On the morning of June 24, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) of Bac Lieu province held a meeting on the landslide situation in Ward 5, Bac Lieu city and Ho Phong ward, Gia Rai town, Bac Lieu province (from June 20 to 6:00 p.m. on June 23, 2024).
Landslide on the Bac Lieu - Ca Mau riverbank on June 21 damaged a house in Ward 5, Bac Lieu city (Bac Lieu province).
Landslides cause serious damage
Mr. Tran Minh Hai, Chairman of Bac Lieu City People's Committee informed that on the bank of Ca Mau - Bac Lieu river, Le Thi Hong Gam street (in Hamlet 6, Ward 5, Bac Lieu city) there was a riverbank landslide, causing cracks to appear in many houses, torn walls, tilted foundations, and subsidence towards Ca Mau - Bac Lieu river, directly affecting the lives and activities of people living in this area.
As of 6:00 p.m. on June 23, a total of 39 houses were affected within the 800m landslide area (5 more houses than on June 22). After checking, 10 households had to move their houses to other safe places (renting a house, going to relatives' houses), while 29 households remained in place (these households continue to monitor the situation, if the situation becomes more complicated, they will continue to move people and property to other safe places).
The Economic Department of Bac Lieu City in coordination with the People's Committee of Ward 5 has completed placing warning signs in the landslide area, so that people can proactively take precautions.
Through initial survey and inspection of the scene, it was determined that the landslide on the Ca Mau - Bac Lieu riverbank had many causes, including the dredging of the Ca Mau - Bac Lieu river in this area.
In addition, due to the load resonance of residential houses, house construction encroaches on the riverbank, and pile driving and pouring of concrete floors encroaches on the riverbed.
The landslide occurred during low tide, the water level on the Ca Mau - Bac Lieu River was low, the load on the bank (plus rain saturated the soil with water) caused the landslide.
"After that, the local authorities promptly sent forces to the area to help households clean up the damage, move furniture in households at risk of landslides and put up signs warning of landslide risks.
Currently, the construction unit (Saigon 99 Traffic Joint Stock Company) is coordinating with Ward 5 People's Committee to support severely affected households with 5 million VND/household," Mr. Hai added.
Serious landslides on Bac Lieu - Ca Mau river, causing damage to houses in Gia Rai town.
In Gia Rai town, Mr. Do Minh Thang, Chairman of Gia Rai town People's Committee informed that from June 22-23, 2024, on the North bank of Ca Mau - Bac Lieu river (in Hamlet 2, Ho Phong ward), riverbank erosion caused many cracks to appear in some houses, walls were torn, the lower foundation was tilted and subsided towards Ca Mau - Bac Lieu river, directly affecting the lives and activities of people living in this area.
As of 6:00 p.m. on June 23, five houses were affected, two of which were severely affected.
This area also had landslides in 2023 and previous years, the landslide length was about 2.6km.
The cause of the landslide was due to the flow of the Ca Mau - Bac Lieu River concentrating on the right bank of the residential area. The area is likely to have a deep slide. The landslide occurred during low tide, the water level on the Ca Mau - Bac Lieu River dropped to -1.80m.
In addition, due to the combined load of residential houses, houses are built encroaching on the riverbank and piles are poured to pour concrete floors encroaching on the riverbed...
"After the incident, Ho Phong Ward People's Committee mobilized forces to coordinate with the families of two severely damaged households to relocate to other places (the families rented monthly houses) to ensure the safety of their lives and property.
Currently, this area is at high risk of landslides. The People's Committee of Ho Phong Ward has put up signs warning of the risk of landslides and continues to mobilize the remaining households to relocate to other places to ensure the safety of life and property," Mr. Thang added.
Mr. Pham Van Thieu, Chairman of Bac Lieu Provincial People's Committee, requested that localities be proactive in preventing and combating landslides in the area.
Must stabilize people's lives soon
To promptly overcome the above landslide situation, Mr. Pham Van Thieu, Chairman of Bac Lieu Provincial People's Committee requested departments and branches to coordinate with Bac Lieu City People's Committee and Gia Rai Town People's Committee to direct functional units to urgently count the damage and extent of damage caused by landslides, provide timely support to affected households; regularly report promptly to the Provincial People's Committee and the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue.
Along with that, urgently put up warning signs in landslide areas and areas at risk of landslides where warning signs have not been put up. Increase the shock troops to continue going to the scene to help people overcome the damage, stabilize their lives soon, and have temporary reinforcement solutions to reassure people.
"We request that Bac Lieu city direct functional units to urgently compile statistics on the damage and extent of damage caused by landslides so that the Bac Lieu city People's Committee can promptly review and work with the project investor to discuss remedial measures.
"Review each house specifically, if necessary, consider relocating households at high risk of landslides to safe places and promptly resolve the regime according to social security regulations," Mr. Thieu requested.
The Chairman of the Bac Lieu Provincial People's Committee also requested that localities should consider resettlement areas for people in landslide areas. For households located in landslide-prone areas, it is necessary to actively mobilize and propagate households to relocate, and resolutely not let people stay at these landslide sites.
