Framework technical infrastructure planning - Driving force for economic growth

In recent times, the province has always paid attention to planning and investing in the construction of technical infrastructure such as transportation, electricity, telecommunications, etc. and achieved positive results. This not only ensures better living conditions for the people but also contributes to attracting investment and promoting economic growth in the new period.

Every year, the province pays attention to, balances, and allocates investment capital for technical infrastructure projects such as transportation, electricity, water supply, drainage, wastewater treatment, etc. Creating favorable conditions for economic sectors to participate in infrastructure investment, construction, and business to promote the implementation of strategic breakthroughs in building a synchronous and modern technical infrastructure system.

Up to now, the province's transport infrastructure has been gradually completed, a number of large and key transport projects have been deployed, completed or proposed for investment with a relatively modern, synchronous scale and high connectivity and linkage between localities in the province and neighboring provinces and cities, contributing to the gradual formation of Vinh Phuc urban infrastructure.

The power grid system from high voltage to medium voltage, low voltage is invested synchronously and effectively, meeting the demand for safe and stable power supply. Clean water supply infrastructure is invested in, basically meeting the demand for water supply for household life and production and business.

Waste treatment infrastructure has been invested in with 3 centralized waste treatment facilities and 37 municipal-level domestic waste incinerators. Wastewater drainage infrastructure, especially ODA-funded projects on water resources and flood management, has been invested in, contributing to improving drainage capacity, improving the environment and responding to climate change...

In 2024, the province will have 1,617 investment projects, of which 349 will start construction, many of which are technical infrastructure investment projects. After completion and operation, the projects will always ensure their effectiveness, contributing to stabilizing people's lives and promoting the province's socio-economic development.

Along with focusing on mobilizing the entire political system to accelerate the implementation of the Lao Cai - Vinh Yen 500kV transmission line project, the Provincial People's Committee recently issued Decision No. 342 approving the investment policy and approving the investor for the Tam Duong 2 110kV Transmission Line and Substation project invested by the Northern Power Corporation.

The project is expected to come into operation in 2026 with a capacity of 63MVA, providing an additional 207.9GWh of commercial electricity annually; the total investment capital of the project is more than 210 billion VND.

Upon completion, the project will ensure the reliability of power supply and power quality in supplying electricity to loads in Tam Duong Industrial Park (IP) and neighboring areas, creating favorable conditions to attract investors, contributing to the socio-economic development of the province.

At the same time, it prevents overloading of the 110kV Tam Duong and Tam Dao stations, connects the 22kV and 35kV loop circuits to create N-1 and reduces the radius of medium voltage power supply for the areas of Binh Xuyen and Tam Dao districts, reduces medium voltage grid losses and increases the safety of regional power supply.

Accordingly, the Provincial People's Committee requested the investor to closely coordinate with the People's Committees of Tam Duong and Tam Dao districts to update the project into the Tam Dao Urban Master Plan, Tam Duong District Regional Master Plan, and Land Use Plan for the period 2021-2030 of Tam Duong and Tam Dao districts.

At the same time, organize the implementation and management of the project to ensure compliance with legal regulations; apply scientific and technical advances to minimize power loss and ensure power transmission safety.

Relevant departments and branches shall guide investors in carrying out procedures in accordance with current laws; carry out state management and supervise and evaluate project investment in accordance with investment laws and specialized laws.

Striving to achieve the highest growth targets and targets in 2025 and the 2021-2025 period, as a premise for building a 5-year socio-economic development plan for the 2026-2030 period, the province continues to direct all levels and sectors to effectively implement Resolution No. 04 of the Provincial Party Committee on concentrated investment in building Vinh Phuc urban infrastructure by 2025. Special attention is paid to key projects on technical infrastructure and socio-economic infrastructure.

Construct and upgrade a number of traffic routes and bridges connecting Vinh Phuc with neighboring provinces and cities, meeting the requirements of regional development and connectivity according to the planning.

Complete the system of stations and power lines according to the power planning, focusing on serving industrial zones, clusters, and large projects of the province. Focus on developing a number of clean water plants in the districts and developing the water supply pipeline network to households.

The Provincial People's Committee proposed that the Prime Minister assign specialized ministries to study and propose investment in the 2026-2030 period for important socio-economic infrastructure development projects in the Red River Delta region according to Decision 368 of the Prime Minister.

In which, priority is given to investment in inter-regional transport infrastructure projects; infrastructure construction projects for regional and inter-provincial concentrated waste treatment areas; water pollution treatment and solid waste treatment... Thereby contributing to promoting the socio-economic development of Vinh Phuc in the long term.
