New regulations on the Working Regulations of the Emulation Council

This Regulation stipulates the principles of operation; functions, organizational structure, composition; tasks, powers; activities of the Central Emulation and Reward Council; relations with Emulation and Reward Councils at all levels and sectors; rewards (Council Regulations).

Principles of operation of the Council

The Council operates on the principles of centralism, democracy, and majority voting; different opinions of Council members on proposing policies and strategies on emulation and rewards are reported to the Prime Minister and the Chairman of the Council for consideration and decision.

Functions and organizational structure of the Council

The Central Emulation and Reward Council is an inter-sectoral coordination organization with the function of advising and consulting the Party and State on emulation and reward work.

The Council consists of the Chairman, Vice Chairmen and Council members.

The Chairman of the Council is the Prime Minister.

The Vice Presidents include: The Vice President is the First Vice President of the Council; the Minister of Home Affairs is the Permanent Vice President of the Council; the Chairman of the Central Committee of the Vietnam Fatherland Front and the Chairman of the Vietnam General Confederation of Labor are the Vice Presidents of the Council.

The members of the Council include: Minister, Head of the Government Office; Head of the Office of the President; member of the National Assembly Standing Committee; Minister of Labor, War Invalids and Social Affairs; representative leaders of the Ministry of Public Security; Ministry of National Defense; Central Organizing Committee; Central Mass Mobilization Committee; Central Propaganda Committee and President of the Vietnam Women's Union; President of the Vietnam Farmers' Association; President of the Vietnam Veterans' Association; First Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union. The Head of the Central Emulation and Reward Committee is a standing member of the Council.

The Standing Council includes: Chairman of the Council; Vice Chairmen of the Council and Standing Council members.

The Ministry of Interior is the standing body of the Council.

Council's Duties

The Central Emulation and Reward Council has the following tasks and powers: To coordinate between Party and State agencies, the Central Committee of the Vietnam Fatherland Front, central agencies of socio-political organizations and localities in advising and proposing policies and strategies on organizing emulation movements and emulation and reward work nationwide.

Periodically evaluate emulation movements and reward work; recommend and propose policies and measures to promote patriotic emulation movements; advise on summarizing emulation and reward work; propose amendments and supplements to emulation and reward regimes and policies, and inspect emulation and reward work.

Guide the organization of activities and evaluate emulation of emulation clusters and blocks organized by the Council and consider and give opinions by voting on the state honorary titles "Heroic Province", "Heroic City", "Hero of the People's Armed Forces", "Hero of Labor" according to the provisions of the Law on Emulation and Commendation (Heroic title) to advise and consult competent authorities for consideration and decision.

This Decision takes effect from June 12, 2024 and replaces Decision No. 378/QD-TTg dated March 23, 2022 of the Prime Minister on promulgating the Working Regulations of the Central Emulation and Reward Council.
