On the morning of April 13, in Hoa Binh province, the Central Emulation and Reward Council coordinated with the Presidium of the Vietnam Fatherland Front Committee to organize a launching ceremony for the emulation movement to join hands to "eliminate temporary and dilapidated houses" nationwide from now until 2025 in both direct and online forms.

Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the Central Emulation and Reward Council chaired the launching ceremony. Comrades: Vo Thi Anh Xuan, member of the Party Central Committee, Acting President, First Vice Chairman of the Central Emulation and Reward Council; Do Van Chien, Secretary of the Party Central Committee, Chairman of the Vietnam Fatherland Front Committee, Vice Chairman of the Central Emulation and Reward Council and leaders of a number of central ministries, departments and branches attended the ceremony.

Prime Minister Pham Minh Chinh launched the emulation movement, emphasizing: The emulation movement to eliminate temporary and dilapidated houses is an event of profound human significance, demonstrating the superiority of the Party and State regime, bringing a better life to the poor and near-poor, for the goal of "leaving no one behind". Resolution No. 42-NQ/TW of the Party Central Committee has set the goal of completely eliminating temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change. Therefore, the launching of the emulation movement today is a concrete action to bring the Resolution into life. There are currently about 315,000 poor and near-poor households nationwide with temporary and dilapidated houses that need the joint efforts of the whole community and the State to support them.

The Prime Minister requested: All levels, sectors, people and businesses to be proactive, creative, flexible and responsible towards the community and society, especially towards the poor; to effectively implement “1 goal”, “2 promotions”, and “3 guarantees”. Specifically, “1 goal” is to complete the elimination of temporary and dilapidated houses nationwide by 2025. “2 promotions” include promoting the resources of the State, society, businesses and the entire population; promoting the nation's fine cultural traditions, the spirit of “mutual love”, “helping each other” to have enough resources to implement the set goals. “3 guarantees” include ensuring appropriate and effective mechanisms and policies to implement the program; ensuring that there are no formalities or embellishments; the works must be of quality and target the right beneficiaries; ensuring the effective, public and transparent use of resources, fighting against negativity, waste and corruption.
The Prime Minister also requested ministries, branches and localities to focus on leading, directing and allocating capital to implement the program, while mobilizing the community to join hands in supporting the elimination of temporary and dilapidated houses and synchronously implementing solutions for socio-economic development and sustainable poverty reduction.
At the launching ceremony, comrade Do Van Chien, Secretary of the Party Central Committee, Chairman of the Vietnam Fatherland Front Committee, Vice Chairman of the Central Emulation and Reward Council, called on domestic and foreign organizations, groups and individuals to actively respond and support with the spirit of " the whole leaves cover the torn leaves", "mutual love and affection" to join hands to eliminate temporary and dilapidated houses for the poor, near-poor households, and people affected by natural disasters and climate change.
Right at the launching ceremony, many organizations and individuals responded and donated 376 billion VND to support localities in eliminating temporary and dilapidated houses.
In Thai Binh, there are currently more than 6,000 temporary and dilapidated houses of poor and near-poor households that need support and assistance from all levels, sectors, people, businesses, and benefactors inside and outside the province so that people can settle down, stabilize their lives, and integrate into the community.
