The route connects National Highway 19 to Becamex Vsip Binh Dinh Industrial Park, passing through An Nhon town and Tay Son and Van Canh districts. The route has a total length of nearly 19.5 km, a 12m wide roadbed, an 11m wide asphalt concrete surface with 2 lanes for motor vehicles and 2 lanes for rudimentary vehicles. The project has a total investment of more than 1,170 billion VND, of which the central budget supports 800 billion VND, the rest from the local budget. The project includes 7 prestressed reinforced concrete bridges, drainage, traffic safety and lighting systems.
The road passes through the mountains and forests, the slope is reinforced with steel mesh and anchors to ensure safety.
The project started in August 2023 and was completed after 19 months, 5 months ahead of schedule. The operation of the route helps shorten the distance from National Highway 19 to the center of Becamex VSIP Binh Dinh Industrial Park from 31.5 km to 16.5 km. The operation of the route contributes to promoting trade of goods from Becamex Binh Dinh Industrial Park and Urban Area to the Central Highlands provinces and Quy Nhon Port, creating a driving force for socio-economic development; and this is also the "last piece" to complete and clear the western route of Binh Dinh province (DT.638), connecting the route from Chuong Hoa to Long Van to Quy Nhon city, in accordance with the planning approved by competent authorities.
Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said the project was completed 5 months ahead of schedule.
At the ceremony, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that the province identified transport infrastructure as one of the pillars for development, and this is one of the key transport projects. The project was completed after 19 months, 5 months ahead of schedule.

The success of the project demonstrates the determination of authorities at all levels, the close coordination between relevant units and the consensus of the people in the project area. The completion of this route opens up great opportunities in attracting investment, developing industry, trade and services, contributing to improving people's lives. In the coming time, the province will continue to implement important transport infrastructure projects to create momentum for sustainable development.

Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung said that the projects that have just been completed and put into use are a vivid symbol of the achievements of 50 years of reconstruction and development of Binh Dinh after liberation. Thereby, it creates a driving force to promote the economy, society, ensure national defense, security, and prevent natural disasters of localities in the West of Binh Dinh province. The Deputy Prime Minister commended the efforts of relevant agencies and units of Binh Dinh province to complete and exceed the set schedule, ensuring the quality and effectiveness of the project; commended the households in the project area for supporting the government in the site clearance work, especially the households whose land was completely cleared and had to be relocated to new places so that the project could be constructed on schedule.

To maximize the effectiveness of the project, Deputy Prime Minister Nguyen Chi Dung requested the leaders of Binh Dinh province, the investor, local departments and agencies, and the road management and exploitation units to complete the remaining tasks. Manage, maintain, and use the project and immediately complete the procedures for settling investment procedures, and carry out the project warranty according to regulations.
Deputy Prime Minister Nguyen Chi Dung emphasized: This route is not only a traffic project but must be developed into an economic corridor. Accordingly, Binh Dinh province must develop an economic development plan, strictly manage planning, and land funds along the route corridor. This is a huge resource for the province to develop in the coming period. Thus, the project will bring a lot of meaning to the province.

At the inauguration ceremony of the Dinh River Flood Drainage System, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh informed that the project was invested in and built to clear the flow, increase flood drainage capacity, contribute to flood prevention, help protect residential areas, urban areas, infrastructure works and ensure the safety of people's lives and property. The project also combines urban embellishment, traffic connection, and improvement of the ecological environment in the area.
The construction scope of the project starts at Phu Xuan dam - Ha Thanh river junction, ends at Quy Nhon 1 spillway, including the main items: Expanding and dredging the riverbed with a length of 3.1km, river width from 40-130m; expanding Dinh market bridge on National Highway 19 from 24m to 45m; building a traffic road with a roadbed width of 14m, with a road surface width of 7m and sidewalks on both sides of 7m wide; the road is more than 6km long and the lighting system on both sides of Dinh river is 6.4km long.

The project has a total investment of 602 billion VND; of which the construction cost is 316 billion VND from the provincial budget, compensation and site clearance costs are 286 billion VND from the Quy Nhon city budget; construction started in March 2022 and completed and put into use in December 2024, 7 months ahead of schedule.
Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh affirmed: The completion of the Dinh River flood drainage system has revived the Dinh River from a dead, polluted river for many years to become clear and green; contributing to the gradual completion of the flood drainage axis in the downstream of the Ha Thanh River; at the same time, opening up a new urban development space for Quy Nhon city - a riverside urban area, connecting residential areas and urban areas according to the planning.
Comrade Nguyen Tuan Thanh also requested the People's Committee of Quy Nhon City, which is the unit receiving the project items, to properly perform its responsibilities in management, operation, and maintenance so that the project is sustainable and most effective./.
