Budget revenue is improving

Like many other localities, in 2024, Tam Ky City faced many difficulties in budget collection, especially land use fee collection had to be adjusted down by 180 billion VND. However, with efforts, the city's budget collection reached the finish line with encouraging results.

Total state budget revenue in the area in 2024 will reach VND 1,681 billion, reaching 111% of the provincial estimate and 102% of the estimate assigned by the City People's Council (after adjustment); of which economic revenue will be VND 1,680 billion.

According to the city's assessment, for the first time in many years, some budget revenues reached and exceeded the plan, such as non-state tax revenue, personal income, and registration fees.

Most communes and wards will exceed their budget revenue in 2024. As a result, total local budget expenditure will be VND 1,563 billion, reaching 174% of the provincial estimate and 132% of the city estimate; of which development investment expenditure will be VND 654 billion, reaching 350% of the provincial estimate and 145% of the city estimate.

In the field of public investment, associated with urban infrastructure investment, compensation, site clearance, and resettlement, 2024 is also a milestone for Tam Ky to have many positive changes.

During the year, the city approved 58 compensation, site clearance and resettlement plans, with a total recovered area of ​​9.4 hectares worth more than VND87 billion. Basically completed site clearance, organized construction to create land funds and ensure drainage for a number of key projects such as Nguyen Hoang ring road to Khe Sung stream, completed asphalt paving of Bach Dang road, Nguyen Du - Bach Dang intersection, connecting infrastructure north of the commercial center, upgrading N24 canal and the road along the canal in Hoa Huong ward, a number of school projects, etc.

Infrastructure connection projects (according to Notice 98, dated January 22, 2021 of the Provincial Party Standing Committee) continue to receive attention for implementation, accelerating progress, striving to complete in the period of 2021 - 2025 (27 projects).

Expected breakthrough in 2025

Tam Ky City has identified 2025 as a breakthrough year, a year to reach the finish line, striving to achieve the highest results, contributing to the completion of the socio-economic development plan targets for the period 2021 - 2025; as a premise to enter the new period 2026 - 2030.

Accordingly, the city sets out 15 main socio-economic development plan targets for 2025 equal to or higher than those for 2024. In particular, focusing on economic development; removing obstacles, completing site clearance and speeding up the progress of unfinished urban area projects such as the Northwest model area, An Phu ward residential area, Truong Xuan market street; basically completing site clearance for Tam Thang and Thuan Yen industrial parks.

In 2025, Tam Ky will also continue to promote breakthrough tasks; especially prioritizing investment capital to continue implementing many key projects, urban drainage projects, residential areas, and traffic roads such as Tam Ky river embankment, Nguyen Hoang ring road, N10 road and residential areas on both sides of the road...

In the budget field, with the results achieved in the past year, the city built a revenue estimate for 2025 of 2,030 billion VND, equal to 120% of the implementation in 2024 and 114% of the estimate assigned by the province in 2025 (1,777 billion VND).

Notably, the estimated land use revenue assigned by the province in 2025 is 87 billion VND, but the city estimates the revenue to be 330 billion VND (220 billion VND in 2024). In addition, some revenue items account for a large proportion such as non-state tax of 172 billion VND, personal income tax of 53 billion VND, and registration fee of 54 billion VND.

According to Mr. Nguyen Quang Tuan - Head of the Finance and Planning Department of Tam Ky City, the budget revenue target in 2025 increased by 253 billion VND compared to the province's assignment and increased by 350 billion VND compared to 2024.

The increase in revenue is due to the increased demand to ensure the city's investment expenditure; at the same time, it comes from the requirement that the city's land fund is qualified to auction 2,000 land lots. The city will also have solutions and directions to ensure revenue sources and avoid revenue adjustments.

According to Mr. Nguyen Duy An - Chairman of Tam Ky City People's Committee, in 2024, there are 3 targets that have not been achieved but have good growth rates, namely the construction industry increased by 13.9% (target 16.5%); the trade and service industry increased by 7.06% (target 12.5%); the agriculture, forestry and fishery industry increased by 2.1% (target 4%). Another highlight is that for the first time in many years, some budget revenue items reached and exceeded the plan.

Regarding the 2025 mission, the city will continue to promote land clearance to attract investors, focus on urban development, night-time economy, and arrange sidewalk trading; research to improve and build new tourism products to create attraction for tourism.

Focus on investment promotion to attract many large enterprises and investors. Public investment in 2025 will also flourish with many large projects affecting the city's socio-economic development such as Hung Vuong road, dredging Truong Giang river...
