The Resolution of the 9th District Party Congress, term 2020 - 2025, has identified the expansion and improvement of the efficiency of production linkages according to the value chain of products with potential and advantages of the district, associated with innovation in appropriate forms of production organization, as a breakthrough in the term. This is also a key task to implement Resolution No. 05, dated September 10, 2021 of the Provincial Party Committee on developing a modern, sustainable, high-value-added agricultural sector.
Chain Link
With clear goals and specific plans, Tanh Linh district has focused on completing planning and restructuring production in recent times. The district continues to maintain a stable area of over 11,000 hectares of rice fields, with an annual food output of 165,000 tons; focusing on directing the restructuring of the agricultural sector in depth, focusing on 3 main key products (rice, rubber and cashew). At the same time, promoting and improving the efficiency of production linkages along the value chain with large-scale fields, in the organic direction, reviewing and consolidating cooperatives operating in the agricultural sector to act as a bridge connecting with companies and businesses.
Up to now, the total area of agricultural production and consumption linkage in the district is 2,755 hectares, 2.2 times higher than at the beginning of the term (of which rice is 2,700 hectares; beans are 45 hectares, and vegetables of all kinds are 10 hectares). The area of large fields has been expanded, reaching 2,580 hectares so far (expected to be about 3,600 hectares by 2025); the area of high-quality rice has reached nearly 1,800 hectares, accounting for 70% of the area of large fields. In addition, over 2,700 hectares are produced in an organic direction, of which 50 hectares are produced according to VietGAP standards associated with the brand "Tanh Linh Rice".
In addition, the district has promoted the development of rural traffic infrastructure, intra-field traffic, and solidification of irrigation canals... to support and promote sustainable agricultural development. Up to now, the traffic system to the centers of communes, towns, villages, and hamlets has been smooth; 181/209 km of intra-field traffic roads have been solidified (reaching 87%), serving the needs of travel and transportation of agricultural products for the people and developing the economy for the district. In addition, the district has focused on applying science and technology to agricultural production and developing the processing industry. In recent times, the district has strengthened cooperation with the Mekong Delta Rice Institute in implementing the "testing model of promising rice varieties for the period 2021 - 2025". Up to now, the district has deployed the production of over 200 hectares of certified rice, helping local farmers access quality rice seeds, lower prices than the market and grasp production techniques.
Strong transformation
According to the district's Department of Agriculture and Rural Development, in early 2023, Tanh Linh district attracted Loc Troi Group Joint Stock Company to cooperate in production and consumption of products locally. The group has leased Thai Binh Thinh Rice Milling Factory in Dong Kho Commune, Tanh Linh District with a drying capacity of 80 tons/day and night; milling capacity of 50 tons/day and night and an area of 14 hectares to produce rice seeds. Implementing locally, the group has organized links with households through cooperatives and cooperative groups with an area of about 85 hectares of rice for the 2023 winter-spring crop with 73 households (of which 12 hectares/12 households are ethnic minorities), in the form of "4 houses" and committed to purchasing 100% of products at the most favorable prices. Organic production process, strict management of fertilizer and pesticide residues according to the prescribed ratio of the exporting country. Currently, the district continues to direct and coordinate the implementation of expanding the winter-spring rice production linkage in 2023-2024 to about 200 hectares. In addition, the district is coordinating to survey the fruit tree planting linkage with an area of 50 hectares in Gia Huynh commune.
At the same time, the district has organized and expanded rice production models according to the SRI method (water saving), VietGAP... with an area of 260 - 300 hectares with high efficiency. Implementing projects linking production - product consumption according to Decree No. 98/2018/ND-CP of the Government and Resolution No. 86/2019/NQ-HDND of the Provincial People's Council. Up to now, the district is implementing 2 projects (Dai Nhat Phat Company's project and Duc Binh Agricultural Service Cooperative's project) linking with an area of 300 hectares/year, helping farmers and cooperative members have the opportunity to access the application of science and technology, gradually forming concentrated production areas, improving product quality, reducing costs, and increasing competitiveness in the market. Thereby, creating favorable conditions to attract and invite businesses to expand their linkages in the following years.
In addition to its strength as a large rice granary of the province, the district also implements a model of intensive cultivation of grafted cashew orchards of new varieties to form a linked area for product consumption using the brand name "Tanh Linh Cashew Nuts" in Suoi Kiet commune for 2 years (2021 and 2022), with a scale of 20 hectares/12 households with grafted cashew variety AB 05-08, with a total implementation cost of over 80 million VND. In addition, the district also implements production development models applying high technology such as growing bamboo for bamboo shoots, growing durian, raising eel, raising goats, etc.
To date, the district has 10 OCOP products that have been recognized as 3 stars. By 2025, the district strives to recognize at least 15-20 new OCOP products that have achieved 3 stars or more (of which 2-3 products have achieved 4 stars).
