Vietnam - Russia National Assembly signs new cooperation agreement

National Assembly Chairman Tran Thanh Man and Chairman VI Matvienko signed a cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament.

On the afternoon of September 9 (local time), at the Federation Council Headquarters, Russian Federation, Chairwoman of the Federation Council, Federal Assembly of the Russian Federation Valentina Ivanovna Matvienko chaired the welcoming ceremony and held talks with Chairwoman of the National Assembly Tran Thanh Man.

According to the Office of the National Assembly, Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Ivanovna Matvienko said that the Federation Council of the Federal Assembly of the Russian Federation always pays attention to and supports the development of cooperation between Russian localities and Vietnam. In the immediate future, the signing of the cooperation agreement between Ba Ria - Vung Tau province and Rostov province will be a typical example for other localities of the two countries.

Chairwoman Valentina Ivanovna Matvienko said that on this occasion, the signing of a new cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament will mark an important step, opening up new opportunities to strengthen and develop relations between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament.

Also at the meeting, Chairwoman Valentina Ivanovna Matvienko said that the 25th meeting of the Vietnam-Russia Intergovernmental Committee on economic-trade and scientific-technical cooperation will take place on September 11. This is an opportunity for the two sides to discuss the agreements reached and the possibility of expanding bilateral cooperation mechanisms. On this occasion, Ms. Matvienko welcomed Deputy Prime Minister Tran Hong Ha, Chairman of the Vietnam Subcommittee of the Vietnam-Russia Intergovernmental Committee to attend and co-chair this meeting.

Speaking at the talks, National Assembly Chairman Tran Thanh Man highly appreciated the achievements after 30 years of signing the Treaty on the basic principles of Vietnam-Russia friendship relations and more than 10 years of establishing the Vietnam-Russian Federation Comprehensive Strategic Partnership.

In the context of complex developments in the regional and international situation, Vietnam always maintains an independent, self-reliant, diversified and multilateral foreign policy with a consistent, balanced and objective stance.

Vietnam supports the Russian Federation in increasing its presence in the Asia-Pacific region and enhancing cooperation with ASEAN; and is ready to act as a bridge to promote the Russian Federation's cooperation with ASEAN countries.

The National Assembly Chairman also asked the Russian Federation to support the stance of ASEAN and Vietnam in resolving disputes in the East Sea by peaceful means on the basis of respect for international law, including the 1982 United Nations Convention on the Law of the Sea.

The National Assembly Chairman agreed with Chairman Matvienko's proposal to promote active cooperation between localities of the two sides.

To continue promoting cooperation between the two countries' National Assemblies, on this occasion, the two sides will sign a new cooperation agreement, on the basis of inheriting the agreement signed in 2012. The new agreement will be accompanied by a specific action plan, promoting this relationship commensurate with the Vietnam - Russian Federation Comprehensive Strategic Partnership in the new situation.

After the talks, National Assembly Chairman Tran Thanh Man and Chairman VI Matvienko signed a cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation; witnessed the signing ceremony of a cooperation agreement between Ba Ria-Vung Tau province and Rostov province; and visited the plenary meeting room of the Federation Council of the Russian Federation.
