Positive signs

Statistics show that the socio-economic picture of Quang Nam in the past 10 months is quite optimistic. Industrial production continues to maintain growth. The industrial production index in October is estimated to increase by 3.8% compared to the previous month and by 34.1% compared to the same period last year (10-month increase of 17.5%).

Many large garment enterprises received increased export orders, leading to increased demand for labor (up 1.7% compared to the previous month and up 50.1% compared to the same period last year).

Travel services accelerated with the highest growth rate (60.4%); accommodation and catering services grew by 12%. Revenue from transportation increased significantly compared to the same period last year (over 9.2 trillion VND, up 22.7%).

Agricultural production is favorable. The weather is good, crops grow and develop, bringing high productivity. The area of ​​rice, crops, total livestock, poultry, forest area or timber exploitation output, scattered tree planting all increased significantly compared to the same period last year. Only the output of aquatic exploitation decreased by 0.4% or the aquaculture area decreased by 36% due to unfavorable weather conditions.

State budget revenue has also reached 68%. Exports dominate when the total import-export turnover reached nearly 249.5 million USD (up 50.83% over the same period). The amount of mobilized capital and outstanding loans of credit institutions have both increased, showing that the economy is still full of potential and capital is pouring into the market effectively.

Inspections and removal of difficulties and obstacles in investment projects have significantly improved the disbursement rate of public investment capital (49% as of October 31, 2024). The number of enterprises re-entering the market has increased and attracted more investment projects (29 domestic investment projects and 10 FDI projects).

Mr. Nguyen Cong Thanh - Vice Chairman of the Provincial People's Council said that the socio-economic results have many bright spots, forecasting good results for 2024. The government needs to prepare to complete reports, issues, and carefully review the contents to "handle" them right at the Provincial People's Council meeting at the end of this year. Any ineffective resolutions should be closed and ended to open a new phase.

Not only economic indicators have increased, the social sector has also achieved encouraging results. The health sector and localities have effectively handled and prevented a number of dangerous infectious diseases.

Vice Chairman of the Provincial People's Committee Tran Nam Hung said that businesses are still facing difficulties. Removing difficulties for businesses is not general, but must be calculated to support and remove difficulties for each business and each specific project. Calculate the land use plan for 2025 right from the beginning of the year, budget estimates, medium-term public investment plans... The whole economy is waiting for the completion of land documents, especially regulations on compensation and site clearance (effective from November 10, 2024), so before November 15, 2024, specific training must be held. And before December 20, 2024, the land price list must be completed to promote investment projects and disburse public investment capital.

According to Mr. Mai Van Muoi - Director of the Department of Health, the industry has been proactive, there will no longer be a shortage of medical supplies and drugs for medical facilities. The number of people participating in social insurance increased by 3.8% (220 thousand participants), health insurance increased by 2.1% (nearly 1.5 million people).

Just last October, the province sent 238 workers to work abroad under contracts (raising the total number of workers working abroad under contracts since the beginning of the year to 1,327 people)...

According to Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment, the local socio-economic situation has many positive signs of recovery. Industrial production has recovered strongly, the service sector has increased quite well, import and export activities have recovered, and agricultural production has remained stable.

However, there are still many difficulties as the number of newly registered enterprises has decreased. The number of enterprises withdrawing from the market is still high. The results of public investment disbursement are still low, not meeting the set plan. It is necessary to find effective solutions to promote local development in the remaining two months of 2024.

Mr. Ho Quang Buu - Vice Chairman of the Provincial People's Committee said, focusing on solving and removing difficulties for THACO projects and for businesses. It cannot be said that improving the investment environment without solving difficulties for businesses is not okay.

The whole political system is involved.

There are only two months left until the end of 2024. It is difficult to predict how natural disasters will occur and how they will impact people's lives. Chairman of the Provincial People's Committee Le Van Dung requested departments, branches and localities to review all indicators, especially budget revenue and disbursement of capital for basic construction investment, focusing on the three national target programs.

"For low targets, we must make maximum efforts to urge, direct, and be more determined and specific to achieve the set socio-economic targets for 2024 at the highest level," said Chairman of the Provincial People's Committee Le Van Dung.

There is no more time to delay promoting support solutions, removing difficulties for businesses, disbursing funds and preparing for the year-end meeting and plans to pave the way for 2025. The provincial government requires the entire political system to get involved.

Departments, branches and localities, depending on their responsibilities, shall prepare quality, closely and effectively... the contents to be submitted to the Provincial People's Council. The difficulties of enterprises must be resolved.

All must aim to decentralize, delegate power, and cut unnecessary administrative procedures that cause hassle, inconvenience, and difficulty for businesses. This involvement must be linked to direct resolution for each business and each project, not just general words but specific actions.

Specialized departments coordinate to complete regional, zoning, and urban planning, deploy planning implementation plans, conduct a general review of projects, and resolutely revoke unimplemented or ineffective projects to combat waste of local resources.

The financial pressure at the end of the year is very high, so the relevant departments and branches need to increase revenue collection, collect the right budget, but need to nurture revenue sources and manage the budget balance effectively, economically, and ensure issues serving the people, especially in the last months of the year.

The most difficult thing that needs to be resolved for the economy to operate smoothly is completing real estate projects, determining land prices, specific land price lists, and processes and procedures related to projects in the area.

Trade investment promotion activities and supply-demand connections will have to be expanded to meet the demand for goods and food for the upcoming flood season and Lunar New Year.

To ensure traffic safety during the rainy season, it is impossible to interrupt traffic, separate, and minimize the isolation of areas due to natural disasters. Including specific calculations on whether the traffic flow is accurate and correct when planning to ban traffic on both Cau Lau bridges during simultaneous repairs.

The rainy and stormy season has arrived. All efforts and achievements in socio-economic development will be wasted if natural disasters occur. Chairman of the Provincial People's Committee Le Van Dung requested all levels and sectors, especially the agriculture and rural development sector, the army, border guards... to resolutely and proactively respond to natural disasters, search and rescue, and not be negligent, subjective, or lose vigilance... to protect the achievements of the local economy and ensure people's welfare.

“There is too much work to be done in the last two months of the year. Departments, branches and localities need to achieve good results and complete the tasks of 2024 to create a premise for better and more effective implementation in 2025,” said Chairman of the Provincial People’s Committee Le Van Dung.
