President takes oath
On the afternoon of October 21, with a majority of votes in favor, the 15th National Assembly elected Standing Member of the Secretariat Luong Cuong as the 13th President of Vietnam for the 2021-2026 term.
Immediately afterwards, President Luong Cuong took the oath of office before all compatriots and voters nationwide.

President Luong Cuong took the oath: "Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and voters nationwide, I - Luong Cuong, President of the Socialist Republic of Vietnam, swear: To be absolutely loyal to the Fatherland, to the People, to the Constitution of the Socialist Republic of Vietnam, to strive to fulfill the tasks assigned by the Party, State and people."
On behalf of the National Assembly, National Assembly Chairman Tran Thanh Man acknowledged the oath of office of President Luong Cuong ; at the same time sent best wishes and presented flowers to President Luong Cuong .
Duties and powers of the President
According to the provisions of the Constitution, the President has the right to promulgate the Constitution, laws, and ordinances; and to request the Standing Committee of the National Assembly to review ordinances within 10 days from the date of their adoption. If the ordinance is still approved by the Standing Committee of the National Assembly but the President still disagrees, the President shall submit it to the National Assembly for decision at the nearest session.
Propose to the National Assembly to elect, dismiss, or remove the Vice President and Prime Minister; based on resolutions of the National Assembly, appoint, dismiss, or remove Deputy Prime Ministers, Ministers, and other members of the Government.
Propose to the National Assembly to elect, dismiss, remove from office the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; based on resolutions of the National Assembly, appoint, dismiss, remove from office judges of the Supreme People's Court; appoint, dismiss, remove from office deputy chief justices of the Supreme People's Court, judges of other courts, deputy chief prosecutors, and prosecutors of the Supreme People's Procuracy.
The President decides on special amnesty; based on the resolution of the National Assembly, announces the decision on general amnesty.
Decision to award medals, state prizes, state honorary titles; decision to grant naturalization, renunciation of nationality, restoration of nationality or deprivation of Vietnamese nationality.
Command the people's armed forces, hold the position of Chairman of the National Defense and Security Council, decide to confer, promote, demote, and strip the ranks of generals, rear admirals, vice admirals, and naval admirals; appoint, dismiss, and remove the Chief of the General Staff and Director of the General Political Department of the Vietnam People's Army.
Pursuant to a resolution of the National Assembly or of the National Assembly Standing Committee, to promulgate or revoke a decision declaring a state of war; pursuant to a resolution of the National Assembly Standing Committee, to order general mobilization or partial mobilization, to promulgate or revoke a state of emergency; in case the National Assembly Standing Committee cannot convene, to promulgate or revoke a state of emergency nationwide or in each locality.
Receive foreign ambassadors extraordinary and plenipotentiary; based on resolutions of the National Assembly Standing Committee, appoint and dismiss; decide to send and recall ambassadors extraordinary and plenipotentiary of the Socialist Republic of Vietnam; confer ambassadorial titles and ranks; decide to negotiate and sign international treaties on behalf of the State.
