On February 3, a source from VietNamNet reporter said that, related to the case of a 31-ton truck crossing a 3.5-ton bridge causing serious subsidence, the Investigation Police Agency of Tran Van Thoi District Police (Ca Mau) initiated the investigation of driver Phung Dang Phi (31 years old, residing in Quang Ngai province) for traffic safety violation.

On the same day, the leader of Liem Duyen Hai Company Limited, the investor of Rach Rang suspension bridge, said that they had spent more than 1 billion VND to repair the bridge and open it to traffic in time for people to travel during the Lunar New Year.

As reported, at around 9:50 a.m. on October 16, 2023, driver Phung Dang Phi drove a truck with license plate 76H-004.16 across Rach Rang bridge from the North bank of Ong Doc river (in Tran Van Thoi town) to the South bank (in Cong Nghiep hamlet, Loi An commune).

At that time, the truck driven by Mr. Phi had an actual load of over 31 tons (including the vehicle and goods). According to the People's Committee of Tran Van Thoi district, Mr. Phi's driving an overloaded vehicle through this bridge caused the bridge surface to sink, changing the structure of the bridge.

The incident caused initial estimated damage of about 5 billion VND. After the incident, the bridge management unit stopped car traffic and only allowed motorbikes to pass through to reduce congestion.

Regarding the above incident, Chairman of the District People's Committee Tran Van Thoi directed the District Traffic Safety Committee to review the responsibility of the Deputy Chief of the District Police (concurrently the Permanent Deputy Head of the District Traffic Safety Committee) due to the lack of strictness in inspection, direction of patrols, control and handling of overloaded vehicles, allowing the incident to occur.
