Enhance leadership capacity

The Resolution of the 22nd Provincial Party Congress, term 2020 - 2025, sets the goal of striving to build Ninh Binh into a fairly developed province in the Red River Delta region by 2030. Determined to realize this goal, immediately after the Congress, the Provincial Party Executive Committee focused on leading, directing, and concretizing the Congress Resolution with 3 breakthroughs and 6 key programs associated with the implementation of the Resolution of the 13th National Party Congress. The Provincial Party Executive Committee and the Provincial Party Standing Committee have issued resolutions, directives, programs, projects and many announcements to comprehensively lead and direct political tasks with focus, key points, methodical, scientific, clear tasks, clear responsibilities for implementation, clear completion time, focusing on both urgent issues and major policies of strategic and long-term nature.

To successfully implement the Resolution of the Provincial Party Congress, one of the tasks that the Provincial Party Committee paid special attention to and implemented immediately after the Congress was to focus on innovating leadership methods in the direction of focus, key points, and solving thematic contents and tasks. In leadership and direction, the consistency, determination, and mettle of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee, and the Provincial People's Committee were demonstrated, daring to look straight at shortcomings and limitations; resolve and remove difficulties for development. The issuance of resolutions, directives, mechanisms, and policies must be consistent with the practical situation, along with ensuring resources, creating high unity in the process of leadership, direction, and implementation. Focus on removing difficulties, obstacles, inadequacies, and some newly arising issues, bottlenecks that are hindering the development of the province. In organization and implementation, efforts, determination, and creativity have been made, especially for new and difficult tasks. These are considered highlights in the leadership and direction of the Provincial Party Committee, contributing to creating strong changes in the awareness and actions of the entire political system in performing the tasks of the entire 2020-2025 term.

The spirit of innovation in the leadership, direction and administration of the Provincial Party Standing Committee, the Provincial Party Standing Committee, and the Provincial Party Executive Committee has spread to all Party committees, authorities, sectors, localities and units in the whole province. The working methods, styles and manners of Party committees and authorities at all levels have been innovated, ensuring scientific, democratic, in-depth, specific, close to the people; promptly concretizing, institutionalizing, developing action plans and programs and effectively organizing the implementation of the Party's policies and resolutions in a synchronous, flexible and high-quality manner. The quality of grassroots Party organizations and the leadership capacity of Party committees at all levels in the whole Provincial Party Committee have been gradually improved. From 2020 to 2022, an average of 93% of grassroots Party organizations are classified as having fulfilled their tasks well or better each year.

Innovation in ideological work, promoting exemplary role

During his lifetime, President Ho Chi Minh once advised: "Ideological education and ideological leadership are the most important tasks of the Party, we must resolutely fight against the habit of taking ideology lightly". Imbued with his teachings, in recent years, thoroughly grasping the Central Committee's guiding documents, along with focusing on building the Party politically, in the past half term, the Ninh Binh Provincial Party Committee has focused on leading and directing the innovation of ideological work, promoting the exemplary role of cadres and Party members, especially leaders.

Accordingly, ideological and theoretical work continues to receive leadership and direction, strengthening the study and research of political theory and summarizing practices. The preliminary and final summaries of directives, resolutions and conclusions of the Central and the province are carried out seriously, promptly and on schedule; through the preliminary and final summaries, the achieved results are evaluated, difficulties and limitations are pointed out, and solutions are proposed for continued implementation in the coming time.

The work of fighting to protect the Party's ideological foundation and fighting against erroneous and hostile viewpoints has received attention from leaders and directions. Implementing Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo (12th tenure) on "Strengthening the protection of the Party's ideological foundation and fighting against erroneous and hostile viewpoints in the new situation", Ninh Binh is the first province in the country to develop a project to implement Resolution No. 35-NQ/TW. The Provincial Steering Committee 35 has focused on directing all levels, sectors and localities in the province to proactively grasp the ideological situation and public opinion, promptly detect emerging issues, forecast and propose timely solutions to fight and prevent, contributing to maintaining political security and social order and safety.

