Based on the results achieved in 2023, moving into 2024, Quang Tri province sets the goal of continuing to implement the National Target Program on New Rural Development (NTM) in conjunction with effectively restructuring the agricultural sector, developing the rural economy in depth, effectively and sustainably. At the same time, building NTM with synchronous and gradually modern socio-economic infrastructure. Striving to have 77/101 communes meeting NTM standards by the end of 2024 (accounting for 76.2%), of which 24 communes meet advanced and exemplary NTM standards.

With the consistent viewpoint that new rural construction has a starting point but no ending point, the new rural construction program in the province is gradually going into depth, building synchronous rural socio-economic infrastructure, and gradually modernizing.
To complete the set goals, in 2024, the province will continue to promote propaganda, training, and raise awareness of officials and rural people about new contents and new requirements of the new rural construction program for the 2021-2025 period; improve the quality of the Quang Tri movement to join hands to build new rural areas.
At the same time, complete the general planning for commune construction, review, adjust and establish general planning for commune construction for communes formed after administrative unit rearrangement; implement district planning in accordance with provincial planning, associated with the implementation of the policy of restructuring the agricultural sector, promoting local advantages and strengths.

Continue to effectively implement 11 components of the new rural construction program, focusing on implementing 6 specialized programs under the new rural program; direct the implementation of building new rural villages, model new rural villages, model gardens, smart new rural commune and village models to promote the construction of "livable countryside".
At the same time, training, coaching, capacity and skill improvement for the staff working on new rural construction are also enhanced. Priority is given to arranging enough dedicated and competent people for the advisory apparatus on new rural construction.
Strengthen the effective implementation of solutions to mobilize resources to implement the new rural construction program, integrating with the national target program for socio-economic development in ethnic minority and mountainous areas; the national target program for sustainable poverty reduction, associated with the sponsorship of departments, branches, sectors and enterprises to support especially disadvantaged communes in ethnic minority and mountainous areas to build new rural areas.
In order to promote the implementation of the new rural construction program in the province, in early February 2024, the Provincial People's Committee issued an official dispatch requesting provincial departments, branches, sectors and organizations based on the functions and tasks of each unit to proactively and actively coordinate with localities, enhance their role and responsibility in managing, reviewing and monitoring the implementation results of new rural indicators and criteria in localities.
At the same time, directly guide the implementation of indicators and criteria by the unit in charge for localities registered to meet the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area in 2024.
Integrate, mobilize and prioritize funding to support localities in completing unmet criteria and improving met criteria; enhance the role of sponsorship of departments, branches and sectors for communes in particularly difficult areas striving to achieve NTM standards.
Along with that, the province also requested districts to strengthen propaganda and mobilization work, continue to promote the role of people as subjects in building new rural areas; organize and launch movements to build new rural areas, advanced new rural areas, and model new rural areas in communes to create a strong spread to the people; at the same time, mobilize and call for support from organizations and individuals for the locality.
Focus on mobilizing all resources, effectively integrating capital sources from national target programs and project programs in the area; prioritize reasonable arrangement of local budget sources, socialized sources, investment funding sources for new rural construction for communes in the roadmap to strive for new rural, advanced new rural, and model new rural standards by 2024; prioritize arrangement of additional district budget sources to support communes in their efforts to strive to meet local new rural standards.
Regularly inspect and monitor the results of the implementation of the local new rural development program. Assign responsibilities and tasks to district-level departments and offices based on their professional fields to support and guide communes in implementing the contents to complete unmet criteria, promptly remove difficulties and obstacles in the implementation process.
For communes, the province also recommends promoting propaganda and mobilization work to each village and hamlet; regularly launching environmental sanitation movements in villages, hamlets, and residential areas, creating bright, green, clean, and beautiful environmental landscapes, aiming to build advanced and model new rural areas, ensuring people's satisfaction with the results of new rural construction.
Focus on mobilizing all support resources to implement the new rural construction program; speed up the completion of unmet criteria; complete self-assessment records, conduct the work of organizing to collect people's satisfaction opinions, and submit to the district People's Committee for review according to regulations.
Continue to promote and effectively implement the construction of model gardens and model new rural villages so that the construction of new rural communes, advanced new rural communes, and models will increasingly go into depth, become more substantial, and more sustainable.
