Capital disbursement rate is still low
According to the report of the Department of Finance, by March 27, the disbursement of public investment capital in the province reached nearly 2,400 billion VND, equivalent to 9.12% of the allocated plan.
One of the investors with a disbursement rate lower than the average of the whole province is Phu My City. Speaking at the meeting on public investment disbursement in the first quarter of 2025, Mr. Nguyen Tan Cuong, Chairman of Phu My City People's Committee, said that the total disbursed capital from both sources (provincial and district budgets) reached 130.6 billion VND, accounting for only 6.75% of the total capital plan.
The reason for the disbursement of public investment capital not reaching the target is that some bidding packages are still in the bidding process and cannot be implemented yet. In particular, some projects have been implemented but are still stuck with site clearance work, so the set progress has not been ensured, such as the Phu My New Urban Planning Road, the technical infrastructure of the Phu My resettlement area, the main drainage line along National Highway 51, etc. "Along with that, some projects to repair the headquarters of agencies and units, Phu My is stopping bidding to wait for the completion of the arrangement and organization of the apparatus", said Chairman of the People's Committee of Phu My City Nguyen Tan Cuong.
In Vung Tau City, Mr. Nguyen Phuc Hoang, Chairman of Vung Tau City People's Committee, informed that the locality has disbursed 9.61% of total public investment capital, of which the provincial budget is 11.02% and the city budget is 6.63%. Some projects in the city are facing problems related to site clearance. Currently, the locality is urgently handling some problems such as relocating power lines to construct the Binh Gia road project; waiting for opinions related to national defense land to construct Le Quang Dinh road. Mr. Nguyen Phuc Hoang said: "Vung Tau City is also urgently carrying out compensation and site clearance work to construct other projects in the area. At the same time, local authorities are carrying out the appraisal of the completed construction volume records of a number of other projects".
Removing obstacles to effectively disburse capital
The province has always identified public investment disbursement as an important task and one of the driving forces for development, especially in the context that the Provincial People's Council has just increased the GRDP growth target of Ba Ria-Vung Tau to 10.5% in 2025.
Recently, at the meeting on disbursement of public investment capital, Chairman of the Provincial People's Committee Nguyen Van Tho emphasized that it is necessary to be determined and resolute to complete the goal of maximizing the use of this resource. Therefore, it is required that investors and departments, branches and localities focus highly on resolving difficulties and obstacles in the process of implementing projects, especially site clearance, which is one of the important factors directly affecting the progress of projects.
Heads of agencies and units must clearly understand each stage of the work, make detailed plans, use Gantt charts to monitor the progress of each project, and ensure that there are no delays. In addition to speeding up the "volume" of project implementation, the Chairman of the Provincial People's Committee also requested units and investors to quickly complete the settlement records for the completed work volume, fully comply with legal regulations, to ensure transparency and efficiency in public investment capital management.
According to Mr. Nguyen Tan Cuong, Chairman of Phu My City People's Committee, to resolve one of the biggest obstacles in project implementation, which is site clearance, the locality will actively promote and mobilize people to agree. However, based on legal regulations, the locality will also take "strong measures" to handle organizations and individuals who deliberately delay and drag out the handover of site, causing Phu My's development to be delayed.
