At the conference, Mr. Nguyen Quang Thu - Director of the Department of Planning and Investment said that in the first 6 months of the year, the whole province achieved 3/16 targets according to the resolution of the Provincial Party Committee and the Provincial People's Council set out in 2024, including the number of hospital beds/10,000 people; the rate of population participating in health insurance; the rate of citizens called for military service.
The province has not yet achieved 3/16 targets including total social investment capital/GRDP, growth rate of total product in the province, and budget revenue in the area (not including 10/16 targets that will be reviewed and evaluated at the end of the year).
Economic growth in the first 6 months of the year achieved many encouraging results, with an economic growth rate of 2.7%. However, the economy has not fully recovered. Although growth drivers have changed positively, it is difficult to create a breakthrough for growth in 2024.
Of which, the agricultural sector has a stable growth rate of about 3 - 3.5%, making it difficult to create a breakthrough for the overall economic growth. The industrial sector has recovered slowly; the service and tourism sectors have changed, but lack breakthrough factors.
The Department of Planning and Investment stated that businesses are still facing difficulties in the market. In addition, natural disasters, epidemics, climate change, traffic accidents, etc. are major challenges to the province's socio-economic development goals in the last 6 months of the year. Therefore, it is expected that by the end of 2024, the target of the growth rate of the province's gross domestic product (GRDP) will be difficult to reach 7.5 - 8%.
Faced with unpredictable fluctuations in the socio-economic situation, a representative of the Quang Nam Statistics Office said that the producer price index and consumer price index increased sharply in the first 6 months of the year and are forecast to continue to increase in the coming time.
Imports increased, but compared to the low base of 2023; component imports not only serve the last 6 months of the year but also for 2025 and the following years.
Some key industries of the province are facing difficulties such as automobiles, which are under pressure from competition in exports; domestic purchasing power has stagnated and is tending to be saturated; Heineken brewery has stopped production; electricity production is regulated by Vietnam Electricity Corporation...
In the third quarter, growth is forecast to be positive but not as high as in the second quarter. The growth forecast for the third quarter is +3%, and for the first 9 months is +2.9%, which is a positive growth but not as expected. The GRDP scale for the first 9 months is forecast to be equivalent to VND 86 trillion.
Resolutely carry out the tasks
Mr. Nguyen Duy An - Chairman of Tam Ky City People's Committee said that in the first 6 months of the year, the city's land use and land lease collection was low. Compensation, site clearance, resettlement, construction investment procedures, and planning still had many problems, and the disbursement rate of investment capital was low compared to the average of the province.
Investment promotion and attraction work in the area still has many obstacles, there are no specific products on selecting investors to implement projects, including land use rights auction projects.
Mr. Phan Xuan Canh - Chairman of Duy Xuyen District People's Committee informed that some plans have expired or are no longer suitable for the current situation, specifically the My Son Relic Site planning, the Duy Hai - Duy Nghia general planning has not been approved, greatly affecting the implementation of projects. This locality is also facing a lack of materials for key projects...
Speaking at the conference, Provincial Party Secretary Luong Nguyen Minh Triet emphasized the need to strive to overcome difficulties, be creative, identify obstacles and focus on resolving them.

In addition, it is necessary to review natural disaster prevention plans, maintain discipline in public investment disbursement, pay attention to collecting opinions on planning and socio-economic development strategies for the next term in accordance with the planning and characteristics of the province in the coming time" - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said.
Praising the efforts of the entire political system in socio-economic development in the first 6 months of the year, Chairman of the Provincial People's Committee Le Van Dung requested departments, branches, and local leaders to focus on administrative reform and maintain discipline in performing public duties.
“Departments and localities must be resolute in disbursing capital for basic construction investment, establish working groups to remove difficulties, have specific solutions to support businesses, focus on promoting investment attraction, and at the same time focus on driving projects.
