On the afternoon of June 5, Deputy Minister of Information and Communications Nguyen Thanh Lam chaired a press conference to provide information on the activities of the Ministry and the Information and Communications sector in May 2023 and the plan to implement the Ministry's key tasks in the coming time.

At the event, Mr. Luu Dinh Phuc - Director of the Press Department informed about the launch of the Press Digital Transformation Support Center.

Accordingly, the Press Digital Transformation Support Center is the focal point to support the provision of information, documents, and guidance for press agencies in measuring and evaluating the level of digital transformation maturity; connecting and gathering experts, reputable researchers, and leaders of major press agencies with leading roles to jointly solve the problems posed by the press digital transformation. At the same time, providing practical support to create resonance and bring the highest efficiency to the country's press digital transformation activities.

"Implementing the policy of reforming the organizational apparatus, innovating working methods, reducing intermediary levels, reducing focal points, simplifying procedures and especially promoting the application of information technology in operations, the Center for supporting digital transformation of the press does not "bloat", does not create a new apparatus, does not create new staff but uses available internal resources in the Ministry and external resources", Mr. Luu Dinh Phuc emphasized.

The Director of the Press Department also announced the set of indicators to evaluate and measure the maturity level of digital transformation of the press, which was issued by the Ministry of Information and Communications on June 2. The set of indicators aims to help press agencies determine which stage they are in the digital transformation process; thereby having a suitable roadmap, plan, and digital transformation solutions, helping press agencies develop faster and stronger.

The index is also the basis for creating a database of digital transformation of newspapers with authentic information and data to help state management agencies and units of newspapers see the whole picture; propose practical solutions to promote digital transformation of newspapers and at the same time have additional tools to evaluate the effectiveness of implementing programs and plans to support digital transformation of newspapers nationwide.

Specifically, the model for assessing and measuring the level of digital transformation maturity of press agencies is a table of 42 criteria divided into 10 component indicators and grouped into 5 pillars of digital transformation of press with a maximum total score of 100. The level of digital transformation maturity of press agencies will be determined based on the total score achieved, with 5 levels from weak to excellent.

After being assessed, the press agency will be granted a certificate of digital transformation maturity by the Ministry of Information and Communications. The announcement of the digital transformation maturity ranking is conducted and published annually by the Ministry of Information and Communications.

The results of the assessment and ranking of the digital transformation maturity level of Vietnamese press agencies will be announced by the Ministry of Information and Communications on the portal pdt.gov.vn.

Also on the afternoon of June 5, the Ministry of Information and Communications launched the Electronic Information Portal https://pdt.gov.vn/. Built and operated by the Center for Supporting Digital Transformation of the Press, the Portal pdt.gov.vn integrates software tools to evaluate and measure the maturity level of digital transformation of the press to serve the assessment and determination of the maturity level of digital transformation of Vietnamese press agencies.

According to Director Luu Dinh Phuc, the Press Department will organize training and guidance for press agencies to use software tools and apply the Index properly to ensure unified and synchronous implementation nationwide. After being instructed, press agencies will register and log in to the account provided on the system to self-assess and measure the level of maturity of digital transformation of their press agencies.

To ensure comprehensiveness and objectivity, the assessment and measurement of the level of maturity of digital transformation of the press is authorized by the Ministry of Information and Communications to the Press Department to preside over, coordinate with relevant agencies and experts to review, collect data, compare data, conduct independent appraisal and assessment of the level of maturity of digital transformation of the press of press agencies, based on the self-assessment results of the press agencies.

Based on the assessment results of the expert team, the assessment scores for each criterion of the press agency can be adjusted. The assessment and ranking results are publicly announced on the Electronic Information Portal of the Ministry of Information and Communications at https://mic.gov.vn/ and the Information Portal of the Press Digital Transformation Support Center at https://pdt.gov.vn/.
