BHG - On October 25, 2017, the 12th Party Central Committee issued Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently". Clearly identifying the meaning and importance of Resolution 18, the Politburo and the Secretariat have focused on disseminating, propagating, leading and directing its implementation.

As soon as Resolution 18 was issued, our province implemented it seriously, urgently, in accordance with the direction and orientation of the Central Committee with flexible, creative and responsible methods. After 7 years of implementation, the consolidation and merger of the province's organization and apparatus initially streamlined the organizational focal point; reduced the level of heads of provincial and district-level agencies and units; reduced the number of department heads, deputy department heads and equivalents in the organizational structure within provincial and district-level agencies and units; reduced some steps in professional procedures; reduced headquarters, facilities, working conditions and means concentrated at one management focal point. The important thing is that the process of arranging the apparatus does not affect the operation of agencies and units; maintains discipline, solidarity and unity in leadership, direction and organization of the implementation of professional tasks in accordance with the functions and tasks of the organization. Agencies and units subject to reorganization promptly promulgate new or amend and supplement working regulations, assign tasks to the leadership and professional staff in a specific and clear manner in the direction of one person assigning many tasks, one task only assigned to one professional department. Furthermore, all agencies and units have developed projects and plans to streamline the payroll, thereby contributing to innovation, gradually improving the quality of the staff, civil servants, and public employees, improving the quality of operations, effectiveness and efficiency of agencies and units. The management and use of payroll are strictly implemented, the actual number of payrolls used does not exceed the number assigned by the Central Committee (in the period of 2016-2021, it is reduced by 10%).

The province has been continuously and cautiously implementing Resolution 18, with assessments, lessons learned and adjustments made to suit the actual situation. In the 2023-2024 period, the province has reduced 16 public service units and 16 focal points. 100% of communes have arranged for the position of Secretary or Deputy Secretary of the Commune Party Committee to concurrently hold the position of Chairman of the People's Council; 100% of agencies and units have developed projects and plans to streamline the payroll according to regulations. From 2022 to present, a 4.7% reduction in payroll has been implemented, equivalent to 1,115 civil servants receiving salaries from the State budget.

However, in general, the arrangement of the apparatus in the province as well as the whole country is still not synchronous, not comprehensive, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The Central Committee assessed that the apparatus of the political system is still cumbersome, with many levels and many focal points; the functions, tasks, powers and working relationships of many agencies, units and organizations are unclear, still overlapping, overlapping, with some places being excused, some places being omitted, there is still overlap between the legislative and executive branches, decentralization and delegation of power to localities are not strong, not synchronous, reasonable, not meeting the requirements and tasks of the new period, leading to the existence of a request-grant mechanism, which easily gives rise to corruption, waste and negativity.

The shortcomings, limitations, delays, and lack of determination in implementing the policy of innovation and restructuring the apparatus of the political system have caused many consequences. The cumbersome apparatus causes waste and hinders development, which is one of the reasons why many of the Party's policies and strategies are slow to enter practical life, some policies are not implemented or are implemented in a formal manner. Overlapping and unclear division of functions and tasks lead to unclear responsibilities, "encroachment", obstruction, and even "neutralization" of each other, reducing initiative and creativity, leading to low labor productivity and work efficiency, shirking responsibility, hindering development, causing annoyance, reducing effectiveness and efficiency of operations.

The above reality shows that the Central Committee's policy on continuing to arrange and perfect the organization of the political system to be streamlined and operate effectively and efficiently is a particularly important task, a revolution in streamlining the organization of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system. Faced with urgent requirements, the country's vital destiny, creating momentum for our country to enter the era of national development, the Central Committee requires: Party committees, Party organizations, agencies, units, all levels, sectors, first of all, leaders and heads need to be exemplary, proactive, and perform with the highest determination, act decisively in carrying out assigned tasks in the spirit of "running while lining up", "The Central Committee does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level".

Following the direction of the Central Committee, on the basis of evaluating the achieved results and carefully analyzing the situation, our province has promptly implemented a plan to streamline the apparatus. The entire political system has joined hands to implement, with high consensus and determination, the province has agreed to: End the activities of a number of steering committees and associations established under the direction of Party committees and authorities at all levels; end the activities of Party delegations and Party Executive Committees. Establish Party committees of Party agencies and provincial-level government blocs. End the activities of the Provincial Cadre Health Care and Protection Committee. Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

For government agencies and units, merge 3 provincial management boards into 1; merge the departments of: Planning - Investment and Finance; Transport - Communications and Construction; Natural Resources - Environment and Agriculture - Rural Development; Information - Communications and Science - Technology; Labor - Invalids and Social Affairs and Home Affairs...

Right from the beginning of 2025, the province merged the Propaganda Department with the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department. At the same time, continue to arrange and reorganize departments and branches according to the set plan. After the merger, implementing the plan to streamline the apparatus under the Provincial People's Committee, the number of departments reduced from 19 to 14; the number of departments under the department reduced from 104 to 97; the number of branches and equivalents under the department from 14 to 10; the number of public service units under the department from 112 to 109; the number of public service units under the branch reduced by 1. The organization of the apparatus of specialized agencies under the district-level People's Committee from 131 to 109 departments.

Through monitoring, it is shown that the agencies and units after merging, rearranging and reorganizing the internal apparatus have operated stably, in accordance with the direction, without leaving any gaps, without affecting the process of solving the work of the people and businesses, no longer overlapping functions and tasks, everything is solved faster, more conveniently and has a direct impact on the process of operating and implementing the growth target of the province. Proof of this is that in the first quarter, despite facing many difficulties, the province's economy continued to improve. State budget revenue in the area is estimated at more than 627 billion VND, reaching 27.8% of the plan assigned by the Central Government, reaching 18.4% of the plan assigned by the province; 8/16 revenue items and taxes reached above the average level. The production index of the whole industry increased by 8.43% over the same period; Industrial production value is estimated at 1,752.341 billion VND, up 11.43% over the same period; total retail sales of goods and consumer service revenue is estimated at 5,322.05 billion VND, up 12.66% over the same period; total export and import turnover is estimated at 73.979 million USD, up 45.22% over the same period...

The initial results achieved above demonstrate that the policy of streamlining the Party and State apparatus has truly come into life and has been supported by the people.
