The workshop was attended by many managers, teachers and experts who have been working in the education sector.
At the workshop, the issue of teacher practice certificates as well as the prohibition on extra teaching in the draft Law on Teachers received attention from many delegates.
Mr. Nguyen Van Hoa, Chairman of the Board of Directors of Nguyen Binh Khiem - Cau Giay Education System (Hanoi), expressed his support for the need for professional certificates for teachers.
“Reality shows that university graduates of pedagogy are not necessarily qualified to stand on the podium. Every year, my school recruits a few dozen teachers, I see that 50% meet the requirements but the remaining 50% cannot even stand on the podium. Recently, the school recruited 30 people, 5 of whom were advised by their instructors that they needed to be reviewed. I went to observe the class and saw that it was indeed the case. Because they teach without knowing how to write on the blackboard, teach without any connection to reality, just exactly like the textbook, and are unable to interact with students, even though they have a good degree from a university of pedagogy,” Mr. Hoa stated the reality.
Therefore, Mr. Hoa believes that it is necessary to have a practice certificate to ensure that new graduates have pedagogical skills and have time to practice, and then being granted a certificate will be more effective.
“I think that teacher training colleges have tried very hard in training, but teacher training practice is still not free from formalities, and pedagogical skills have not received enough attention. The practice still focuses more on knowledge than on training in pedagogical skills,” said Mr. Hoa.
However, what Mr. Hoa is worried about is whether after the Law on Teachers is promulgated, there will be additional content on teacher practice certificates, there may be a proliferation of pedagogical training centers and certificate exam preparation organizations.
Mr. Dang Van Hai, Chairman of the Nghe An Education Trade Union, said that for graduates who have been recruited by units (whether public or non-public), they should be granted a teaching practice certificate. “That means if a person is recruited, of course they will be granted a practice certificate. Because the recruiting units also have all the departments, from recruiters to scientists in charge of the subject. We cannot let the situation arise that they have been recruited but do not have a practice certificate, so they cannot teach. Or the problem may also arise that new pedagogical graduates are granted a practice certificate but are not recruited,” Mr. Hai said.
Prof. Dr. Nguyen Ngoc Phu, Vice President of the Vietnam Association of Psychology and Education, said that according to Article 16 of the draft Law on Teachers on the competent authorities to issue practice certificates, the issuance of certificates seems to be administrative in nature, not professional.
“To issue a practice certificate, in my opinion, it must be reviewed and confirmed by experts, scientists, and professionals with degrees in that field or profession through a council with real expertise in that field.”
Mr. Phu expressed concern that this could lead to a heavy “administrativeization” of the issuance of teaching practice certificates. “Who knows, this could lead to negative aspects in the issuance of practice certificates,” Mr. Phu said.
Mr. Phu suggested that the granting of practice certificates must first be approved by a scientific council, with the participation of scientists specializing in that field, instead of the current draft. “The scientists can be people at that educational institution, experienced teachers at the institution, and this force is definitely needed. Above all, the consideration and granting of certificates must be carried out at the schools - where the teachers and lecturers are practicing teaching,” Mr. Phu suggested.
Mr. Nguyen Ngoc Phu also raised a troubling issue: “Can teachers use their knowledge to make a living? I think it should be possible, the same goes for other industries.
This issue needs to be clarified in the Law on Teachers. Therefore, if this is accepted, how should this be made public, so that teachers who practice it are not accused of teaching 'underground'?
Regarding this, Mr. Luong Tat Thuy, Vice President of the Association of Former Teachers of the Ministry of Education and Training, also commented on Article 11 of the draft Law on Teachers regarding prohibited acts for teachers. The draft includes prohibited acts such as forcing students to participate in extra classes in any form.
“Currently, extra teaching and learning have been transformed. Now extra teaching and learning are banned, but homeroom teachers gather students and introduce them to outside centers for training. So in essence, it is still extra learning, just in a different form. So now extra teaching and learning in all forms must be strictly regulated in the law. If it is banned, it must be banned completely. If it is not opened to teachers, it also needs to be clarified,” said Mr. Thuy.
Speaking at the workshop, Dr. Nguyen Ngoc An, Chairman of the Vietnam Education Trade Union, thanked the attention and enthusiasm of experts, scientists, and education managers for the draft Law on Teachers, a law that has a strong impact on the lives of teachers in the education sector.
A representative of the Vietnam Education Trade Union said that the opinions at the workshop will be compiled and sent to the drafting committee for acceptance to complete the draft Law on Teachers.
