The Prime Minister issued Official Dispatch No. 12/CD-TTg dated January 31, 2024 on strengthening the prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam.

Accordingly, in recent times, the situation of smuggling and illegal transportation of buffalo, cows, pigs, poultry, and lobsters across the border into Vietnam has been complicated, especially in the southern provinces bordering Cambodia and Laos, increasing the risk of infection and spread of dangerous diseases such as Foot and Mouth Disease, Lumpy Skin Disease, African Swine Fever, Blue Ear, Highly Pathogenic Avian Influenza and other dangerous infectious diseases, threatening domestic livestock production and people's health.

In that situation, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities, Ministers and Heads of the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) to continue to direct and seriously and effectively implement the Prime Minister's direction in Directive No. 29/CT-TTg dated December 6, 2023 on preventing smuggling and illegal transportation of animals and animal products.

Control epidemics well, develop sustainable livestock farming, ensure food supply and Official Dispatch No. 871/CD-TTg dated September 29, 2022 on rectifying and handling negative behaviors related to production, import, and customs clearance of goods at border gates and inland; focus on preventing and strictly handling cases of smuggling and illegal transportation of buffalo, cows, pigs, poultry, and lobster breeds across the border into Vietnam, including implementing the following specific tasks:

The Chairmen of the People's Committees of provinces and centrally-run cities, especially the southwestern border provinces, direct the strengthening of inspection and control work, especially at border gates, trails, openings in border areas, seaports, waterways, etc. to prevent, detect and strictly handle cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam; in cases of illegal smuggling, re-export or destruction must be carried out immediately, and organizations and individuals who commit violations must be strictly handled in accordance with the law.

Direct the local police, border guards, customs and Steering Committee 389 to strengthen measures to combat and prevent smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border; coordinate with local authorities to promptly arrest and strictly handle violations.

Organize propaganda for people in border areas about the dangers and harms of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products that are not quarantined and of unknown origin; mobilize people not to participate in, consume and assist in smuggling and illegal transportation of animals and animal products into Vietnam. Direct and strengthen inspection and traceability of animals, animal products, livestock breeds and aquatic products suspected of being smuggled or illegally transported for consumption in the area; promptly detect and strictly handle cases of law violations.

Establish working groups to inspect and urge the control and prevention of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products into Vietnam. Be responsible to the Prime Minister if there is smuggling or illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into Vietnam, leading to the outbreak of disease...
