On March 21, 2025, at Anantara - Binh Thuan, PTSC successfully organized a seminar on strategy and investment for the entire Corporation. The seminar gathered all levels of management and key personnel including the Board of Directors (BOD), the Board of General Directors, leaders of functional departments, leaders of member and affiliated units and specialized personnel in strategy and investment development in all units.
Within the framework of the Workshop, 106 delegates presented, listened to opinions, exchanged, discussed in detail, and contributed many important contents. In particular, focusing on 02 key groups of contents: (1) Work of building and planning the Corporation's strategy and functional strategies, strategies of the Units; and (2) Investment and development work towards improving capacity to meet production and business requirements in the new situation.
Strategic planning and investment promotion objectives
The program's chairman, Mr. Tran Ho Bac - General Director of PTSC emphasized the purpose and necessity of the Workshop. Specifically, in the coming period, PTSC will continue to affirm its position, enhance its capacity, promote its strengths in traditional oil and gas technical services, and at the same time, be determined to make a stronger breakthrough in the field of renewable energy, offshore wind power and be ready to participate in a number of new potential fields such as nuclear power, carbon storage and recovery services, green energy industry support services... The trend of energy transition in the world is irreversible and PTSC needs to overcome all challenges, take advantage of all advantages, innovate drastically and see this as an opportunity to transform itself in the global supply chain.
Therefore, the development orientation, mission, vision, overall strategy, functional strategies, "branch" strategies in the whole system, the values that PTSC aims for also need to be adjusted, refined, and synchronized to suit the requirements of sustainable development, market trends as well as to suit the larger goals and aspirations of PTSC. Building a sustainable development strategy with flexible implementation solutions will help PTSC maintain its pioneering position and create sustainable value in the long term. PTSC's Board of Directors jointly believes that this is the most important and necessary time for the entire PTSC system to join hands in re-strategizing.
Furthermore, to meet new requirements, PTSC and all Units also need to pay special attention to promoting investment. When realizing the strategy, PTSC will have "pillar" solutions and investment is also the leading solution. In particular, it is necessary to strongly promote investment activities to serve important strategic projects related to renewable energy, such as mechanical workshops; industrial centers; inter-regional renewable energy services (RE-HUB); submarine cable factories; seaport infrastructure projects; investment in vehicles, equipment, survey ships, service ships, FSO/FPSO and digital transformation applications, IT infrastructure... That is also the premise for synchronous development of oil and gas services and renewable energy, strengthening the internal value chain, optimizing resources, and enhancing competitiveness in the global supply chain.
Therefore, this Workshop is also a forum for the Corporation and its Units to focus on reviewing and evaluating the investment efficiency in previous periods. In the spirit of openness and determination, the entire team must focus their intelligence, contribute, update, share, discuss, and together resolve difficulties and obstacles, and together build the most optimal investment solutions.
Strategy Workshop
At the morning session of the Strategic Planning Workshop, Mr. Pham Van Hung - Deputy General Director of the Corporation, representing the Strategy Working Group, presented the Draft of the Corporation's Overall Strategy. The conference also listened to consultants discuss approaches to strategy development and heard the Unit leaders present speeches related to the development strategy of the Corporation's core service areas. The delegates also exchanged, discussed, and contributed many useful ideas for the Corporation's overall strategy, functional strategies, and "branch" strategies of the Units.
Closely following the topic of strategic orientation, based on the key goals of revenue, profit, growth, the Board of Directors, Deputy General Directors, and representatives of the Boards/Units basically agreed with the outline of the Drafting Team on the Vision, Mission and Core Values of the Corporation as well as the principles, development orientation, corporate culture, Code of Conduct, business ethics, strategic implementation solutions (governance, restructuring, finance, capital, application of science and technology, IT, human resources, marketing, communication, corporate culture, digital transformation...) towards the Vision of PTSC becoming a global brand in the energy sector with a focus on offshore oil and gas technical services and renewable energy.
Investment Seminar
On the same afternoon, the Workshop continued to work on investment. Mr. Tran Hoai Nam - Deputy General Director in charge of investment summarized and evaluated the investment work in the period of 2021-2024, presented the investment plan for 2025, orientation and important investment portfolio for the next period of 2026-2023. The summary contents also showed that after the Covid 19 pandemic, the investment activities of the parent company PTSC had strong and breakthrough growth, reaching 43.9% of the 5-year investment plan (period 2021 - 2024). In particular, in 2025, the total scale of PTSC's investment projects is expected to reach more than 2,500 billion VND with many outstanding projects such as investment in service ships, infrastructure, equipment, management software, etc. Mr. Tran Hoai Nam also emphasized that although there are still many challenges in terms of procedures, regulations, and capital sources, if proactive, determined, and unanimous, scientifically calculated, and feasible, PTSC's investment decisions will certainly be effective.
