Attending the conference were: General Luong Cuong, Politburo member, Standing member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; Le Hoai Trung, Secretary of the Party Central Committee, Head of the Central External Relations Commission; Senior Lieutenant General Nguyen Tan Cuong, Party Central Committee member, Standing member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense.
Also attending were leaders of a number of central departments, ministries and branches; heads of the General Department of Politics, the General Staff and agencies and units under the Ministry of National Defense.
On behalf of the Central Military Commission, Senior Lieutenant General Trinh Van Quyet, member of the Party Central Committee, member of the Central Military Commission, Deputy Director of the General Department of Politics of the Vietnam People's Army, presented a summary report on the results of 5 years of implementing Resolution No. 24-NQ/TW, Conclusion No. 31-KL/TW, Resolution No. 29-NQ/TW, Resolution No. 33-NQ/TW.

The central report and comments at the Conference focused on general assessments, emphasizing successes, results, typical advantages, and lessons learned in leadership and direction of the implementation of resolutions and conclusions of the Politburo and the Central Executive Committee on military and defense strategies in the past 5 years; proposing key policies and measures to continue implementing resolutions and conclusions in the coming time.
In his concluding remarks, General Phan Van Giang emphasized that over the past years, the Central Military Commission, the Ministry of National Defense, Party committees and commanders at all levels have led, directed, thoroughly grasped, and synchronously, closely, and seriously implemented the resolutions and conclusions of the Politburo and the Central Executive Committee on military and defense strategies; proactively studied, grasped, assessed, and accurately forecasted the situation, promptly advised the Party and State on policies and countermeasures to successfully handle situations, including situations in the air, at sea, at inland borders, and in cyberspace; proactively developed plans to participate in natural disaster prevention and control, search and rescue, and help people overcome consequences...
The Central Military Commission and the Ministry of National Defense regularly coordinate closely with central and local departments, ministries and branches to direct and promote combined strength, mobilize resources to build and consolidate a strong national defense, contributing to enhancing the country's defense potential.
Along with that, the Central Military Commission and the Ministry of National Defense directed the methodical and solid implementation of the organization of forces and the building of the Army in accordance with the Resolution of the 13th National Party Congress, the conclusions and resolutions of the Politburo on the organization of the People's Army for the period 2021 - 2030 and the following years, specifically, resolutely directing the implementation of a 10% reduction in the number of military personnel at the campaign and strategic levels, reducing intermediate focal points and service and support units; prioritizing the number of troops for combat-ready units, training in remote, isolated, border and island areas. The military school system is organized in the direction of streamlining, standardization, modernization, ensuring basic, comprehensive, systematic and practical training content; leading the implementation of technical logistics and defense industry work well, meeting the requirements of tasks in the new situation.
International integration and defense diplomacy have many innovations and in-depth activities on both bilateral and multilateral levels, contributing to deepening friendly relations with other countries; proactively participating in multilateral military and defense forums, participating in United Nations peacekeeping activities..., thereby enhancing the prestige and position of the country and the army in the international arena.
Regarding the direction and tasks in the coming time, General Phan Van Giang requested Party committees and commanders at all levels in the entire army to focus on implementing a number of contents, including focusing on thoroughly grasping the Party's guidelines, viewpoints, and policies, the State's policies and laws on the task of building and protecting the Fatherland in the new situation. Thoroughly grasp and seriously and effectively implement the Resolution of the 8th Central Committee, Session XIII on the Strategy for protecting the Fatherland in the new situation; continue to effectively implement the issued resolutions, strategies, and projects. Promote the core role in building the all-people national defense, the all-people national defense posture associated with the people's security posture; focus on building a politically strong Army; continue to adjust the Army's organization according to the determined roadmap.
Along with the task of managing and protecting the national border within the overall two strategic tasks of building and defending the Fatherland, General Phan Van Giang noted that agencies and units should effectively implement the Politburo's conclusions on international integration and defense diplomacy; improve the quality of bilateral and multilateral defense cooperation; actively and responsibly participate in defense activities, multilateral forums, and United Nations peacekeeping activities; promote international cooperation in overcoming the consequences of war, clearing mines, and handling toxic chemicals; coordinate with the armies of other countries in responding to traditional and non-traditional security challenges...
