Therefore, the Minister noted that in the upcoming planning, the city needs to identify the focus, breakthroughs, and priority economic sectors to unlock potentials and development drivers.

This is a new trend and driving force, creating new value for the city. "The city is currently like a spring that is stiffened, how can planning impact and bounce the spring up? If it bounces out, it will develop very quickly. How can we find new driving forces, how can the spring bounce out, rise up, and break through; That is the task of planning," the Minister emphasized and said that with new thinking, new approaches, new visions and boldness, breakthroughs within the permitted framework, in line with new trends of the world, in line with the specific conditions and characteristics of Ho Chi Minh City... the city will certainly have the conditions for breakthrough development in the coming time. "And it must be worthy of the statement that the General Secretary said during his visit to the city last year, the city must return and become the "Pearl of the Far East", Mr. Dung expressed. 3 economic development scenarios and 2 spatial development scenarios According to the first draft of the Ho Chi Minh City planning for the period 2021-2030, with a vision to 2050, the city has proposed 2 spatial development scenarios. Specifically, scenario 1 includes: 1 central urban area (16 districts); 1 Thu Duc city - parallel urban area and 5 satellite cities: Cu Chi, Hoc Mon, Binh Chanh, Nha Be and Can Gio, in principle, the existing districts will be gradually converted into districts. Scenario 2, including: 1 central urban area (15 districts); 1 Thu Duc city and 3 parallel urban areas: Cu Chi - Hoc Mon, Binh Chanh and Nha Be - District 7 - Can Gio.

Scenario 2, the growth rate is 8.3%. Scenario 3, the growth rate is 10.5%. Also according to the draft planning, it is expected that in the 2021-2025 period, the city will need about 2.23 million billion VND of investment capital. The 2026-2030 period with strong development will need more than 4.2 million billion VND (equivalent to 6.4 million billion VND for the entire 2021-2030 period). Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, said that the planning must identify all the current bottlenecks and limitations of the city and fully exploit the potential and motivation for the city to be able to assume its roles.
