Speaking at the program, Siu H'Bach (class 9A2, Phu Thien District Boarding Ethnic Secondary School) expressed his opinion: Some students go on social networking sites to buy explosives to make fireworks. This action endangers the lives and people around them. To prevent this situation, what solutions has the province taken, and how will violators be punished?

Responding to this issue, Lieutenant Colonel Dinh Ngoc Phuoc - Deputy Head of the Criminal Police Department (Provincial Police) informed: The reason for the above situation is that students' awareness is still limited, they do not understand the risks and dangers of making their own fireworks. Some parents do not care about and supervise their children, and do not promptly detect when students buy materials to make their own fireworks. Social networks have developed widely, forming associations and closed groups to share, buy and sell explosive precursors, and instruct on making fireworks, but they are not censored or prevented in time; e-commerce sites have not strictly controlled the activities of stalls, allowing illegal trading of explosive precursors in disguise, from which students seek to buy materials to make their own fireworks.
The Deputy Head of the Criminal Police Department said: The unit has implemented Plan No. 2561/KH-CAT-PC06 dated December 18, 2024 on strengthening the management, prevention, and combating of crimes violating the law on weapons, explosives, support tools, and fireworks.
In particular, focusing on implementing solutions such as: coordinating with schools to propagate legal regulations on the prohibition of illegal manufacture, sale and use of fireworks, risks of accidents caused by fireworks; organizing students to sign a commitment not to violate; launching a mass movement, propagating to raise public awareness of regulations on the management and use of fireworks; proposing to prevent and eliminate contents instructing on the manufacture of fireworks, advertising fireworks powder, and materials for making fireworks on the internet; grasping the situation, investigating the buying and selling of fireworks and materials for making fireworks on the internet to strictly handle them according to regulations; directing the police force at the grassroots level to regularly patrol, control, promptly detect and handle cases of manufacturing and burning fireworks; promptly verifying accidents suspected of being caused by the manufacture of fireworks.
To effectively prevent and stop this situation, the Provincial Police Department recommends that schools and parents manage and educate their children and students to clearly understand the harmful effects and risks of making fireworks and firecrackers so that they can avoid them and not endanger themselves and those around them; any violations will be strictly handled according to regulations.

On this occasion, the Provincial People's Council presented gifts to 200 outstanding team members and children from 17 districts, towns and cities participating in the contact and dialogue program.
Faced with the increasing situation of school violence, Nguyen Phuong Thuy (grade 9B, Nguyen Dinh Chieu Primary and Secondary School, Ia Pech Commune, Ia Grai District) raised the issue: School violence is not a new problem, but recently there have been many incidents, affecting the psychology of young people. What solutions have authorities at all levels, more specifically the Education sector, implemented to prevent this situation?
Mr. Tran Ba Cong - Deputy Director of the Department of Education and Training - answered: The Department of Education and Training has issued a set of criteria for building safe, healthy and friendly schools. At the same time, the Department has launched the emulation movement "Gia Lai schools are determined to prevent school violence, build friendly schools". The Department has also deployed the emulation movement for educational institutions, continued to deploy clubs, pairs of friends progressing together, the movement to build beautiful friendships saying no to school violence.
Over the past 5 years, the province has organized 1,458 forums related to the movement of building beautiful friendships and saying no to school violence. At the same time, it has guided students on how to interact healthily on the internet to form good behavior and emotional control skills. Strengthen the activities of psychological counseling teams in schools. The Department also directed educational institutions to reduce learning pressure through solutions: checking and improving the quality of teaching hours in class, innovating self-study methods. Strengthening extracurricular activities and experiences to reduce learning pressure for students.
Join hands to create a safe school environment for children
Held for the first time in 2018, the program of contact and dialogue between provincial People's Council delegates and children takes place annually with the desire to promote the implementation of the 2016 Law on Children, children's rights to participate in local children's issues and create conditions for children to express their voices.
At the contact and dialogue program, the children boldly expressed their thoughts and aspirations, and discussed with the provincial People's Council delegates a number of issues such as: school violence, extra teaching, extra learning, life skills; cyberspace safety, management of internet use, social networks, official information; malnutrition rate in children in remote areas; child abuse and molestation; prevention of children using stimulants and drugs; prevention of the sale of explosives and firecracker materials; violations of the Law on Road Traffic Order and Safety; child kidnapping; prevention of smoking; sale of unsafe food in front of school gates; prevention of drowning in children; preservation of traditional cultural identity of the nation; child marriage in ethnic minority areas.
In a frank and open spirit, the provincial People's Council delegates and leaders of departments, branches and sectors listened, received and thoroughly answered questions, and at the same time proposed solutions to address children's opinions and recommendations.

Speaking at the dialogue, Chairman of the Provincial People's Committee Rah Lan Chung emphasized: Every year, the Provincial People's Council organizes meetings and dialogues with children. This is an annual activity and has extremely important significance in the leadership and direction of all levels to receive and listen to the thoughts, aspirations, opinions and very legitimate recommendations of children in the province. On that basis, state management agencies study, review and amend, strengthen management and education work to promote the work to create a safe living environment, learning environment and activities for children.
Through the opinions of the students and the responses of the relevant authorities, it can be seen that the meeting was organized with quality assurance, the students demonstrated a high sense of responsibility, reflecting pressing issues in life, study and activities. These valid opinions, reflecting practical issues, require the attention of sectors, localities, schools and parents to resolve and meet the needs and aspirations of the students.
In the coming time, sectors and localities need to continue to strengthen solutions to create the most favorable conditions, create a safe environment for children when going to school, contributing to improving the quality of learning. In particular, students themselves must proactively equip themselves with the necessary knowledge and skills to protect their own safety.
Concluding the dialogue program, Chairman of the Provincial People's Council Ho Van Nien hoped that children would strictly comply with the Law on Road Traffic Order and Safety, not use, store and use illegal fireworks; not drive motorbikes when underage, not participate in school violence, and not use stimulants.
Each child must practice skills to avoid violating prohibitions and regulations of law; equip themselves with skills to deal with problems that arise in their daily life and study; equip themselves with skills to refuse and resolutely not participate in associations/groups, invitations, and calls with unclear content and unknown targets on the Internet. Children need to practice skills and a positive lifestyle that is appropriate for their age, such as studying, participating in Youth Union activities, and physical education and sports.
Through the children's petition, the Chairman of the Provincial People's Council requested agencies and units to ensure safety for students including: traffic safety, food safety, environmental sanitation, social order. Provide additional tools for students outside of school hours such as: sports activities, swimming skills so that they have the opportunity to practice.
Encourage children to participate in scientific and technical research activities, explore new ideas to serve their studies, schools create conditions to support them in developing their skills. Industries and localities need to pay more attention to children, how to promote and create conditions for them to both study and live in a safe and healthy environment.
