Identify the “silence”…

In reality, although the province has achieved many important achievements, there are still many results that are not really expected and have certain limitations. That is, the provincial economy is small in scale, the results of economic restructuring are still slow. Some important indicators are low and are forecasted to be difficult to achieve by the end of the term; in which, it is worth paying attention to the target on growth of gross domestic product; the target on growth of average income per capita compared to 2020. The development of the three economic pillars is still not commensurate with the potential and advantages of the province and has not yet demonstrated sustainability. In addition, budget collection is still facing many difficulties, the structure of revenue sources is not stable. Land management, the implementation of legal regulations on land, investment, and construction are still not strict, leading to many complaints, petitions, and lawsuits that are prolonged and beyond the level of the people and businesses. The situation of encroachment on public land and project land; Illegal mineral exploitation is still complicated and has not been completely resolved. In addition, administrative reform and improvement of PCI, PGI, PAPI, PAR Index, SIPAS indicators have not yet had significant improvements (in which, the province's PAR Index and SIPAS indicators have been ranked the lowest in the country for many consecutive years).

In the work of Party building, the concretization of the Party's directives, resolutions and conclusions for implementation in some localities and units is not close to the actual situation, there is still a situation of "easy to do, hard to abandon", not doing it thoroughly; doing it for the sake of it, for the sake of it; that is, the organization of studying, disseminating and issuing documents is very complete but the implementation is still weak and there is no determination, effort, or resolution of difficulties and problems arising in the implementation process. Mass mobilization work has not had many breakthroughs. The grasp of information and forecasting of the situation among the people is sometimes not timely.

On the other hand, one of the biggest bottlenecks is still the human factor. At the mid-term review conference on the implementation of the Resolution of the 13th National Party Congress and the 14th Provincial Party Congress, Provincial Party Secretary Duong Van An said: A large number of cadres and civil servants are afraid of responsibility, shirking and avoiding work, affecting the progress and quality of work, even though they know it is right, they do not dare to make decisions. Quoting General Secretary Nguyen Phu Trong, who once mentioned the words "shielding and defending", the Provincial Party Secretary said that our province also has this situation. "Although the advisory document is correct, it still adds an idea to "shield and defend" for oneself. This does not reflect the nature of a communist, the nature of a party member and a leader. When you see the right thing, you have to do it, you have to protect what is right, you cannot push the bullet to someone else", said the Provincial Party Secretary. According to the Provincial Party Secretary, if this disease is not treated fundamentally, it will seriously affect the performance of state agencies' tasks, hinder the province's development, cause resentment among the people and businesses, and needs to be overcome.

In fact, wherever these factors exist, there are very good results, even in difficult and complicated matters. For that reason, the Provincial Party Secretary hopes that leaders need to pay attention to, regularly encourage, motivate, urge, remind and direct their subordinates to carry out their work.

It can be seen that these are the “silences” in the picture with many bright spots of Binh Thuan in the past half term. Overcoming these “silences” requires great political determination of the entire political system with breakthrough solutions, innovation in thinking, perception and action. Especially, it is necessary to accelerate and make a breakthrough because there are only 2.5 years left until the end of the term.

With its new position and potential, with a large development space, and with the bottlenecks in foreign traffic having been removed, Binh Thuan province is becoming an attractive destination for many capable investors. At the same time, the achievements in the past half term are very fundamental, creating a foundation for Binh Thuan to develop rapidly and steadily in the coming time. To achieve the goal, Binh Thuan has proposed solutions and determined to well implement the motto of action "Solidarity - Democracy - Intelligence - Innovation - Development", bringing the province to develop "fast, sustainable, strong in marine economy, energy, tourism" as the Resolution of the Congress has proposed.

Binh Thuan continues to effectively exploit the potentials and comparative advantages of the province; persistently promote the development of three pillars (industry, tourism and agriculture) to truly create a tripod for the province to develop from now until the end of the term and in the coming time. Continue to improve the effectiveness and efficiency of state management, especially strengthening state management in the fields of land, resources, minerals and environment. Promote administrative procedure reform associated with digital transformation in each sector and field, improve the Administrative Reform Index, Public Administration Governance and Provincial Competitiveness Index, contributing to improving the investment and business environment, better meeting the needs of people and businesses. Continue to invest in completing infrastructure in rural areas, ethnic minority areas, mountainous areas and islands, in conjunction with continuing to effectively implement national target programs on new rural construction, socio-economic development in ethnic minority and mountainous areas, and sustainable poverty reduction. Promote training and development of high-quality human resources; build a team of skilled workers, working with productivity, quality and efficiency, meeting the development requirements of sectors and fields. Increase investment in human resources and facilities in the health sector; effectively implement epidemic prevention, food hygiene and safety and national health programs; prevent dangerous epidemics from breaking out and occurring on a large scale. Promote the combined strength of the entire political system and people in performing military and defense tasks, regularly closely linking the task of socio-economic development with the national defense posture, people's security posture and national border defense.

Regarding Party building and mass mobilization work, Party committees at all levels focus on directing the promotion of Party building and rectification and the political system; continue to innovate the Party's leadership and governance methods over the political system in the new period; have solutions to create breakthroughs in personnel work, focusing on discovering young, new and promising factors; focus on innovating and improving the quality and effectiveness of mass mobilization work of state agencies in association with building ethics and a working style of "being close to the people, close to the grassroots", "understanding the people and listening to the people".

Up to this point, we can affirm that the Resolution of the 14th Provincial Party Congress has entered life as a natural course, because of its correctness, because the goals were determined to be suitable to the actual conditions and above all because "the Party's will is in line with the people's will". Achievements do not come naturally. To achieve that requires many factors, including the aspiration for innovation, development, determination to overcome all difficulties with a spirit of solidarity and high unity from the Party Committee, government, business community, entrepreneurs and each person in the province.

We believe that the results of the first half of the 14th Congress will continue to be the driving force for the entire Party, people and army in the province to unite and strive with greater determination and effort; to be more proactive and creative to successfully complete the goals, targets and tasks set out in the Resolution of the 14th Provincial Party Congress. Only then will the goal of a Binh Thuan with green, fast, sustainable development, strong in marine economy, energy and tourism soon come true.
