 historical-cultural relics and scenic spots. To date, 17 tangible cultural heritages and 7 intangible cultural heritages have been fully digitized; information on the profiles of 2 special national relics, 1 national relic, 8 provincial relics and 28 classified inventory relics has been updated and supplemented.  

In order to actively contribute to promoting and developing local tourism; spreading meaningful historical values ​​to people and tourists, in recent times, Quang Ninh Museum has   Promote the implementation of digitalization of space, treasures, and exhibits; District-level units in coordination with relevant departments and branches have deployed QR Code attachment to 370/370 red addresses, historical and cultural relics, with the application of digital technology to establish a system. Specifically, Ha Long City digitized 3D 1 special national relic and 6 nationally ranked relics; Uong Bi City completed the project to digitize city tourism communications on digital platforms; digitized 3D Yen Tu special national relic complex; Quang Yen Town digitized Bach Dang special national historical relic site; Dong Trieu City digitized the space of Tran Dynasty special national relic site...

Along with that, many units and localities have actively organized conferences and seminars to promote the values ​​of heritage associated with tourism development in particular and sustainable development goals in general. Notably, Ha Long City coordinated with the National Cultural Heritage Council to organize a scientific seminar on "Preserving and promoting cultural heritage values ​​in the sustainable development of Ha Long City", implementing 2 projects including: "Ha Long - Festival City" and "Ha Long - City of Flowers"; Uong Bi City organized a scientific seminar on "Identifying, preserving and promoting the heritage values ​​of Uong Bi land in the orientation of sustainable development of Uong Bi City"; Binh Lieu District organized a scientific seminar on "Preserving and promoting Then performance in the context of community tourism development in Binh Lieu District, Quang Ninh Province".

2024 also marks an important stage in completing the content of the scientific dossier "The Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac" to submit to UNESCO for recognition as a World Heritage Site. In early December, Quang Ninh had 3 more national intangible cultural heritages recognized, including: Wind Abstinence Custom of the Dao people in Dong Van commune, Binh Lieu district; The Cap Sac Ceremony of the Dao Thanh Y people in Ha Long city, Uong Bi, Cam Pha, Mong Cai, Van Don, Ba Che, Binh Lieu, Tien Yen, Dam Ha, Hai Ha districts; The New Rice Celebration Ceremony of the Tay people in Ha Long city, Cam Pha, Dong Trieu, Binh Lieu, Tien Yen, Ba Che, Hai Ha, Dam Ha districts. Thereby, increasing the number of national intangible cultural heritages of the province to 15.

The cultural sector has surveyed and is completing scientific documents to continue proposing to include in the National Intangible Cultural Heritage List 4 heritages of Quang Ninh, including: Traditional costumes of the Dao Thanh Phan ethnic group, Traditional costumes of the San Chi ethnic group, Harvest praying ceremony of the San Chi ethnic group and Hat doi and hat giao duyen in the coastal areas of Quang Ninh province.

Along with that, the plan "Building, preserving and promoting the cultural identity of 4 ethnic minority villages associated with developing community tourism in the mountainous areas of Quang Ninh province in the period of 2023-2025" continues to be promoted. In early December, the San Diu Ethnic Culture and Tourism Village in Binh Dan commune (Van Don district) was inaugurated and put into operation. The remaining 2 localities, Binh Lieu (with a Tay village in Ban Cau hamlet, Luc Hon commune and a San Chi village in Luc Ngu hamlet, Huc Dong commune) and Mong Cai city (with a Dao Thanh Y village in Po Hen hamlet, Hai Son commune) are also actively implementing planning, paying attention to restoring and reconstructing houses, craft villages, rituals, festivals and traditional cultural, artistic and sports activities to promote tangible and intangible cultural spaces. Thereby, it both contributes to raising awareness of cultural preservation in the community and creates more attraction for the destination.

The efforts of the province, all levels, sectors, localities and people in cultural preservation have been contributing to strongly promoting the cultural values ​​of Quang Ninh to become a sustainable resource for tourism development in particular and the economy and society in general.
