Strengthening cooperation in research and solving practical problems

On the afternoon of November 22, the Technology Application and Deployment Board held a ceremony to celebrate its 20th anniversary. Reporting at the event, Associate Professor, Dr. Phan Tien Dung, Head of the Technology Application and Deployment Board, said that the establishment of the Board was full of challenges in the context that the Vietnam Academy of Science and Technology at that time focused mainly on basic research. The Board advised the leaders of the Vietnam Academy of Science and Technology on strategic orientation, building and promulgating policies to promote research activities associated with technology application and transfer, such as Resolution 159/ĐUVHL/2017 of the Party Committee of the Vietnam Academy of Science and Technology to promote technology application and deployment in the period of 2016-2020, with a vision to 2030 and regulations on the management of 4 directions of technology application and deployment tasks; building the Tran Dai Nghia Award regulations to honor scientists with outstanding applied research works. This not only encourages morale but also creates a strong incentive for scientists and managers to innovate.

These efforts have brought about encouraging results such as the value of service contracts and consulting on commercialization of scientific results outside the state budget has increased sharply. In 2023 alone, it reached 360 billion VND, nearly 85% of the value of research contracts using the state budget. The number of patents has increased steadily over the years, reaching 73 patents in 2023, affirming its leading position in the country and accounting for a large market share of 60% compared to the total number of patents of universities and research institutes nationwide.

In addition, the Board has signed nearly 40 scientific and technological cooperation agreements with ministries, branches, localities and corporations, creating a large cooperation network, actively contributing to common development... The international organization Clarivate (UK) voted the innovation and commercialization of research results of the Vietnam Academy of Science and Technology as the "Leading innovation in South Asia and Southeast Asia" for two consecutive years 2020 and 2021.

Speaking at the event, Professor, Academician Chau Van Minh, President of the Vietnam Academy of Science and Technology, congratulated the Board on its achievements and said that the Vietnam Academy of Science and Technology is actively developing a "Project to enhance the capacity of the Vietnam Academy of Science and Technology to be on par with advanced countries in the region and the world" in the spirit of Resolution 45-NQ/TW dated November 24, 2023 to submit to the Prime Minister in December.

In the spirit of the Project, in the coming time, the Technology Application and Deployment Board needs to strengthen coordination with research institutes and units under the Vietnam Academy of Science and Technology to put advanced scientific and technological research results into practical applications; promote technology transfer activities, build cooperation models with enterprises to commercialize research products, contribute to increasing added value and directly contribute to socio-economic development; strengthen cooperation with ministries, branches and localities to research and solve practical problems; build research programs according to orders from management agencies and enterprises, ensuring scientific and technological solutions are suitable to practical needs and contribute to sustainable development.

At the same time, coordinate with the Intellectual Property Office and relevant agencies to support the protection of intellectual property rights for scientists' research results; build a mechanism for managing, exploiting, and developing intellectual property, and improving the efficiency of using intellectual property in scientific and technological activities.

In addition, improve the quality of the Tran Dai Nghia Award, such as promoting communication and promotion of the Award, expanding the scope of the award, improving the quality of selection and honoring the award, connecting the award with reality, encouraging and motivating the young generation.
