Strengthening the responsibility of leaders in land management

Along with important achievements in socio-economic development, land management has also become a big challenge, especially after a number of violations related to land management occurred in localities.

Implementing drastic measures to overcome limitations in land management (LMB), the Provincial Party Standing Committee and the Provincial People's Committee have issued directives and official dispatches requesting to strengthen leadership and direction to overcome violations in LMB. In particular, emphasizing the responsibility of leaders in LMB; strictly handling heads of agencies and units that are lax in management, allowing land encroachment, illegal change of land use purpose, transfer of rice land to the wrong subjects, and allocation of land without proper authority in the management area without solutions to handle and prevent thoroughly and decisively. In order to ensure publicity, transparency and fairness in LMB, the province has proactively encouraged the participation of people and socio-political organizations in supervision. The public disclosure of land use planning and plans in residential areas has helped people grasp relevant information, thereby being able to reflect and make recommendations when detecting violations. Close supervision by the Vietnam Fatherland Front and socio-political organizations also plays an important role in ensuring that land-related decisions are properly implemented and that negative practices do not occur.

In Thai Thuy, the local government has seriously implemented the province's direction on strengthening land management. Mr. Pham Van Chung, Vice Chairman of the District People's Committee, said: The district has strengthened leadership and direction, and issued a plan to thoroughly handle violations such as land use not in accordance with approved planning and plans; encroachment, leveling, and breaking up land; illegal construction on agricultural land. Communes and towns are required to focus on reviewing, making statistics, and preparing records to focus on handling violations, especially "hot" and prominent violations that cause public outrage. At the same time, direct responsibility is assigned to the heads of local Party committees and authorities in land management, ensuring that the procedures from land allocation, land lease to land recovery are carried out in accordance with the provisions of law. Since the beginning of 2024, the district has issued more than 60 documents directing, operating, and guiding the settlement of land-related work; submit for approval the 2024 land use plan and approve 25 site clearance projects, reclaiming more than 28 hectares of land from nearly 700 households.

In Tien Hai, land use management has promoted the effectiveness of land use, contributing to socio-economic development and investment attraction. Mr. Pham Ngoc Ke, Chairman of the District People's Committee, said: Although land use management has gradually become more systematic, there are still some violations at the grassroots level, causing significant impacts on social order and development planning of the district. These violations are mostly related to land encroachment, improper land use and violations of land planning regulations. The Standing Committee of the District Party Committee identified land use management as one of the core factors to ensure sustainable development of the locality. Therefore, the district has issued many documents to rectify land use management in localities. Violations are directed to be reviewed, inspected, and strictly handled in accordance with regulations, not only stopping at punishing violators but also being an opportunity for the district to strengthen propaganda and education on awareness of compliance with land laws for people, gradually restoring order in land management, ensuring land use for the right purpose, effectively, and in accordance with the general planning of the province.

Determined to overcome shortcomings and problems, the province aims to build a transparent and effective labor management environment, creating favorable conditions for socio-economic development, while ensuring the legitimate rights and interests of the people.
