The stilt house of Mr. Ma Van Ngoc's family is located on plot number 380, map sheet 299, given by Mr. Ma Van Loi (Mr. Ngoc's father). In terms of origin, the plot of land was cleared and cultivated by Mr. Ma Van Thi and Mrs. Nguyen Thi Lieu (Mr. Loi's parents). In 1994, the land was granted a land use right certificate to Mr. Ma Van Loi, including 400m2 of residential land...

After 20 years, the stilt house that Mr. Ngoc and his wife received from their parents had seriously deteriorated, so on March 20, part of the kitchen area collapsed, causing Ma Thi Thu Tra to injure her arms and back.

Ms. Hoang Thi Le Giang (Mr. Ngoc's wife) said: My husband and I have separated our household registration and lived separately for quite a long time, but we only have a small amount of rice fields and forest land, and our children are still young, so it is very difficult. Currently, both my husband and I have to work far away to save money to build a more solid house, because we are not comfortable leaving our two children in a dilapidated house.

Mr. Ma Van Loi said: After Mr. Ma Van Hung (Mr. Loi's brother - PV) filed a lawsuit to divide his parents' property, the People's Court of Phu Luong district tried the case. As a result, 400 square meters of residential land belonging to plot 380, map sheet 299 (now plot 437) was assigned to my wife and I for use (First instance judgment No. 19/2024/DS-ST dated July 25, 2024 of the People's Court of Phu Luong district). My wife and I had to pay Mr. Ma Van Hung nearly 292 million VND. In addition, Mr. Hung was also divided a number of other agricultural and forest land plots. The appeal judgment No. 40/2025/DS-PT dated March 4, 2025 of the People's Court of Thai Nguyen province upheld the First instance judgment No. 19/2024/DS-ST dated July 25, 2024 of the People's Court of Phu Luong district.

Regarding this issue, Mr. Nguyen Hoang Mac, Chairman of Phu Luong District People's Committee, said: After the people's feedback, the District People's Committee directed relevant departments to conduct a field inspection. Accordingly, Mr. Ma Van Ngoc's family is not a poor or near-poor household to be supported to remove dilapidated houses and temporary houses. The reason why the Commune People's Committee did not allow construction is because the land plot is in dispute. If there is a court result, determining that Mr. Loi has the right to own 400m3 of residential land in plot 380, then Mr. Loi can build a house, then donate the land and assets on the land, or Mr. Loi donates the land, requests a land use right certificate for his son so that Mr. Ngoc can build a house.

In fact, the house of Mr. Ma Van Ngoc's family has deteriorated, causing unsafety for family members, while the dispute related to the land plot has been resolved. Therefore, the local government needs to actively support and guide people to complete land procedures so that Mr. Ngoc and his wife can soon build a solid house to ensure safety.