The Party's inspection, supervision and disciplinary work continued to be innovated and strengthened on the basis of seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. In the first half of the 2020-2025 term, Party committees and Inspection Commissions at all levels in the province inspected 1,996 Party organizations and 3,215 Party members; and conducted thematic supervision of 2,063 Party organizations and 2,646 Party members. The total number of Party organizations and Party members inspected and thematically supervised increased compared to the first half of the 2015-2020 term, exceeding the Congress's target. The work of inspection, supervision and discipline enforcement within the Party has actively contributed to improving the leadership capacity, fighting strength of the Party organization and the quality of Party members, contributing to maintaining strict discipline and order of the Party.

The work of Party building in terms of ethics is given importance. Based on the Resolution of the 4th Central Committee of the 12th and 12th tenures, Conclusion No. 21-NQ/TW of the 4th Central Conference of the 13th tenure, Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo, and the Party's exemplary regulations, the Provincial Party Committee has directed Party committees at all levels, Party organizations, and collective leadership of agencies and units to seriously implement self-criticism and criticism in conjunction with the evaluation of leaders and managers from the province to the grassroots level in accordance with the regulations and instructions of the Central Committee. The content, process, and evaluation methods have been gradually innovated, basically ensuring strictness, objectivity, caution, basis, and increasingly practicality. Party committees at all levels deploy to cadres and party members to sign commitments to implement Party directives and resolutions according to Central regulations for monitoring and supervision, and at the same time serve as a basis for reviewing, evaluating and classifying party organizations and party members annually; strictly implement Regulation No. 10-QDi/TU dated January 14, 2019 of the Provincial Party Committee on the exemplary responsibility of cadres and party members, first of all, members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee with the specific content of "10 building, 10 fighting".

Along with that, the Provincial Party Standing Committee continues to direct the regular implementation of the assignment of Party committee members at all levels, Party cell members of agencies to periodically attend meetings with Party cells of villages, hamlets, and residential groups; implement the policy of Party committee secretaries, heads of agencies and units periodically organizing direct dialogues with the people; at the same time, requesting heads of Party committees and authorities at all levels to regularly implement the reception of citizens, settlement of complaints, denunciations, reflections, and recommendations of the people. In 2 years (2021-2022) alone, heads of Party committees at 3 levels in the province have conducted over 6,410 regular citizen reception days with 1,113 citizens; heads of authorities at all levels in the province have also conducted over 7,780 citizen reception days (including 338 unscheduled reception days) with a total of over 2,000 citizens received. Through this, we have grasped the situation in residential areas, the thoughts and aspirations of cadres, party members and people of all walks of life; helped cadres and party members to be close to the people, understand the people, be close to the people and be responsible to the people; promptly resolved recommendations and proposals and limited petitions and complaints. The exemplary role of cadres and party members has also been gradually affirmed, contributing to strengthening the people's trust in the leadership of the Party and the management and administration of governments at all levels.

Strengthening the Party's political, ideological and ethical building has made an important contribution to improving the leadership capacity and fighting strength of Party organizations and Party members, building a clean and strong Party and political system from the province to the grassroots, promoting socio-economic development in the locality. After half a term of implementing the Resolution of the 22nd Provincial Party Congress, up to now, a number of targets have been achieved and exceeded. The GRDP growth rate has been quite good in the context of a very difficult general situation (the average for the period 2020-2023 reached 7.34%/year; in which the growth in 2021 and 2022 was much higher than the GDP growth rate of the whole country); the economic structure continues to shift positively towards green industry, sustainable service development, associated with labor restructuring. Budget revenue is high, the province can balance its budget from 2022. People's lives are improved, per capita income in 2022 ranked 12th nationwide (in 2022, Ninh Binh province achieved an average income of 58.72 million VND/person/year; the whole country is 56.1 million VND/person/year). Culture and society have developed comprehensively, unique identity values have truly promoted "endogenous strength", creating a spillover effect, transforming into resources for economic growth and improving people's quality of life.

The results achieved have further fostered confidence, determination, and strong motivation, which are important premises for the Party Committee, government, army, and people of Ninh Binh province to continue striving to achieve even higher goals, building Ninh Binh to develop rapidly and sustainably, becoming a fairly developed province in the Red River Delta region by 2030 and basically meeting the criteria of a centrally-run city, truly a regional and national tourism center, with global value.