In this Workshop, the Board of Directors, Deputy General Directors, representatives of the Board/Unit Leaders and the delegates also discussed, shared and sought ways to overcome difficulties and challenges. The delegates were also particularly interested in the factors of goals, determination, capital, legal procedures, technology market, floating vehicle market, equipment, etc. The Workshop also discussed enthusiastically and shared solutions to promote and improve investment efficiency such as financial - capital solutions, investment portfolio management, decentralization of authority, integration of ESG into investment activities, solutions for sharing, connecting and optimizing resources to strengthen the value chain, improve overall competitiveness, especially in core service areas. The Workshop also identified relatively fully the challenges, market trends, specific competitive characteristics in the industry, financial fluctuations, changes in legal policies; determining investment goals must be feasible, clear and effective; promote initiative, promote initiatives and solutions.
Some proposals were evaluated by the majority of delegates as breakthrough, practical and feasible, such as investment projects in the Vung Tau Oil and Gas Base Center and Renewable Energy; capacity building at PTSC Thanh Hoa and PTSC Quang Ngai; infrastructure investment for PTSC Quang Binh; cooperation in the production of underground cables; electricity export to Singapore, etc.
Need deep thinking, big aspirations, big actions, proactiveness and pioneering
Speaking at the Workshop, Mr. Phan Thanh Tung - Chairman of the Board of Directors of PTSC assessed that this Workshop was organized very timely, at the right time, with a very high level of expertise and can be considered a "rare" workshop. With the orientation and determination, we basically recognized and defined more clearly the goals and visions of PTSC in the next stage in the industry and in the field. Therefore, the construction and concretization of the strategy is extremely important. Therefore, the "output" after this Workshop must be a Strategy that is suitable, concise, succinct, close to the goals, correct and most suitable for PTSC. The Chairman of the Board of Directors of PTSC also requested that management levels in PTSC continue to research, focus on intelligence and solutions. The component strategies for each field also need to be sharp, accurate and concise. In addition, it is necessary to consult with experts with extensive experience in the field, closely follow the fundamental factors of strategy development, pay attention to domestic and foreign contexts, research and forecast the situation, influence, market factors, competition, and consider inheriting achievements, resources, and correct factors.
Regarding investment work, the Chairman of the Board of Directors assessed: “Today's working program is very valuable and useful. Through the investment conference, we thought that this was a difficult topic, but in reality, after the discussion, we clearly saw that the work became easier than we thought. I think this conference will help managers overcome psychological barriers. We must be proactive in doing and investing. Recently, the Corporation has invested in many projects quickly and effectively, and we have seen the difference. The units also need to innovate, be more proactive, more decisive, and must adhere to the criteria of efficiency, compliance, and transparency as much as possible.
Strategically, facing the energy transition trend, the Corporation and its Units need to have aspirations, deep thinking, big actions, and be proactive so that PTSC can maintain its current position and realize its vision.
Orientation and Conclusion
“Closing” the Workshop, the General Director of PTSC gave directions focusing on strategic areas, especially areas with high growth potential such as oil and gas mechanics & renewable energy, ship services, developing renewable energy supply chains, green and clean energy... Accordingly, it is necessary to quickly review and complete the draft Strategy of the Unit, ensuring scientific and consistent with the General Strategy of the Corporation. The Working Groups of the Corporation and units must set out plans and roadmaps in specific steps, in order from the Strategy of the Corporation, strategies of fields/units to detailed and functional strategies.
The General Director also directed that the process of building, adjusting and perfecting the Strategy must be carried out according to the principles agreed upon at the Workshop. All departments in the Corporation must focus resources, coordinate, ensure research, review, evaluation, analysis, and have sufficient scientific and practical basis; must appraise and approve with the right authority. Regarding investment work, in a proactive spirit, the Units need to review and develop detailed action plans to promote investment projects, ensure meeting market demand and being consistent with the general strategic orientation. The General Director also directly assigned tasks to the Deputy General Directors, functional Departments, Units and departments to receive the Conclusion to organize and implement related work in accordance with their functions and tasks.
After a day of focused, democratic, scientific and effective work, the Workshop completed all the contents and programs set out. With rich reports and discussions, high professional content, multi-dimensional and comprehensive approaches, solving core and practical issues, PTSC's Strategy and Investment Workshop identified planning goals, clear strategic development orientations, and outlined the next roadmap. With high determination from PTSC's Board of Directors to all levels of management, the results from the Workshop will be the basis for PTSC to continue implementing work, drastically innovating, focusing resources to realize the strategy, enhance its position, develop breakthroughs and be ready to conquer new opportunities in the coming period.
