The teacher shortage is information given by Ms. Nguyen Thi Thuy, Director of the Department of Education and Training of Quang Ninh, at the 16th session of the 14th term People's Council of Quang Ninh province on December 8.

According to Ms. Thuy, in the coming time, the Quang Ninh Department of Education and Training will increase the rate of 2 sessions/day in primary schools; strive to have 100% of primary schools organize 2 sessions/day by 2025 and encourage secondary and high schools to organize 2 sessions/day to improve the quality of education; at the same time, will maximize the advantages of information technology; focus on inspecting and examining private educational institutions and heads of educational institutions.
Also at the meeting, the Director of the Department of Education and Training of Quang Ninh said that the locality still has a situation of "free" computer science teaching due to a lack of teachers and slow bidding for equipment procurement in a district and town in the area.
In addition, Ms. Nguyen Thi Hanh, Vice Chairwoman of the Quang Ninh Provincial People's Committee, said that the province's demand for teachers is 21,290 people, with a total of 19,378 people working on the budget. However, the current number of teachers in the province is 18,711, so there is still a shortage of 2,579 people.
According to Ms. Hanh, in 2023, the Provincial People's Committee approved the autonomy project for 181 qualified schools with 8,196 employees. Of which, the number of teachers receiving salaries from the budget is 6,059 people, the rest are contracted by localities and autonomous schools. Therefore, localities must organize exams to recruit contract teachers to meet teaching requirements.
Parents must sign the contract to provide meals.
According to the people and voters, currently in many schools in Quang Ninh province, parents have to sign contracts with units providing lunch for students. The reason is that schools are stuck in implementing the Investment Law. According to regulations, contracts worth hundreds of millions of VND must be organized for bidding and selection of investors, but for a long time, educational institutions have not done so. This has led to a situation where units are almost finished with the first semester of the 2023-2024 school year, but are still struggling to find a way to sign contracts to provide meals.

Responding to this issue, Ms. Nguyen Thi Thuy, Director of the Department of Education and Training of Quang Ninh, said that for preschool level, semi-boarding meals are mandatory; for some primary and secondary schools, semi-boarding meals are organized for students to meet the need to study 2 sessions/day according to the needs and wishes of parents. Previously, schools based on the regulations of the Department of Education and Training on the guidance on revenue and expenditure at the beginning of the year.
After a period of implementation based on the provisions of the Investment Law, the Department of Education and Training of Quang Ninh has issued a document guiding units to select contractors to provide educational services according to regulations; at the same time, it has organized training for schools to implement this regulation.
However, there is currently a situation where some units have switched from contract schools to parents signing contracts with the supplier. This transfer is only a "temporary solution". Because while waiting for the schools to complete the documents, parents temporarily sign the contract.
"The Department of Education and Training of Quang Ninh has requested units to speed up the process of selecting contractors and fully implement bidding regulations. If there are any difficulties or problems, they should report them to their superiors for timely guidance and direction," said Ms. Thuy.
