Despite many difficulties and challenges, the socio-economic development results of the province in 2023 in particular and the first 3 years of implementing the 5-year plan 2021-2026 in general have shown that we are accelerating day by day on the track of implementing the Resolution of the 19th Party Congress and the Provincial Planning for the period 2021-2030, with a vision to 2050.
Looking back at the huge amount of work that the Party Committee, government and people of the province have strived to carry out in the past time, we can clearly see many very meaningful milestones. Paying attention and focusing on doing a good job of planning, Ha Tinh is one of the first two provinces in the country to have the Provincial Planning for the period 2021-2030, with a vision to 2050 (November 2022) approved by the Prime Minister. This is the basis for Ha Tinh to promote cooperation with other provinces in the region to develop socio-economy, ensure national defense and security in the North Central region and the Central Coast until 2030, with a vision to 2045.

In May 2023, the Provincial Planning and Investment Promotion Conference was successfully organized by the province, creating new momentum for Ha Tinh to attract investment with positive results. In 3 years, the province approved 84 domestic projects with a total capital of 17 trillion VND, 6 foreign projects with a total capital of 2.5 billion USD. The identified strategic orientations have helped the province exploit its distinct potential, outstanding opportunities, competitive advantages, connect new resources, and achieve encouraging results in the general context of many difficulties and challenges.
In the first 3 years of implementing the 2021-2025 plan, in the context of many difficulties, the good news is that the province's economy has grown and recovered. In the 2021-2023 period, the average GRDP growth is about 6% (in 2023 alone, it increased by 8.05%, ranking 15th out of 63 provinces and cities nationwide); GRDP per capita in 2023 reached nearly 78 million VND; average income per capita is estimated at 47.7 million VND. Industrial production - the driving force of the economy - although the growth rate has not met expectations, has opened up new growth factors for the whole period with large industrial projects such as: Vung Ang 2 Thermal Power Plant with a capacity of 1,200 MW (2.2 billion USD), VINES Vung Ang Battery Factory (nearly 4,000 billion VND), Lithium Battery Factory (6,300 billion VND), Hanoi - Nghe Tinh Beer Factory (1,230 billion VND, initial phase capacity of 100 million liters/year), High-tech Energy System Operation Center and Vu Quang Hydropower Plant (850 billion VND), Vinhomes Vung Ang Industrial Park Infrastructure Investment and Construction and Business Project (13,276 billion VND).

Adhering to the goals, solutions, and development strategies of the four key economic sectors set forth in the Provincial Planning, Ha Tinh simultaneously invests synchronously in industry; agriculture, forestry and fishery; logistics services; and tourism. In particular, agriculture in the first years of the five-year plan achieved quite comprehensive results in the direction of restructuring, implementing models, and applying scientific and technological advances in production to increase productivity and value.
The pilot project to build a new rural province has been focused on implementation. By the end of 2023, 100% of communes will meet new rural standards, 60 advanced new rural communes, 15 model new rural communes, and 10/13 localities will meet standards/complete the task of building new rural areas. Trade, services, and tourism will recover positively with an average growth rate in the 3 years (2021-2023) reaching nearly 6%. Exports will remain in the leading group in the region; export turnover in the 2021-2023 period will reach 6.2 billion USD. Total social investment capital in the first 3 years of the planning period will reach 119 trillion VND. Total budget revenue in the area in the 2021-2023 period will reach nearly 53 trillion VND, 1.8 times higher than the 2016-2018 period, ranking 3rd in the North Central region. The scale of the economy was raised to nearly 100,000 billion VND, an increase of more than 17,000 billion VND compared to the beginning of the period; ranked 3rd in the North Central region.

The cultural and social fields have achieved outstanding results. Attention has been paid to the preservation and promotion of cultural heritage values. Ha Tinh currently has 5 heritages and 2 celebrities honored by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The quality of mass education has changed positively; key education has achieved high results, affirming its position in the top group of the country; the work of promoting learning has achieved outstanding results. Preventing and controlling the COVID-19 epidemic well, effectively implementing the "dual goal"; constantly improving the work of caring for and protecting people's health. Focusing on directing the development of science and technology, information and communication, administrative reform, and digital transformation. According to the Central's announcements in 2023, Ha Tinh's Provincial Digital Transformation Index (DTI) in 2022 ranked 37th nationwide, up 22 places compared to 2021; The Online Public Service Portal Index ranks 13th nationwide. Ha Tinh also ranks 18th nationwide in the Provincial Competitiveness Index (PCI); 28th in the Administrative Reform Index (PAR Index); 7th in the Satisfaction Index of People and Organizations with Administrative Services (SIPAS); 8th in the Provincial Governance and Public Administration Performance Index (PAPI). Vocational training, job creation, poverty reduction and implementation of social security policies are focused on. National defense, political security and social order and safety are ensured. Foreign relations, integration and international cooperation are strengthened and expanded.
Promoting cooperation with provinces and cities across the country, especially localities in the region, is identified by Ha Tinh as a fundamental solution and driving force for development. On September 16, 2022, in Thanh Hoa province, the three provinces of Thanh Hoa - Nghe An - Ha Tinh signed a memorandum of understanding on development cooperation for the period 2022-2025. On November 3, 2022, Resolution No. 26-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, was issued; on May 5, 2023, the Provincial Party Committee issued an action program to implement the resolution. This has created a premise, driving force and new direction for Ha Tinh to expand cooperation with neighboring provinces in particular and build a sustainable regional linkage strategy in general.

