According to the Ministry of Education and Training, middle and high schools will have to teach two sessions per day, instead of only applying to primary schools as is currently the case.

At the inspection and survey session of the Ministry of Education and Training on the implementation of digital transcripts, development of digital learning materials and organization of 2-session teaching/day in general education in Ho Chi Minh City, Mr. Thai Van Tai, Director of the Department of General Education, Ministry of Education and Training said that 2-session teaching/day must fully exploit the capacity of facilities and teaching staff to serve the teaching of students.
However, it is necessary to clearly and separately identify which content the school implements and which content requires external support.
According to Mr. Tai, the current general education program aims to develop students’ abilities and qualities. The task of schools is not only to teach knowledge but also to create an environment for students to develop their abilities according to the requirements of each subject. To do that, schools must teach two sessions per day.
Previously, this was mandatory in primary schools, but encouraged in secondary and high schools. Mr. Tai said that in the near future, the Ministry will amend and require these two levels to teach two sessions per day.
Mr. Tai added that teaching two sessions a day to develop students' qualities and abilities is a task that cannot be delayed any longer. Any place that has not done so is still in debt to students.
Mr. Tai noted that the school cannot teach all subjects in the morning timetable but needs to arrange and spread them out evenly in both sessions to reduce pressure on students. At the same time, the school needs to exploit learning topics and subjects to turn knowledge into capacity for students.
"These topics and subjects need to be organized completely differently from the teaching of subjects in the 2018 General Education Program. The school's task is to be transparent, and the topics must be proven. Topics other than classes are not based on class units and must be taught according to demand. In the upcoming instructions for teaching 2 sessions/day, the Ministry of Education and Training will provide specific instructions on this content, clarifying to see that there is no violation of Circular 29 on extra teaching and learning," Mr. Tai emphasized.
According to the Ministry's plan, schools must include 5 mandatory parts in their educational content when organizing 2 sessions per day, including: Digital skills education, STEM, career guidance, Traffic Safety Law and topics and educational activities to develop students' capacity.
"This May, the Ministry of Education and Training will issue guidelines for teaching two sessions per day, clarifying each content to facilitate schools in the new school year," said Mr. Tai.
Before the proposal to teach 2 sessions per day at secondary and high schools, elementary school students across the country were given similar schedules. In Ho Chi Minh City, the Department of Education and Training said that in the 2023-2024 school year, the rate of elementary schools teaching 2 sessions per day will reach 92.5%, and at secondary schools it will be 93%. When implementing full-day teaching, schools will flexibly organize the second session, interspersed with many activities to teach life skills, IT, English, etc.
