Compete to complete socio-economic development goals
The evaluation meeting stated that in the first 7 months of the year, the Council and the Standing Committee of the Central Emulation and Reward Council continued to innovate their activities, promote their roles, actively implement activities and successfully complete the assigned contents and tasks.
In particular, urging ministries, departments, branches, central and local organizations to launch and organize emulation movements to well perform assigned political tasks from the beginning of the year; strive to successfully complete the socio-economic development goals and targets in 2023 and the 5-year plan (2021-2025).
The Council also advised and proposed to actively and effectively implement key tasks such as: Implementing the Law on Emulation and Commendation in 2022; organizing activities to celebrate the 75th anniversary of President Ho Chi Minh's call for patriotic emulation; organizing a conference to commend and honor typical advanced models nationwide in 2023 with many exciting and practical activities, creating positive effects in society.
Emulation and reward work continues to receive attention and direction from ministries, departments, branches and localities, with focus and key points, and effective implementation of movements: "The whole country competes to build a learning society, promote lifelong learning in the period 2023-2030", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste".
Ministries, departments, branches and localities have launched and implemented emulation movements in a rich, exciting and practical manner, focusing on implementing difficult, key and urgent tasks to successfully achieve the goals and tasks of the 2023 socio-economic development plan.
In particular, many typical emulation movements have emerged: "Emulation to Win", "Solidarity, exemplary, disciplined, flexible, creative, determined to win" of the Ministry of National Defense; "For national security", "Building the style of a brave, humane, serving-the-people People's Public Security" of the Ministry of Public Security; "Discipline, responsibility, solidarity, creativity, striving to emulate and excellently complete assigned political tasks" of the Ministry of Justice; "Solidarity, discipline, exemplary, innovative, creative, effective" of the Ministry of Home Affairs; emulation movement "All people unite to build new rural areas, civilized urban areas" of the Vietnam Fatherland Front Committee; "Good workers, creative workers" of the Vietnam General Confederation of Labor; "Implementing digital government, digital transformation in the city" of Ho Chi Minh City; Competition "Capital Initiative and Creativity", "Administrative Reform" of Hanoi city...
The work of honoring advanced models and commending work ensures timely service to the country's political tasks; commending cases with outstanding achievements, commending direct laborers, production and work personnel, commending collectives and individuals with outstanding achievements are carried out promptly. Make breakthroughs in some specific emulation movements
Council members believe that emulation and reward work in the coming time needs to be focused, have a focus, and create breakthroughs in a number of specific, practical tasks such as effectively integrating the implementation of 3 national target programs, including the movement to eliminate thatched, temporary, dilapidated houses and to eliminate hunger and reduce poverty, or the movement to develop transport infrastructure, especially in remote areas, ethnic minority areas...
Concluding the meeting, the Prime Minister and Chairman of the Council emphasized that in the first months of 2023, in a context of many difficulties, under the leadership of the Party, the participation of the entire political system, people, business community and the support of international friends across the country, we have achieved quite comprehensive results in all fields.
The work of building the Party and the political system has been strengthened. The prevention and fight against negativity and corruption have achieved many results. The macro-economy has been maintained stable; inflation has been controlled; economic growth has been promoted; major balances of the economy have been ensured; social security has been promoted; people's lives have been improved; politics and society have been stable; social order and safety have been ensured; national defense and security have been strengthened; foreign affairs and international integration have been promoted; a peaceful and stable environment for national development has been maintained.
“The above results have positive contributions from emulation movements and commendation work. In particular, the Council has made outstanding efforts, resolutely, synchronously, and focusedly implemented the proposed tasks and solutions,” the Prime Minister affirmed.
Based on the assessment of the achievements, shortcomings, limitations, and drawing some lessons in the emulation and reward work in the first months of 2023; analyzing the situation in the coming time, the Prime Minister requested the Council and all levels and sectors to continue to imbue President Ho Chi Minh's teaching "The more difficult it is, the more we must compete" to mobilize the strength of the great national unity bloc, overcome all difficulties and challenges, strive to fulfill the socio-economic development goals in 2023; closely follow the leadership of the Party, the direction and administration of the Government and the Prime Minister, based on the practical situation to organize emulation movements suitable for each sector, field, and locality, ensuring focus, key points, feasibility, practicality, effectiveness, avoiding formalism, taking people as the center, subject, goal, motivation, and resources of emulation movements; Continue to perfect the mechanism and policies on emulation and rewards to create a unified and synchronous legal basis to promote patriotic emulation movements, contributing to socio-economic development and improving the material and spiritual life of the people; movements must link common interests with individual interests; strengthen urging, inspection, supervision, evaluation and timely rewards.

Regarding key tasks and solutions in the coming time, the Prime Minister directed to continue to closely follow the goals and targets for the country's socio-economic development orientation to synchronously, with focus, key points, and effectively implement emulation and reward tasks associated with the political tasks of each place; encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good.
At the same time, actively deploy emulation movements, paying attention to emulation movements such as "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", the movement "The whole country joins hands to build new rural areas", the emulation movement "For the poor - No one is left behind", the movement "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030"...
In particular, the Prime Minister directed to build a "Movement to eliminate temporary and dilapidated houses for the people from now until the end of 2025", assigning the Central Committee of the Vietnam Fatherland Front and the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate in building the program and organizing its implementation.
The Head of Government noted that it is necessary to promote emulation and reward propaganda, discover, foster and replicate advanced models. Implement the Project "Propaganda of advanced models" for the period 2022-2025; propagate and replicate advanced models, examples of "Good people, good deeds"; effectively implement Directive No. 34-CT/TW of the Politburo "on continuing to innovate emulation and reward work" and Directive No. 05-CT/TW of the Politburo "on promoting studying and following Ho Chi Minh's ideology, morality and lifestyle"; patriotic emulation movements; celebrate major holidays and important historical events of the country; Continue to research, advise and propose institutional improvement, develop legal documents, administrative reform, enhance the application of information technology, digital transformation to improve the effectiveness of state management of emulation and rewards, including carefully preparing and submitting to the Government for promulgation 10 decrees detailing the implementation of the Law on Emulation and Rewards, ensuring progress and quality.
Prime Minister Pham Minh Chinh requested to further promote the role and responsibility of leaders in discovering, praising and rewarding collectives and individuals with outstanding and extraordinary achievements, individuals who bravely saved people and property...; focusing on rewarding workers, farmers, direct laborers, scientists, officers and soldiers of the armed forces, teachers, doctors... and collectives and individuals at the grassroots level, in remote areas, border areas, islands, ethnic minority areas, outstanding women, and disadvantaged people with the will to be self-reliant and self-reliant.

“It is necessary to improve the quality of activities of the Emulation and Reward Councils at all levels and in all sectors; further promote the role and responsibility of Council members in advising and strengthening inspection and supervision of the implementation of policies and laws on emulation and rewards; and ensure that the reward work is carried out in accordance with regulations, promptly, publicly, transparently, avoiding formalities, ostentation, and avoiding negativity,” the Prime Minister pointed out.
