Create conditions for vocational schools to promote international cooperation

On the afternoon of April 1, under the chairmanship of Vice Chairman of the Committee for Culture and Society Dinh Cong Sy, the Working Group of the Supervisory Delegation of the National Assembly Standing Committee worked with Hanoi Industrial Vocational College on the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources, in the period of 2021 - 2024.

Hanoi Industrial Vocational College, formerly known as Hanoi Mechanical and Electrical Technical Workers School, was established in 1974. After more than 50 years of construction and development, the school now has more than 30 training majors, focusing on the technical majors that are the school's traditional strengths such as: metal cutting, mechatronics, industrial electricity, automotive technology... From 2021 - 2024, the school has opened 11 new majors, both intermediate and college levels, to meet the needs of society, such as communications and computer networks, CNC programming techniques, building energy technology...

The total training scale of the school is more than 3,000 students/school year. The average employment rate after graduation is from 85 - 94%; the average salary is 7.7 - 9.5 million VND/month, the highest is up to 20 million VND/month. This result, according to the Principal of Hanoi Industrial Vocational College Pham Thi Huong, is thanks to the school's good cooperation in vocational education with domestic and foreign enterprises; training cooperation with universities and colleges in Vietnam and abroad.

Currently, nearly 300 businesses cooperate with the school, the form of training combined with businesses is increasingly expanding. 100% of students have the opportunity to intern, study, and experience at businesses, 300 hours in the second year, 400 hours in the third year. In 2024, nearly 100 businesses will register to recruit, train, and receive students for internships, study, and experience. “With the assigned task of vocational training at 3 levels: College, Intermediate and Elementary, the school has trained tens of thousands of highly skilled cadres, workers, technicians... to supply many domestic and foreign enterprises and units... The school is truly an address for training high-quality human resources for the capital Hanoi and neighboring provinces, actively contributing to the cause of industrialization and modernization of the country", Principal Pham Thi Huong emphasized.

Soon to have instructions on dual degree training program with foreign schools

Despite achieving many encouraging results in the period of 2021 - 2024, Hanoi Industrial Vocational College is also facing many difficulties, especially when implementing the autonomy mechanism from 2021. Currently, the school's facilities meet about 90% of current teaching and learning needs, but in the context of new emerging professions such as semiconductor technology, artificial intelligence... the need to upgrade facilities is an urgent issue.

In addition, the opening of new occupational codes is difficult due to regulations on minimum training equipment, teacher standards, etc. of vocational education. Joint training with foreign countries (both sides train and grant degrees together) encounters many difficulties due to legal procedures, implementation processes, and inconsistent program names between Vietnam and foreign countries.

To facilitate vocational schools in general, Hanoi Industrial Vocational College recommends that ministries and branches have specific regulations and guidelines, encourage vocational schools to promote international cooperation; evaluate and approve joint training programs, dual degree training with foreign schools, creating conditions for students to soon access international learning and working environments.

Amending Circular No. 05/2023/TTBLDTBXH regulating arduous, toxic, and dangerous industries/occupations, expanding more industries/occupations so that students can enjoy a 70% tuition reduction for the Mechanical and Mechanic Engineering groups.

Amend and issue circulars on minimum technical and economic norms for new occupations or supplement the list of similar occupations as a basis for schools to develop technical and economic norms.

For Hanoi, Hanoi Industrial Vocational College recommends continuing to invest in facilities and equipment, especially equipment for new industries and occupations such as semiconductor technology and artificial intelligence for smart manufacturing industries. The city also needs to encourage foreign enterprises operating in the area to participate in vocational education...

Training cooperation, many businesses invest in modern equipment for schools

Affirming the important role of Hanoi Industrial Vocational College in providing trained human resources for Hanoi and neighboring provinces, contributing to the socio-economic development of the capital as well as the whole country, the Supervisory Delegation hopes that the school will promote proactiveness in cooperating with businesses to regularly update and improve training programs, creating a practical environment for students.

Appreciating the school's graduate employment rate and increasing income every year, the Supervisory Delegation requested that the school continue to pay attention to conditions to ensure training quality, from facilities to staff and programs.

The report and discussions of Hanoi Industrial Vocational College at the meeting helped the Supervisory Delegation have more information about the field of vocational education in training, providing human resources for businesses and units. The recommendations of the school will be compiled, sent to the Ministry of Education and Training, the Government, the People's Committee of Hanoi City and studied and included in the monitoring results report.