After more than 1 year of implementing the memorandum of understanding, Ha Tinh has coordinated with Nghe An and Thanh Hoa provinces to comprehensively and effectively implement activities in line with the national development orientation, regional development planning and national sectoral planning. Accordingly, in planning work, Ha Tinh has strengthened cooperation, exchanged experiences as well as participated in giving opinions on draft planning of other provinces. Currently, all 3 provinces have had their Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister; relevant units of the 3 localities regularly exchange information during the implementation of tasks under the National Master Plan, the Construction Planning of the South Thanh - North Nghe region, the Construction Planning of the South Nghe An - North Ha Tinh region; Coordinate to propose regional linkage contents in the process of developing the North Central and Central Coastal Region Planning for the period 2021-2030, with a vision to 2050, ensuring to promote the potential and advantages of localities in regional linkages, regional linkages and the whole country.

The implementation of key infrastructure projects of inter-regional nature has also been promoted, such as: the North-South Eastern Expressway project, the coastal road, upgrading National Highway 1, Cua Hoi Bridge, Tho Tuong Bridge, Yen Xuan Bridge; basic infrastructure for comprehensive development of the provinces: Nghe An, Ha Tinh, Quang Binh and Quang Tri (ADB); improving urban infrastructure to minimize the impact of climate change for the 4 coastal provinces of North Central Vietnam (AFD); the Nghi Son, Cua Lo, Vung Ang - Son Duong seaport system has been gradually invested in and upgraded, creating favorable conditions for enterprises of the provinces in the sub-region and neighboring provinces to trade goods and import and export.
Ha Tinh and other provinces also closely coordinate in promoting the attraction of investment resources in the South Thanh Hoa - North Nghe An, South Nghe An - North Ha Tinh regions according to approved planning; attracting investment in key coastal economic zones (EZs) with priority associated with the development of deep-water ports in the region such as Nghi Son EZ (Thanh Hoa), Dong Nam EZ (Nghe An) and Vung Ang EZ (Ha Tinh); developing border gate EZs, industrial parks and industrial and commercial development areas. The cooperation program for the period 2023-2025 in the field of labor between the three provinces is implemented to coordinate, share information and experience in analyzing and forecasting human resource needs, labor market information, connecting labor supply and demand, introducing jobs, cooperation between vocational schools, etc.

Tourism development has made its mark in regional connectivity by promoting the connection of tours and tourist routes associated with the "Central Heritage Road", promoting the motto "Three localities - one destination - many experiences". The three provinces continue to promote the connection of key destinations: Lam Kinh historical relic site (Thanh Hoa) connecting with Kim Lien historical relic site, Truong Bon national historical relic site (Nghe An), Great poet Nguyen Du memorial site, Dong Loc crossroads historical relic site (Ha Tinh)... to create new values.
Ha Tinh has consulted with ministries and branches to complete and submit to the Prime Minister for consideration and approval the plan to implement the Provincial Planning with specific plans for key tasks and solutions such as: synchronously completing the system of planning and development mechanisms and policies; identifying programs and projects to implement the planning; developing the province's land use plan for the 2021-2025 period and the 2026-2030 period; mobilizing resources to implement the planning. Accordingly, the entire political system, each citizen and the business community continue to focus on implementing the Provincial Planning with a focus on "4 key sectors, 3 urban centers, 3 economic corridors, 1 growth engine center". At the same time, focusing on deeper cooperation with provinces and cities with many similarities across the country, especially localities in the North Central region and the Central Coast.
The synchronous policy has created leverage for Vung Ang Economic Zone to develop in the right direction with the pillars being metallurgy, energy, processing, manufacturing, logistics center and seaport services, trade and services.
In the immediate future, the province will review and issue mechanisms and policies to specify the contents related to Resolution No. 26-NQ/TW in conjunction with the implementation of the Provincial Planning for the 2021-2030 period, with a vision to 2050, ensuring consistency and synchronization with the National Master Plan, regional planning and planning of neighboring localities. Mobilize investment resources to improve the effectiveness of cooperation in developing inter-provincial plans of South Nghe An - North Ha Tinh, South Ha Tinh - North Quang Binh. Proactively implement programs and plans of the Government related to the overall development of the region and the development space of the North Central sub-region; have support and share with localities in the region and sub-region to complete the common goals of regional development according to Resolution No. 26-NQ/TW.
Closely coordinate with ministries, sectors and localities in the region, especially Nghe An, Quang Binh provinces and the North Central region, build regional linkage institutions to coordinate and connect regional development, attract investment, share key infrastructure systems, especially in the fields of transportation, energy, information and communication, digital economy, urban areas, human resource training, tourism and services, logistics, environment and climate change adaptation. Continue to improve the investment and business environment; build appropriate mechanisms and policies to encourage business development and attract resources to effectively exploit potentials and strengths, especially deep-water seaports, marine economic sectors, and Vung Ang Economic Zone. Effectively implement the Project on developing marine economic clusters associated with building strong marine economic centers by 2030 approved by the Prime Minister in Decision No. 892/QD-TTg dated July 16, 2022.
