On June 20, the Ministry of Education and Training held an online conference to deploy the 2024 high school graduation exam. The exam will basically remain stable as in 2023 and is determined to have 3 purposes: to consider high school graduation, evaluate the quality of teaching and learning in general education and allow training institutions to use the results for enrollment.

With the pressure of a three-purpose exam, including using exam results for university admission, the issue of preventing exam cheating remains an important task of this exam.

Using AI to cheat on graduation exams

At the conference, Major General Le Minh Manh - Deputy Director of Department A05, Ministry of Public Security - shared that cheating in exams is becoming more and more complicated. In the context of AI deeply participating in life, in many countries, there has been a situation of using AI to cheat in exams. Therefore, in the upcoming exam, it is also an issue that requires heightened vigilance and countermeasures.

Training to detect sophisticated cheating devices is an important and most concerned content in training sessions for officials working in exam supervision and monitoring in localities. However, this is also something that localities share as a major difficulty and a concern for exam steering committees.

Many localities have invited security officers to conduct direct training, distribute documents, and show videos for officers to study. Some provinces have compiled real-life situations into a "handbook" for supervisors and supervisors, but they are still worried.

In Lao Cai, Yen Bai and Hanoi, leaders of the Departments of Education and Training all said that teachers and staff do not have the capacity and expertise like the police to detect sophisticated devices. Although training has been disseminated, in reality there may be newer, more sophisticated devices and more unpredictable situations.

The leaders of the Hanoi Department of Education and Training are also concerned that there are devices that can transmit information over a distance of more than 25 meters. In this case, the area for storing candidates' belongings 25 meters away from the exam room is still not guaranteed.

Pressure with… rumors

In addition to fraud, the spread of rumors is also an issue that puts pressure on localities. At the conference, Ms. Nguyen Thi Hanh, Vice Chairwoman of the Quang Ninh Provincial People's Committee, expressed her concern: "As always, the province has very close instructions but there is still unverified information, sometimes just the thoughts of parents, posted on the internet causing public confusion."

"The National Steering Committee for High School Graduation Exams should direct the authorities to proactively review all information online and require strict handling of any information that causes negative public opinion about the exam," Ms. Hanh suggested.

Mr. Le Minh Manh said that security officers in localities have coordinated well with the provincial and municipal exam steering committees in training exam officers and are continuing to coordinate closely to handle arising situations.

However, some localities still do not understand the regulations on where to store candidates' belongings and belongings within a minimum distance of 25 meters. Mr. Manh said that exam organizers should flexibly apply the regulations, but must ensure a distance of at least 25 meters or more to increase prevention effectiveness.

In addition, testing sites should arrange parking areas for candidates outside the testing sites, and coordinate with the commune and ward police to raise awareness among residents around the testing sites and not to support negative behavior.

According to Major General Le Minh Manh, the propaganda stage is very important. In addition to thoroughly disseminating regulations, including regulations on the responsibilities of candidates and items that are allowed and not allowed to be brought into the examination room, localities should promote candidates to limit bringing personal belongings into the examination area.

Mr. Manh also said that in the coming time, the police of units and localities will focus on detecting and strictly handling negative phenomena, eliminating high-tech equipment trading lines for cheating in exams, and strictly handling the situation of posting false information that causes public confusion.

Support for disadvantaged students

Deputy Minister of Education and Training Pham Ngoc Thuong said that the exam must be organized safely and seriously. In particular, Mr. Thuong emphasized the motto "for students", especially those in difficult circumstances, remote areas, not allowing any candidate due to economic difficulties or transportation difficulties to be unable to reach the exam site.

"The point of view of exams is to be serious. But serious without being overly stressful, there must be thoughtfulness, kindness, and friendliness," said Mr. Thuong.

Deputy Minister Pham Ngoc Thuong also mentioned the phrase "absolute safety" including safety in storage, printing, and transportation of exam papers and test papers; safety in food hygiene; safety in fire prevention and fighting; safety in electricity and water; traffic safety...

This safety function at each level, each industry, each position needs to be specified, responsibilities assigned, and the content and direction methods clear.

Beware of unusual weather

Deputy Minister Pham Ngoc Thuong also noted that the weather and climate situation can change abnormally, such as natural disasters, floods, and power and water outages. "This requires a backup plan and a forecast. For example, regarding the weather, we must have backup plans for the weather on exam days. There are even backup plans for exam locations and exam rooms if there is a high risk of being affected by weather changes," Pham Ngoc Thuong noted.

Ho Chi Minh City: Candidates from Thanh An island commune go to mainland to take exam

At the conference, Mr. Nguyen Van Hieu - Director of the Department of Education and Training of Ho Chi Minh City - said that this year, Ho Chi Minh City has more than 90,000 candidates taking the exam at 162 exam locations. The arrangement of exam locations is also very convenient. Ho Chi Minh City has an island commune in Can Gio district. The city arranged for candidates to go to the mainland for convenient travel and to take the exam.

Ho Chi Minh City has established an exam steering committee consisting of leaders of departments, branches, districts, and Thu Duc City, and has thoroughly grasped the spirit and tasks of the departments, branches, districts, and towns. In particular, the coordination between the Ho Chi Minh City Department of Education and Training and the City Police ensures security from the exam sites, printing and copying exam questions, and delivering exam questions and test papers daily to the exam sites.

In the past time, Ho Chi Minh City also implemented a stable high school graduation exam plan by delivering exam papers daily, receiving papers in the morning and afternoon, and not leaving papers at the exam site.

Also at the conference, the HCM City Department of Education and Training sent two recommendations to the Ministry of Education and Training. "This is the final exam of the 2006 general education program, but the marking software is still limited.

There are about 100,000 candidates, but we still manually process absent students. Such software makes the exam marking process difficult" - Mr. Hieu suggested that the Ministry of Education and Training consider improving it for next year.

On the other hand, Mr. Nguyen Van Hieu also hopes that the Ministry of Education and Training will consider the regime for officials and teachers working as inspectors in the high school graduation exam.

"While the officials and teachers who do the marking and invigilation work are paid from 800,000 VND to 1 million VND/day/person, but the inspectors still follow Circular 40, which is very low. When the force participating in the stages of the inspection and examination of the exam is unified, there are concerns" - Mr. Hieu made a suggestion.
