EuroCham releases White Book 2025

On April 11, the European Chamber of Commerce in Vietnam (EuroCham) released the White Book 2025 - a document reflecting the challenges and opportunities of the European business community in Vietnam, while providing practical recommendations to create a more open, transparent and sustainable business environment.

The White Book 2025, entitled “Administrative reform and dual transformation: Realising a green and sustainable economy”, provides an overview of issues affecting European businesses in Vietnam.

The 16th edition of the White Book consists of 24 chapters, focusing on the following areas: Improving the business environment; green and sustainable development, health and beauty care; consumer choice; dispute resolution. Each chapter provides specific recommendations aimed at improving the situation or addressing identified challenges.

EuroCham Chairman Bruno Jaspaert commented that the White Book 2025 represents a shared vision of a Vietnam that knows how to leverage innovation, streamline processes and promote sustainable development, while flexibly adapting to increasingly complex fluctuations in the global market.

This year, EuroCham’s sector committees have identified strategic priorities to shift the trade balance and attract high-quality investment projects. EuroCham’s contributions go beyond policy and regulatory frameworks to create tangible economic impacts.

In 2024, the total two-way trade turnover between the European Union (EU) and Vietnam will reach a new milestone of exceeding 68 billion USD. As the EU-Vietnam Free Trade Agreement (EVFTA) enters its fifth year, EuroCham prioritizes maintaining the growth momentum and maximizing the value and economic impact of the agreement.

In particular, the EU-Vietnam Investment Protection Agreement (EVIPA) is moving closer to full ratification, with 18 out of 27 EU member states having ratified it. Once ratified, the agreement will officially enter into force, opening a promising new chapter for EU-Vietnam trade and investment.

According to EU Ambassador to Vietnam Julien Guerrier, 2025 marks two important milestones in EU-Vietnam relations, including the 35th anniversary of diplomatic relations and 5 years of implementing the EVFTA. This is an opportunity to look back on the proud journey that the two sides have built together, and at the same time, it is a stepping stone to accelerate and expand cooperation in the new period, especially in the context of Vietnam implementing extensive administrative reforms.

Vietnam, which has shown resilience and adaptability in the face of complex global changes, is now at a turning point in its development journey. Its commitment to become a high-income developed country by 2045 and carbon neutral by 2050 is fully aligned with the EU’s vision for inclusive and sustainable growth.

This year, the partnership between the two sides will be expanded and deepened in strategic areas that play a key role in Vietnam's modernization roadmap, from sustainable energy transition, digital transformation, smart transportation, advanced education systems, to emerging industries such as strategic minerals and semiconductors.

Commenting on the White Book 2025, Mr. Julien Guerrier said that this publication is a practical document, contributing many practical ideas and proposals to support Vietnam in promoting investment, moving towards a more advanced, green and sustainable economy. The recommendations outlined in this year's White Book have the potential to create substantial steps forward for the economic and trade cooperation between the EU and Vietnam.
