On the morning of May 30, at Thanh Hoa Provincial General Hospital, the Department of Health held a ceremony to launch a provincial-level pilot model of "Medical examination and treatment using electronic chip-embedded citizen identification cards (CCCD) and VNeID application".

Implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), Plan No. 24/KH-UBND dated February 13, 2023 of the Provincial People's Committee on implementing Project 06 in Thanh Hoa province in 2023, in the past time, agencies, units, departments, branches, members of the Working Group implementing Project 06 have made great efforts in implementing Project 06 in the province and initially achieved very remarkable results.
Up to now, 100% of medical examination and treatment facilities in the province have implemented medical examination and treatment using chip-embedded ID cards.
As of May 19, 2023, the province has received 3,325,898 CCCD applications; received and returned 2,911,920 CCCD cards to citizens; received 1,403,071 applications for electronic identification accounts (of which 882,662 applications for level 2 electronic identification accounts). Police units in the province have closely coordinated with the provincial Social Insurance (SSI) to review and clean up data of insurance participants. To date, the province has 675 health insurance (HI) medical examination and treatment facilities, of which 100% of facilities have implemented medical examination and treatment using chip-embedded CCCDs; The total number of searches was 4,405,812, of which 2,785,547 were successful. The number of CCCDs synchronized with valid health insurance cards for medical examination and treatment using CCCDs was 2,922,436 cards.

Speaking at the launching ceremony, Mr. Dau Thanh Tung, Vice Chairman of the Provincial People's Committee, emphasized that the implementation of using chip-embedded ID cards for health insurance is a big step forward in reforming administrative procedures, a clear demonstration of the move towards a modern administration, creating maximum conditions for people with health insurance cards to carry out health insurance procedures, without any other paperwork, and the time for carrying out health insurance procedures is minimized. Therefore, the implementation of the Pilot Model of "Health care using electronic chip-embedded ID cards and VNeID application" must be carried out in depth, creating great influence; promoting practical effectiveness, creating conditions for all citizens in the process of health care.
To continue to effectively implement the tasks in 2023, Vice Chairman of the Provincial People's Committee Dau Thanh Tung requested that departments, branches, sectors, People's Committees of districts, towns and cities continue to identify Project 06 as an important and breakthrough political task to implement digital transformation goals, towards the common interest, taking the interests of the people as the center; continue to promote the pioneering and exemplary role and responsibility of cadres, party members, civil servants and public employees, especially leaders, urgently organize the dissemination and implementation of Directive No. 05/CT-TTg dated February 23, 2023 of the Prime Minister on continuing to promote the implementation of Project 06.
The Department of Health directs medical examination and treatment facilities in the province to strengthen the propaganda work on the use of electronic chip CCCD cards and VNeID application to replace health insurance cards for people coming for medical examination and treatment through instructions, billboards, posters... at the initial patient reception department, minimizing the requirement for people to present paper health insurance cards, VssID application for medical examination and treatment; invest in QR code readers according to the standards of the Ministry of Information and Communications; ensure to maintain the rate of 100% of QR code facilities in the area (including both public and private) using electronic chip CCCD cards, VNeID application to replace health insurance cards, VssID application when QR code.
Relevant units, such as: Provincial Police, Provincial Social Insurance, Department of Information and Communications, People's Committees of districts, towns and cities, based on their assigned functions and tasks, continue to direct the Working Group of Project 06 at all levels to effectively implement the use of chip-embedded ID cards for health insurance treatment.
