According to Mr. Nguyen Phong Nha, reports from telecommunications businesses show that each month, about 1.5 million SIMs are released to the market by network operators. Of these, about 80% of SIMs are sold through agents, the remaining 20% are sold through chain channels such as electronics stores and through the network operators' own distribution channels.
However, since September 10, when network operators committed to stop selling SIM cards, the number of new mobile subscribers in September decreased by 35%, from 1.5 million subscribers to nearly 1 million subscribers/month.
Answering the question of why people can still buy junk SIM cards from authorized dealers, the Deputy Director of the Telecommunications Department said that he is continuing to coordinate with network operators to review, inspect, evaluate, and clarify these cases to require strict implementation of new subscriber development. Instead of using dealer channels, network operators will focus on developing their own distribution channels and reputable chain channels.
Regarding spam calls that continue to bother people, Mr. Nha said that for more than a year now, the Ministry of Information and Communications has implemented many solutions to prevent spam calls, from standardizing subscriber information to requiring network operators to develop subscribers whose information matches the national database on population, reviewing subscribers who own multiple SIMs, building brand names to identify calls...
According to Mr. Nha, solving the problem of spam calls must be done step by step. The Ministry of Information and Communications and businesses have continuously come up with solutions to remove them, and when building those solutions, there must also be parallel legal corridors. In the process of building the revised Telecommunications Law, we also proposed stricter policies and regulations to ensure the reduction of unwanted calls.
Regarding the fact that network operators do not implement online SIM registration from October 10, the Deputy Director of the Department of Telecommunications said that because there are no regulations on online SIM registration, network operators not implementing online SIM registration is in accordance with current regulations.
"The Telecommunications Department is studying proposals from mobile telecommunications businesses and developing plans and policies to include in the guidelines of legal documents after the revised Telecommunications Law is issued," said Mr. Nha.
Regarding the roadmap for shutting down 2G, the Ministry of Information and Communications has issued an official dispatch announcing the planning of the 900 MHz, 1,800 MHz and 2,100 MHz frequency bands. It mentions maintaining 2G, 3G and 4G networks on the principle of ensuring consumer rights, requiring network operators to maintain network quality, develop 4G coverage to gradually replace 2G coverage, and provide support services so that people have the opportunity to switch to 4G subscriptions.
