Stop extra classes
Many schools have sent notices to parents to stop providing extra classes as a supplementary form at school. Mr. Nguyen Van Loi, whose child is studying at a secondary school in Hanoi, said that previously, his children had 2 English supplementary classes in the afternoon. From this week, the classes will stop and the children will finish school at 3:30 p.m. Mr. Loi is worried that if the school cannot arrange other activities, the family will have difficulty picking up and dropping off their children.
Currently, schools are also confused about how to implement supplementary learning in schools for the majority of students. Because currently, schools only provide free supplementary learning for students who are at risk of failing the graduation exam.
Ms. Nguyen Thu Huong, Principal of Nguyen Du Secondary School (Hanoi), said that since the beginning of February, all second-session classes as well as review classes for grade 9 students have been temporarily suspended by the school. The school still ensures that the main curriculum is taught correctly and fully as planned. Ms. Huong said that when the Hanoi Department of Education and Training announces the third subject for grade 10 admission, the school plans to review all three subjects for free for students if they need it. The school has calculated the funding to support teachers and can be taken from the regular expenditure fund to pay according to the regulations on overtime teaching.

Ms. Nguyen Thi Boi Quynh, Principal of Viet Duc High School (Hanoi), said that the school did not encounter any difficulties in implementing the circular on extra teaching and learning because it has long organized extra tutoring, free training for excellent students, and organized review sessions for students taking the high school graduation exam. According to Ms. Quynh, the responsibility of teachers is first of all to teach the required number of periods. If they teach extra hours, they will be deducted from the regular expenditure fund to pay according to the regulations on extra teaching hours. The school must base on the guiding documents to develop appropriate internal spending regulations and spend economically to have funds to pay for extra teaching hours for teachers instead of collecting from students. However, the number of extra teaching hours is too much.
Schools are waiting for an answer to the question: if they do not collect money from students, what source of income will the school use to support teachers in reviewing for students?
According to the Prime Minister's direction, localities provide appropriate funding support to schools to contribute to improving the quality of education. Thus, localities need to have specific instructions for schools to implement, and teachers can also rest assured because there is funding when implementing knowledge supplements for students.
Overlapping regulations
However, some regulations in Circular 29 are confusing teachers and schools. Ms. Tran Bich Ha, an English teacher in Hanoi, is concerned. She signed a contract to teach at an English center and the enrollment is entirely done by the center. The program she teaches at the English center follows different textbooks than the current textbooks in the school. So is her extra work considered as participating in extra teaching and subject to the regulations in Circular 29, if there are students in the class at the center that she is teaching at school? Ms. Luong Thi Trinh, a Literature teacher in Nam Dinh, shared that in the district there are no cultural training or extra teaching centers, so according to the new regulations, even if there are students outside the school who want to study, she is not allowed to organize classes to teach.
According to records in Hanoi and some other localities, if Circular 29 is applied, secondary schools that teach 2 sessions/day may violate regulations. Because according to regulations of the People's Councils of provinces/cities, schools are allowed to collect tuition for the 2nd session according to regulations.
To comply with the circular, all schools must switch to teaching one session per day. If teaching two sessions per day (allowed to collect fees), the school must rebuild the plan for organizing activities in the school with the condition that parents agree to register their children to participate voluntarily.
From 2010 to present, the organization of teaching 2 sessions/day is still applied by schools according to Official Dispatch 7291 of the Ministry of Education and Training, with fees collected. According to Official Dispatch 7291, the form of organizing teaching 2 sessions/day includes educational activities suitable for the subjects. Specifically as follows: organizing educational activities according to gifted and interested groups, each group can include students from different classes; tutoring, consolidating and reviewing knowledge based on a firm grasp of student quality, homeroom teachers coordinate with subject teachers to make a list of students according to groups of weak students or good students of each subject, report to the principal to synthesize class organization, assign teachers; teach elective based on the guidance documents of the Ministry of Education and Training, organize students with the same wishes and needs to study elective subjects suitable to the actual conditions of the school into elective classes.
Meanwhile, Clause 1, Article 5 of Circular 29 stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes by subject as follows: students whose final semester subject results are not satisfactory; students selected by the school to foster excellent students; final year students who voluntarily register to review for entrance exams and graduation according to the school's education plan.
Compared with Circular 29, from February 14, schools are not allowed to collect money when organizing 2 sessions/day of teaching for students who are in need of tutoring, consolidation and review of knowledge according to Official Dispatch 7291.
School leaders proposed solutions to implement Circular 29 in accordance with regulations, including reviewing teaching plans and separating additional teaching and learning activities from the main curriculum. Organizing additional teaching and learning activities in the direction of developing students' abilities and skills instead of just consolidating and supplementing knowledge. In addition, schools will seek consensus from parents and students on additional teaching and learning activities. To implement, schools need specific guidance documents from management levels.
