On June 16, the Execution Department, General Staff of the Vietnam People's Army held a meeting to celebrate the 30th anniversary of its founding (June 16, 1993/June 16, 2023) and received a Certificate of Merit from the Minister of National Defense.
Attending the ceremony were: Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army; Major General Chu Van Doan, Deputy Secretary of the Party Committee of the General Staff - Ministry of National Defense, Political Commissar of the General Staff of the Vietnam People's Army.

30 years ago, the Chief of the General Staff of the Vietnam People's Army issued Decision No. 430/QD-TM on the establishment of Execution Departments under the Commands of Military Regions 1, 2, 3, 4, 5, 7, 9, the Capital Military Region and the Navy.
Accordingly, the Capital Military Region Execution Department (the predecessor of the current Vietnam People's Army General Staff Execution Department) was established, under the direct leadership of the Standing Committee of the Party Committee of the General Staff, the Capital Military Region Command; the direction and professional guidance of the Ministry of National Defense's Department of Execution Management (now the Department of Execution, Ministry of National Defense) with the following tasks: Organizing the execution of decisions on property in criminal judgments of military courts according to the provisions of law on execution; implementing the statistical regime and reporting on execution work.

Immediately after its establishment, the Execution Department thoroughly grasped the assigned tasks, promoted responsibility, thoroughly understood, researched, and mastered the Party's guidelines and viewpoints, the State's legal policies, and related legal documents; directed and guided by competent authorities on civil execution work in the Army; organized the reception and handover of execution work from the Court, overcame difficulties, focused on consolidating the system of related records and documents; proactively coordinated with agencies and units to implement the execution of judgments, especially pending and complicated judgments with litigants enforcing judgments abroad, which were executed in accordance with the provisions of law.
On April 5, 2010, the Minister of National Defense issued Decision No. 997/QD-BQP on transferring the Hanoi Capital Command's Enforcement Department to the General Staff. Under the leadership of the Standing Committee, the Party Committee, the Chief of the General Staff, and the professional guidance of the Enforcement Department, the Enforcement Department has strived to successfully complete its assigned tasks; regularly advising the Chief of the General Staff and agencies and units to effectively perform the enforcement tasks in the General Staff and in the stationed areas.
Over the past 30 years, the Enforcement Department has received 1,257 court judgments and decisions; 324 entrusted files; 1,369 requests for enforcement; 136 petitions; and issued 6,898 decisions on enforcement. The total number of cases to be resolved is 2,038 with a total amount of more than VND 1,023 billion. 1,952 cases have been resolved with a total amount of more than VND 347 billion (reaching a rate of 95.78% in terms of cases; 33.94% in terms of money on the total number to be resolved), the State budget collection reached more than VND 298 billion.
Speaking at the meeting, Major General Chu Van Doan acknowledged and commended the achievements of generations of officers and enforcement officers of the Enforcement Department in the past time. In order to successfully complete the tasks in the coming time, Major General Chu Van Doan requested the Enforcement Department to proactively study, thoroughly grasp and strictly implement directives, resolutions and instructions on enforcement work; improve the quality of research, advice, proposals and implementation of civil enforcement work according to assigned functions and tasks. Focus on improving the capacity to organize the enforcement of court judgments and decisions; flexibly and creatively apply forms and measures; ensure that 100% of court judgments and decisions that have come into effect are promptly and legally enforced, increasing the rate and value of money and assets recovered for the State; contributing to protecting the legitimate rights and interests of the State, organizations and individuals.
