Strengthening the development of Vietnamese human resources

Within the framework of Prime Minister Pham Minh Chinh's working trip to attend the Summit to celebrate the 50th anniversary of ASEAN - Japan relations and conduct bilateral activities in Japan, on December 16, Minister Nguyen Kim Son attended the event where the Prime Minister received 10 leading Japanese enterprises in microchips, semiconductors and some related activities.

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that Vietnam always gives priority to developing education and training to improve people's knowledge, train human resources, and nurture talents. The Prime Minister also affirmed that development based on science and technology, including digital transformation, and developing the semiconductor industry is an objective requirement, a strategic choice, and a top priority for Vietnam.

To develop the semiconductor industry, Vietnam focuses on developing infrastructure including hard and soft infrastructure, technological infrastructure and social infrastructure; focusing on attracting and transferring science and technology; training human resources; building policies and mechanisms for the development of the semiconductor industry, with the goal of open policies and mechanisms, developing smooth infrastructure, and smart governance.

With the hope of making a breakthrough in the development of the semiconductor industry in Vietnam, Prime Minister Pham Minh Chinh proposed that Japanese enterprises cooperate and invest in Vietnam, build research and development centers; train high-quality human resources; build production facilities; build bases in Vietnam and help Vietnam participate in the global supply chain.

At the Japanese Prime Minister's Office, witnessed by the Prime Ministers of the two countries, Minister Nguyen Kim Son, on behalf of the Vietnamese Government, signed a diplomatic note on the Vietnam-Japan human resource development project.

According to the content of the Exchange of Notes, the Japanese Government will provide the Vietnamese Government with a non-refundable aid of 685 million Japanese Yen (about 4.8 million USD) to provide full scholarships for Vietnamese citizens working in state agencies to study in Japan. It is expected that in 2024, there will be a maximum of 45 scholarship candidates for master's degrees and 5 candidates for doctoral degrees.

Since 2000, the Human Resource Development Scholarship (JDS) Project implemented in Vietnam has recruited 827 candidates, of which 806 received master's scholarships and 21 received doctoral scholarships. Based on the practical needs and effectiveness of the JDS Project, the Ministry of Education and Training agreed with the Japanese side to design and adjust the JDS project document for the 2021-2024 period in accordance with Vietnam's human resource development priorities and in accordance with the cooperation framework between the two countries.

As planned, on December 18, Minister Nguyen Kim Son will have meetings with a number of educational agencies of Saitama province, Japan to discuss cooperation in sharing information and experiences in general education such as: application of information technology in education, PBL (Project Based Learning), inclusive education, and use of data.

At the same time, a number of issues of concern were discussed, such as comprehensive education for high school students, the integration of local education in the national education program, the decentralization mechanism and autonomy of local general education institutions, and school management and administration.

Through this visit, the two sides will work together to cooperate in training future managers and general teachers as proposed by Minister Nguyen Kim Son to the Japanese side during his visit in October 2023 .

Implementing the Human Resources Development Scholarship Project for Vietnam (JDS), the Ministry of Education and Training has coordinated with the Japanese side to propose priority recruitment majors that Vietnam has a need for and are majors that Japan can support such as law, public policy, transportation, urban development, agriculture, rural development, environment and public administration reform.

According to the assessment, the Project has been implemented on schedule, on target and with high efficiency. Many JDS trainees have returned and made positive contributions to the overall goal of the JDS Project, which is to improve development issues and strengthen bilateral relations between Vietnam and Japan.

To date, 755 people have completed the course and returned to their home country (750 masters, 5 doctors). Through study and research, JDS students develop skills and knowledge to create change and contribute to building a lasting relationship between the people of the two countries. Former JDS students returning to Vietnam have applied the skills and knowledge acquired from Japan, contributing to socio-economic development.
