Strengthen coordination in resolving and responding to voters' petitions

First time organizing an explanation session according to Resolution 594/NQ-UBTVQH15

On the afternoon of June 14, in his closing speech at the meeting to listen to the explanation of the results of resolving voters' petitions organized by the Standing Committee of the Hanoi People's Council, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that this was the first time the Standing Committee of the Hanoi People's Council organized an explanation session according to Resolution 594/NQ-UBTVQH15 of the National Assembly, so this content is always researched and innovated, becoming more and more effective.

The Chairman of the City People's Council assessed that at the meeting of the Standing Committee of the City People's Council, the City People's Council delegates closely followed the contents of the plan, promoted the spirit of democracy and responsibility, focused on exchanging and raising requests for explanations on the settlement of voters' petitions from the beginning of the 2021-2026 term to present in Hanoi.

Vice Chairman of the City People's Committee Duong Duc Tuan, along with 8 directors of departments, branches and sectors; 3 chairmen of district and commune People's Committees participated in explaining and clarifying issues requested by the Standing Committee of the City People's Council and delegates of the City People's Council and proposed solutions and roadmaps to overcome limitations and difficulties; improve the effectiveness of resolving and responding to voters' petitions, with the goal that all legitimate petitions of voters will be resolved to ensure quality, timeliness, practicality and effectiveness.

The meeting results showed that the issues selected by the Standing Committee of the City People's Council to explain were practical, meeting the requirements and aspirations of the majority of voters and people.

Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that resolving voters' petitions is an important task for all levels and sectors of the city, and this is also an important content in Project No. 15 dated May 12, 2022 of the Standing Committee of the City Party Committee on "Improving the capacity, effectiveness and efficiency of the operations of the People's Councils at all levels of Hanoi City in the period of 2021-2026 associated with the pilot implementation of the urban government model and the consolidation of rural government in Hanoi City. Therefore, one of the important tasks and solutions is to innovate methods and improve the quality of operations.

"Through today's explanation session, it can be seen that the settlement of voters' petitions in the past time has been focused on leadership and direction by the City Party Committee and the City People's Council. The active and responsible participation of the City Vietnam Fatherland Front Committee and socio-political organizations from the City to all levels" - the Chairman of the City People's Council affirmed.

The City People's Committee has issued many documents directing, assigning tasks, urging implementation and has many positive changes. Awareness of the role, significance and responsibility of departments, branches, sectors, People's Committees of districts, towns in resolving and responding to voters' petitions has been raised. 100% of voters' petitions since the beginning of the term have been seriously answered by the City People's Committee, ensuring progress. The City People's Committee has focused on resolving nearly 1,800/2,201 petitions (reaching a rate of 80.74%). Many petitions on fields, mechanisms and policies for socio-economic development, resolving urgent people's issues have been paid attention to, focused on implementation and achieved a high rate.

However, in the report of the City People's Committee and the assessment and review of the Committees of the City People's Council, the City People's Council Delegation Groups, up to now, there are still 424 recommendations (accounting for 19.2%) that have not been resolved completely and effectively, including some issues that have lasted for many years, with many recommendation periods.

Urgently implement measures to overcome existing problems and limitations.

From the shortcomings, limitations, causes, responsibilities and proposals and recommendations pointed out at the explanation session, the Standing Committee of the City People's Council requested the City People's Committee, departments, branches, sectors of the City, People's Committees of districts, towns and related units to focus on, seriously absorb and implement urgent, drastic, synchronous measures, with fundamental and effective solutions; direct to accelerate progress, clearly define the roadmap, clearly assign responsibilities to overcome shortcomings and limitations.

In particular, focus on some key tasks such as: reviewing all voters' recommendations from the beginning of the term to date to evaluate the results and quality of implementation. Scientifically classifying the contents and recommendations that are eligible for resolution but have not been completed or have unclear progress.

Continue to direct the city's departments, branches, and sectors, and the People's Committees of districts, towns, and cities to further enhance their sense of responsibility; strengthen coordination in resolving and responding to voters' petitions so that voters' legitimate petitions are considered and responded to fully, promptly, and in accordance with regulations.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan received and clarified some contents raised by delegates.

At the same time, direct the Office of the City People's Committee to coordinate with the Office of the National Assembly Delegation and the City People's Council, the City People's Council Committees, departments, branches, districts, towns to advise and propose effective and feasible solutions, continue to innovate, enhance the application of information technology in reporting, synthesizing, monitoring, urging and supervising the settlement of voters' petitions in the city.

The Chairman of the City People's Council also requested the Standing Committee of the City Vietnam Fatherland Front Committee to continue to closely and effectively coordinate with the Standing Committee of the City People's Council and the City People's Committee according to the coordination regulations, including continuing to innovate regular and thematic voter contact activities in a practical and effective direction.

The People's Council Committees, the Delegation Groups and the City People's Council delegates continue to do a good job of monitoring, urging and supervising the settlement of voters' petitions according to the fields and constituencies. Closely coordinate with the Standing Committee of the People's Council, the People's Committee, the Fatherland Front Committee of districts, towns in voter contact activities and improve the quality of synthesizing voters' petitions. In particular, continue to study and propose thematic voter contact by area.

The Standing Committees of the People's Councils of districts, towns and cities continue to effectively implement Project No. 15 of the Standing Committee of the City Party Committee, strengthen supervision at the local level; spread innovation, substance, efficiency, synchronization and unity in resolving voters' recommendations from the city to the grassroots level.

For recommendations and proposals, the Office of the National Assembly Delegation and the City People's Council, the Committees of the City People's Council shall synthesize, report and propose to the Standing Committee of the City People's Council.

"After today's explanation session, the Standing Committee of the City People's Council will issue a Notice of Conclusion as a basis for the City People's Committee and relevant agencies to organize implementation. At the same time, the Standing Committee of the City People's Council will synthesize the content of the examination of the People's Council Committees, the results of the review, and recommendations of the People's Council Delegation Groups to include in the report on the results of supervision to submit to the City People's Council to issue a Resolution on the results of supervision of the results of handling voters' recommendations since the beginning of the term" - Chairman of the City People's Council Nguyen Ngoc Tuan said.
