On the morning of April 8, during his official visit to China, National Assembly Chairman Vuong Dinh Hue met with General Secretary and President of China Xi Jinping.
LEVEL UP STRATEGIC CONNECTION
At the meeting, National Assembly Chairman Vuong Dinh Hue congratulated the great and historic achievements that the Party, State and people of China have achieved in recent times; hoping that China will make important contributions to global peace, cooperation and development, and implement neighborly diplomacy of "friendliness, sincerity, kindness and tolerance", bringing cooperation opportunities to neighboring countries, including Vietnam .

General Secretary and President of China Xi Jinping affirmed that China supports Vietnam in developing, stabilizing, and successfully building socialism in accordance with the country's situation; emphasizing that the agreement of the top leaders of the two Parties and two countries to build a community with a shared future has strategic significance, opening a new and open phase of cooperation for bilateral relations.
The Chairman of the National Assembly affirmed that developing relations with China is a strategic choice and a top priority in Vietnam 's foreign policy; affirmed that Vietnam consistently implements the "One China" policy. Mr. Xi Jinping affirmed that China attaches great importance to relations with Vietnam , always wishes and is ready to promote the relations between the two Parties and the two countries to develop further, in depth and in substance.
NA Chairman Vuong Dinh Hue suggested that the two sides consolidate and enhance political trust, increase high-level contacts, effectively implement exchanges and cooperation through the Party, Government, NA, Fatherland Front channels and in important areas such as diplomacy, security and defense. The NA Chairman suggested that the two sides raise the level of strategic connectivity, creating new growth momentum for bilateral cooperation. The focus is on promoting trade cooperation, expanding the import of goods, especially Vietnamese agricultural products, promoting connectivity between Vietnam and China's major development strategies, connecting railways, highways, sea routes, and airways, promoting financial and monetary cooperation, and digital transformation.
The NA Chairman also suggested that the two sides increase people-to-people exchanges, promote the role of NA deputies and the National People's Congress of the two countries in informing, disseminating, and creating social consensus, thereby promoting cooperation between the two countries in all fields and contributing to the Party and State in properly handling maritime issues in the spirit of better control and resolution of disagreements.
General Secretary and President of China Xi Jinping affirmed that China is willing to maintain strategic exchanges with Vietnam , promote high-level and all-level contacts, enhance exchanges and cooperation through Party channels, share experiences and theories on Party building and national governance, strengthen substantive cooperation, accelerate strategic connectivity, especially in the fields of railways, smart border gates, and enhance cooperation in the fields of digital economy, green energy, essential minerals and emerging industries...
The Chinese leaders welcomed the signing of a new cooperation agreement between the National People's Congress of China and the National Assembly of Vietnam to enhance the level and effectiveness of cooperation, and actively carry out cooperation in all fields and at all levels; suggested that both sides make active contributions to enhancing substantive cooperation, promoting people-to-people exchanges, especially among the younger generation, consolidating the foundation of friendship between the two peoples, sharing experiences in building a socialist rule-of-law state under the leadership of the Party, and perfecting the socialist legal system.
M EXPANDING TRADE AND INVESTMENT COOPERATION
On the same afternoon, Chairman of the Standing Committee of the National People's Congress of China Zhao Leji hosted a reception and held talks with Chairman of the National Assembly Vuong Dinh Hue.
Chairman of the National Assembly Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji signed a new cooperation agreement between the National Assembly of Vietnam and the National People's Congress of China.
At the talks, the two sides agreed to promote the effective implementation of the Joint Statement on continuing to deepen and elevate the comprehensive strategic cooperative partnership, building a community of shared future between Vietnam and China of strategic significance; maintain high-level and all-level exchanges and contacts, promote exchanges and cooperation through Party channels, between the Government, the National Assembly - the National People's Congress, the Fatherland Front - the Chinese People's Political Consultative Conference of the two countries; and promote the role of the National Assembly and the National People's Congress in promoting cooperation between the two countries.
The Chairman of the National Assembly proposed that China facilitate the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan), Haikou (Hainan) and Nanjing (Jiangsu); continue to expand the import of Vietnamese goods, agricultural and aquatic products, soon negotiate and sign a framework agreement on rice trade; effectively implement the pilot construction of smart border gates, improve the efficiency of customs clearance of goods, and facilitate Vietnamese goods transiting by Chinese railway to third countries via the Asia-Europe railway.
The NA Chairman hopes that the two sides will jointly build a new investment image of large, capable, prestigious and technological Chinese enterprises in Vietnam ; coordinate to thoroughly resolve difficulties in a number of cooperation projects, accelerate the implementation of China's non-refundable aid for Vietnam ; and study cooperation in building a number of standard gauge railway projects on the Hanoi - Lao Cai, Hanoi - Quang Ninh and Hanoi - Lang Son sections.
Mr. Trieu Lac Te highly appreciated and agreed with the proposals of the Chairman of the National Assembly on developing relations between the two Parties and the two countries; affirmed that China is ready to deepen practical cooperation with Vietnam , expand trade and investment cooperation, strengthen strategic development connections, and implement high-quality development; strengthen strategic connections between the "Belt and Road" and "Two Corridors, One Belt" initiatives, focusing on building infrastructure, road and railway traffic, and smart border gates, contributing to improving customs clearance efficiency.
Mr. Trieu Lac Te emphasized that the two sides need to promote cooperation to ensure supply chains, production chains, digital economy, green economy, new energy, key minerals, and 5G; affirmed that China has a positive attitude towards the opening of new representative agencies and trade promotion offices of Vietnam in Chinese localities; requested that ministries and branches of both sides coordinate to handle and satisfactorily resolve outstanding issues in cooperation projects between the two countries in a constructive and goodwill spirit.
Regarding cooperation between the two legislative bodies, NA Chairman Vuong Dinh Hue suggested that the Vietnamese National Assembly and the Chinese National People's Congress increase delegation exchanges at all levels; increase exchanges and sharing of experiences on the activities of the National Assembly and its agencies, experiences on perfecting the Party's leadership methods over the State, building a socialist rule-of-law state, building and perfecting institutions and policies for socio-economic development, etc.
The two sides had a sincere and frank exchange on maritime issues, agreeing to continue implementing the common perception of the leaders of the two Parties and two countries, properly controlling disagreements, and maintaining peace and stability in the East Sea. National Assembly Chairman Vuong Dinh Hue suggested that the two sides actively promote the negotiation mechanisms at sea to achieve substantive progress, effectively implement agreements on search and rescue cooperation and hotlines on incidents arising from fishing activities, promptly sign a new fishing agreement in the Gulf of Tonkin; and together with ASEAN countries promote negotiations to build a substantive, effective, and efficient Code of Conduct in the East Sea (COC), in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Immediately after the talks, Chairman of the National Assembly Vuong Dinh Hue and Chairman of the Standing Committee of the National People's Congress of China Zhao Leji signed a new Cooperation Agreement between the National Assembly of Vietnam and the National People's Congress of China, establishing for the first time a Cooperation Committee mechanism between the two legislative bodies headed by the two chairmen. The Office of the National Assembly of Vietnam and the Office of the Standing Committee of the National People's Congress of China signed a Memorandum of Understanding on Cooperation to support the implementation of practical and regular cooperation activities between the legislative bodies of the two countries.
On the same day, National Assembly Chairman Vuong Dinh Hue received leaders of several leading Chinese corporations in the fields of transportation, railways, and energy; and visited the Huawei Group's Research and Development Center.
