Accordingly, regarding the implementation of Resolution No. 43/2022/QH15, the National Assembly requested the Government to focus on directing ministries, branches and localities to urgently review and find solutions to resolve recommendations, difficulties and problems related to the implementation of investment projects; urgently transfer capital from projects with low disbursement rates to projects with disbursement capacity to speed up the implementation and disbursement of investment projects using capital from the Socio-Economic Recovery and Development Program, striving to complete the disbursement of the Program's capital by December 31, 2024 as required in Resolution No. 110/2023/QH15 dated November 29, 2023 of the National Assembly. In case it is impossible to complete the disbursement as planned, the Government shall clarify the responsibilities of relevant agencies, investors, and project managers, and report to the National Assembly at the 8th Session of the 15th National Assembly for consideration and decision on allowing the extension of the implementation and disbursement period to 2025 and suspending or discontinuing the implementation of low-efficiency and undisbursed projects.
Regarding the enhancement of the effectiveness and efficiency of the implementation of the National Assembly's resolutions on a number of important national projects, the National Assembly requested the Government to direct the competent authorities to review and synthesize reports for consideration and decision on: projects expected to have their investment policies adjusted in accordance with the provisions of law (Bien Hoa-Vung Tau Expressway Construction Investment Project Phase 1, Long Thanh International Airport Construction Investment Project Phase 1). Study and complete investment in Tan Van intersection, Binh Goi bridge under the Ring Road 3-Ho Chi Minh City Investment Project. Consider investing in runway No. 2, leveling the entire site (in phase 2) of the Long Thanh International Airport Construction Investment Project. Study the use of unused land volume of phase 2 from the planning area of Terminal T3 of Long Thanh International Airport to serve the need for land for the Bien Hoa-Vung Tau Expressway Construction Investment Project, Phase 1. Study the mechanism for assigning focal agencies of projects to review, harmonize, balance and agree to increase or decrease the total investment between the component projects of that project, ensuring that it does not exceed the preliminary total investment of the entire project as decided by the National Assembly.
In addition, the Government directs relevant ministries, branches, localities, organizations and agencies to seriously review, learn from experience and promptly have synchronous solutions to overcome shortcomings and limitations. Urge and direct competent agencies and investors to focus on resolving difficulties and obstacles, closely coordinate with localities to ensure adequate supply of construction materials. Speed up the relocation of high-voltage power lines and telecommunication cables. Provide guidance on determining prices of common construction materials at mines when assigning contractors to exploit according to specific mechanisms. Urgently issue standards and norms for the use of sea sand as roadbed materials. Issue construction material prices promptly, in accordance with market reality. Pay attention to applying new technologies and new environmentally friendly materials in project implementation, minimizing negative impacts on the ecological environment and people's lives in areas where the project passes through.
The Resolution also resolves that the Government directs the Ministry of Transport and relevant agencies to coordinate with localities assigned as the managing agencies and competent agencies to urgently deploy investment to complete rest stops, traffic monitoring and control systems to meet the requirements of synchronous exploitation when expressway projects are put into operation. Urgently review and complete the traffic infrastructure system and traffic organization plan to improve operational safety on expressways invested in a 2-lane and 4-lane scale (without continuous emergency lanes). Develop plans to upgrade and expand projects that have been and are being invested in a 2-lane scale (2-lane, 4-lane) to ensure that they are suitable for transportation needs in each period and with a long-term vision.
At the same time, localities urgently speed up the progress of site clearance and construction of resettlement areas; strengthen inspection, review and strictly handle violations; promptly resolve complaints and denunciations to ensure security, order and social safety; pay attention to job creation and livelihood creation for people whose land must be recovered.
The National Assembly also requested localities to continue directing competent agencies to coordinate with investors and contractors to negotiate with owners on transfer prices and land leases in material mine areas, ensuring compliance with compensation prices regulated by the State, preventing speculation, price increases, and price pressure; strictly handling cases of intentional price increases, price pressure, and land speculation in material mine areas.
Strengthen inspection, auditing, supervision, timely prevention of negativity, corruption, waste, and violations in project implementation, especially issues related to land acquisition, compensation, support, and resettlement; exploitation and supply of raw materials; bidding and contractor appointment.
Actively propagate and mobilize people to effectively implement the Party's guidelines and policies and the State's laws. Strengthen solidarity, promote democracy, pay attention to ensuring the legitimate interests of the people while raising their sense of responsibility, creating high consensus among the people.
