The above information was just given at the Closing Ceremony of the 2023-2024 school year and the deployment of tasks for the 2024-2025 school year, organized by the Ministry of Education and Training on August 19.
Accordingly, the Ministry of Education and Training has established a drafting committee for the 2025 High School Graduation Exam Regulations, which are expected to be announced in the fourth quarter of this year for parents and students to understand.
In addition, the Ministry of Education and Training has issued a decision approving the investment policy for building multiple-choice test scoring software, library/question bank management software, and supporting test creation for the high school graduation exam from 2025.

About 99.40% of candidates passed the graduation exam.
Reporting at the closing ceremony, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, said that the 2024 high school graduation exam was successfully organized, ensuring seriousness and safety, with the rate of candidates taking the exam reaching 99.6% compared to the total number of candidates registered for the exam, nearly 2,400 exam locations with more than 45,000 exam rooms.
For this year's exam, the Ministry of Education and Training continues to organize online registration for candidates studying in grade 12 in the 2023-2024 school year, with nearly 95% of candidates registering online.
During the exam registration days, the exam management system operated stably; exam registration of candidates took place normally, basically smoothly, ensuring accurate exam database, contributing significantly to organizing an objective and fair exam.
The content of the 2024 exam is highly appreciated by public opinion, many questions are related to practical issues in society and preparation for the 2025 high school graduation exam.
The exam has appropriate differentiation to consider graduation recognition and provide data for universities and vocational education institutions to use for enrollment.
The score distribution of each subject and the score distribution of traditional admission combinations are analyzed and made public.
The exam marking work is carried out seriously by localities, ensuring compliance with regulations and instructions of the Ministry of Education and Training. The national graduation rate is about 99.40%.
In addition to talking about teacher quality, education quality and some "bottlenecks" in education, Professor Nguyen Thi Doan (former Vice President, President of the Vietnam Association for Promoting Education) highly appreciated the recent high school graduation exam.
According to Professor Nguyen Thi Doan, the Ministry of Education and Training successfully organized the recent high school graduation exam and the graduation rate of nearly 100% of students is proof.

Error printing exam papers in Dak Lak
However, according to the Ministry of Education and Training, because the exam is large and organized nationwide, there are still some errors. If in 2023, 49 candidates violated the exam regulations, this year, 30 candidates violated the regulations. In Dak Lak, there were also errors in printing and copying exam papers.
Specifically, according to parents' feedback, the math exam code 119 of the high school graduation exam in Dak Lak had dozens of errors. The exam had both Vietnamese writing style and mathematical symbols. Some questions had errors in both the question and the answer, wrong formulas, wrong nature, and missing data. These errors affected the exam results.
In particular, according to the press, two candidates at a high school graduation exam site in Ho Chi Minh City lost 20-30 minutes doing the literature test because the invigilator mistakenly signed the exam paper...
As soon as the above problems occurred, the National Examination Steering Committee promptly grasped the information and guided and directed the Provincial Examination Steering Committee on how to handle them in accordance with the examination regulations and ensure the rights of candidates.
At the end of last year, the Ministry of Education and Training "finalized" the plan for the 2025 high school graduation exam. Accordingly, from 2025, candidates will take the high school graduation exam with 2 compulsory subjects including math and literature and choose 2 subjects from the remaining subjects in grade 12 including: foreign languages, history, physics, chemistry, biology, geography, economic and legal education, information technology, technology.
Thus, from 2025, candidates are not required to take the high school graduation exam in a foreign language.
In the 2025-2030 period, the paper-based exam method will be maintained. After 2023, computer-based exams will be gradually piloted for multiple-choice subjects in some localities with sufficient conditions.
The Ministry of Education and Training provides general direction on the exam and promotes the application of IT in organizing the exam.
Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that the 2025 high school graduation exam is reflected in the fact that the proportion of questions in the old style is still maintained, that is, it still retains a part of the multiple-choice test format; the literature subject is tested in essay form, the remaining subjects are multiple-choice.
In terms of development, the exam will have new formats such as: True/False questions and short answer format.
According to the Ministry of Education and Training, the 2025 exam limits the disadvantages of the old-style multiple-choice test format; is more convenient in assessing students according to the new general education program (GDPT 2018); the probability of getting a score by random selection is reduced from 2.5 points to 1.975 points (math), 2.35 points (physics, chemistry, biology,...).
