These are two projects that have attracted public attention, because after more than 10 years of construction, they have yet to be put into operation, causing serious waste.
According to a recent report by the Ministry of Finance, to date, there are 1,533 projects nationwide that have been reported by agencies and localities to be facing difficulties and problems, including 338 public investment projects, 1,126 non-budgetary investment projects and 69 PPP projects. In addition, the Ministry of Finance has received documents from enterprises reflecting on 12 projects facing difficulties and problems.
Some of the above statistics show that the situation of delayed projects causing waste of assets and money of the State, enterprises, people and society needs to be focused on and resolved. A series of difficulties and problems were pointed out related to the handling of public assets; management, use, and allocation of public investment capital; changing land use purposes; stopping, reclaiming, and terminating project activities...
In response to the above urgent request, Prime Minister Pham Minh Chinh issued Official Dispatch No. 26/CD-TTg dated March 31, 2025 requesting ministries, branches and localities to urgently review and report investment projects with difficulties, problems and long-term backlogs on the National Public Investment System, with a completion deadline of April 10, 2025.
Following the Official Dispatch No. 13/CD-TTg dated February 8, 2025, this is the second consecutive time in the past 2 months that the head of the Government has issued an official dispatch to speed up the progress of projects, especially public investment projects. This shows that focusing on removing difficulties, obstacles, and bottlenecks in backlogged and prolonged projects is extremely urgent, in order to help free up, mobilize, and exploit huge resources, contributing to promoting the growth of Gross Domestic Product (GDP) from 8% in 2025 and reaching double digits in the following years.
To realize the above determination, first of all, it requires more drastic participation of each ministry, branch as well as each locality, with the motto of "5 clear", the level at which the problem is solved, the person in whose authority it is, solves it, not shirks or avoids. At the same time, continue to review and update projects, detect problems and difficulties that need to propose solutions, report to the competent authority for consideration and resolution.
One of the main reasons for the delay of the above projects is site clearance. Therefore, relevant units need to focus on resolving the problems in site clearance. Units need to base on the law, specific conditions, and local capacity to decide on appropriate support, ensuring the legitimate rights and interests of the people. Along with that, it is necessary to strictly handle cases of intentional violations, procrastination, opposition, etc. that affect the progress of the project.
In Hanoi, with 117 projects currently behind schedule, the City People's Committee has just issued Plan No. 85/KH-UBND, focusing on implementing measures to prevent and combat waste in 2025 and the following years. The plan emphasizes that tasks must be assigned to each agency with a clear spirit of people, work, and implementation time. In particular, it highlights the responsibility of the leader in directing implementation, ensuring the completion of tasks with the highest political determination.
With the drastic participation from the Central Government to each ministry, branch and locality as well as the high sense of responsibility of the leaders, the removal of difficulties and obstacles for slow-progressing projects will soon achieve results. This is one of the important tasks that must be carried out to contribute to promoting socio-economic development.
