Regulations on bird's nest farming areas and breeding facilities

Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has just issued a plan to implement Resolution No. 04/2023/NQ-HDND dated May 9, 2023 of the Provincial People's Council (Resolution 04) on regulations on bird nest farming areas; areas where livestock, poultry and other animals are not allowed to be raised; policies to support relocation and termination of operations for livestock farms in the province.

The purpose is to propagate and disseminate the content of Resolution 04 to organizations and individuals involved in livestock farming activities in the province. Thereby, contributing to raising awareness, creating positive changes, and putting livestock management into order. At the same time, gradually arranging livestock farms in areas where livestock, poultry and other animals in livestock farming (excluding swiftlets) are not allowed to be raised as stipulated in the resolution to be relocated to suitable locations according to regulations or to cease livestock farming activities (not relocated). Thereby, helping the livestock industry develop sustainably, ensure biosafety, disease safety, and minimize environmental pollution in livestock farming.

The Provincial People's Committee requests the People's Committees of localities to direct the People's Committees of communes, wards and towns to review and count the livestock facilities, households, livestock herds, and bird nest farms located in areas where livestock, poultry and other animals are not allowed to be raised in livestock farming. Organize and mobilize livestock facilities to register and commit to moving their livestock facilities out of areas where livestock farming is not allowed or to cease livestock farming activities before January 1, 2025.

At the same time, strengthen inspection and supervision of the implementation process, not allowing new construction or increasing the scale of livestock farming in areas where livestock, poultry and other animals are not allowed to be raised. Organize bird nest farms located in areas where livestock farming is not allowed to be raised to sign a commitment to maintain the status quo, not to expand; not to use loudspeakers to broadcast sound...
