All school revenue and expenditure activities to be inspected soon

On September 17, according to information from the Department of Education and Training of Hai Duong province, from the report on the results of verifying signs of overcharging at Thanh Mien 3 High School (Ngu Hung commune, Thanh Mien district), the Department has determined that most of the revenues and contributions are incorrect and not in accordance with the regulations issued by the Ministry of Education and Training and the People's Council of Hai Duong province. In the near future, the Inspectorate of this Department will conduct an inspection and examination of all types of funds in revenue and expenditure activities at schools.

Regarding the plan to inspect and examine revenue and expenditure activities at schools, the Department of Education and Training Inspectorate will guide the Department of Education and Training of districts, cities and towns to develop an inspection plan.

It is expected that the inspection and examination activities of the Department of Education and Training of Hai Duong province at schools will be conducted at the end of September 2023.

Regarding revenue and expenditure activities at schools, every year, at the beginning of the new school year, the Department of Education and Training of Hai Duong province issues documents directing and guiding educational institutions throughout the province to implement regulations on revenue in schools; organize inspections and checks on the implementation of regulations on mobilizing, managing and using finance and assets.

Thanh Mien 3 High School

In the 2022-2023 school year, the Department of Education and Training coordinated with the Department of Finance to advise the People's Committee of Hai Duong province to submit to the Provincial People's Council for approval of Resolution No. 08/2022 on regulations on tuition fees and list of revenues, collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities at kindergartens, general education schools and other public educational institutions implementing general education programs in Hai Duong province.

For the 2023-2024 school year, the Department of Education and Training issued Official Dispatch No. 1429, dated August 24, on the implementation of activities at the beginning of the school year and the organization of the opening ceremony of the 2023-2024 school year; Official Dispatch No. 1587, dated September 11, on the plan, tasks, and key solutions for the 2023-2024 school year of the education sector of Hai Duong province; Official Dispatch No. 1569, dated September 8, on the collection of tuition fees and service fees in schools for the 2023-2024 school year.

It requires schools to publicly disclose revenues and expenditures at the beginning of the school year in accordance with current regulations; not to allow over-collection; to strengthen inspection and examination work and strictly handle heads of educational institutions that commit violations in revenues and expenditures at the beginning of the school year.

In the coming time, the Department of Education and Training of Hai Duong province will continue to inspect, clarify violations, strictly handle collectives and individuals involved in the case of overcharging at Thanh Mien 3 High School, and at the same time rectify the implementation of the collection process at the beginning of the school year at educational institutions across the province.
