Opportunity for Vietnamese science and technology to rise up and make a breakthrough
Speaking at the Conference, Professor, Academician Chau Van Minh, President of the Vietnam Academy of Science and Technology, emphasized that 2024 continues to be a difficult year due to the impact of domestic and foreign factors, such as armed conflicts in many places around the world, the economic situation is still volatile, affecting all aspects of the Academy's activities, but all cadres, scientists, civil servants and employees of the Academy have made every effort, promoted the spirit of solidarity and successfully completed the targets of 2024. These results have contributed to completing and exceeding the targets of the Resolution of the 8th Congress of the Party Committee of the Academy for the 2020-2025 term, creating favorable momentum for entering the 9th Congress of the Party Committee of the Academy for the 2025-2030 term.
In addition, in the last month of the year, the Vietnam Academy of Science and Technology completed the plan to arrange, consolidate, merge, and consolidate the organizational structure of its affiliated units in accordance with the spirit of the Government Steering Committee and the Central Steering Committee.
The Institute has reduced 14 affiliated units, from 38 to 24 units (a reduction of 36.8%) in accordance with the requirements of the Government's Steering Committee on the summary of Resolution 18. The reports and documents have been completed by the Institute on schedule and submitted to the Government according to regulations to ensure that the affiliated units soon go into stable operation.

In particular, on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. It includes the following contents: Developing research institutes and universities into strong research entities, closely combining research, application and training. Investing in and upgrading the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, and key national scientific research and innovation institutions. Merging and dissolving ineffective scientific and technological organizations.

The quantity and quality of published works continue to grow.
The most important task of the Academy is to maintain and develop basic research. In 2024, the quantity and quality of the Institute's publications will continue to grow. The Institute's scientists have published 2,200 works in prestigious domestic and foreign journals. Of the publications in international journals, more than 81% of the works are published in prestigious international journals of high quality (in the Q1, Q2 categories or IF index > 1). The ratio of international publications to the number of PhDs of the Institute has reached more than 1.8, equivalent to major research organizations in the world.
Compared to the previous period, the number of works published in prestigious, high-quality international journals has grown strongly, reaching an average of 17% annually, exceeding the target set in the Resolution of the 8th Congress of the Academy's Party Committee.
Basic investigation work continues to achieve many encouraging results, providing important information and scientific evidence to serve the work of planning, development orientation, sustainable exploitation of natural resources, environmental protection, natural disaster prevention, as well as promoting socio-economic development of many localities across the country.
Regarding applied research and technology deployment, in 2024, the Academy was granted 62 intellectual property certificates, including 4 international patents. Thus, from 2020 to present, the Academy has been granted nearly 300 intellectual property certificates, 1.5 times higher than the previous period, exceeding the target (5% annually) set out in the Resolution of the 8th Congress of the Academy Party Committee. Many advanced technologies have been effectively applied in businesses and localities, contributing to socio-economic development.
Regarding training, the Academy continues to focus on developing and improving the quality of undergraduate and postgraduate training. After being certified by HCERES to meet European accreditation standards in 2023, Hanoi University of Science and Technology continues to affirm itself as a prestigious training address and attracts more than 1,000 students for 2024 and increases the training scale to 3,500 students.
Hanoi University of Science and Technology is honored to be one of 18 universities nationwide selected by the Government to invest in training and research equipment in the field of microchips and semiconductors.
In addition, the Academy of Science and Technology and the training facility of the Institute of Mathematics continue to improve the quality of training, currently guiding more than 400 doctoral students. During the year, 70 doctoral students successfully defended their dissertations, each doctoral student basically has two international publications, equivalent to international standards.
Presenting the direction for the 2025 plan, Professor, Academician Chau Van Minh said that the Institute will immediately implement the plan to rearrange the units under the Institute after being approved by the Government, in order to soon stabilize the organization and put it into operation in an orderly manner, without affecting the implementation of the Institute's political tasks. Successfully organize the Congresses at all levels and the 9th Congress of the Party Committee of the Vietnam Academy of Science and Technology, term 2025-2030. Issue the Action Program of the Academy with specific goals, tasks and solutions in the spirit of the executive theme "Solidarity, discipline, proactiveness, flexibility, timeliness and efficiency, breakthrough development" to contribute to the successful implementation of the Socio-economic Development Plan, State budget estimates, and enhancement of national competitiveness set forth by the Government in Resolution No. 01/NQ-CP in 2025.
