On September 12, a working delegation of the province led by comrade Le Duc Giang, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, inspected the damage, directed the work of overcoming the consequences of storm No. 3, protecting and restoring production in the districts of Thuong Xuan, Ba Thuoc, Cam Thuy, Vinh Loc, and Ha Trung.

Rain and floods caused landslides on 3 sections of Am river bank in Ngoc Phung commune with a length of 1,000m; landslides on Provincial Road 519 with a volume of 200m3 ; the area of ​​rice that was collapsed and flooded was about 69.4ha.

After checking the water storage of Cua Dat reservoir, Vice Chairman of the Provincial People's Committee Le Duc Giang emphasized that the current water level of Cua Dat reservoir is more than 9m higher than last year. Therefore, the Management Board of Investment and Construction of Irrigation 3 has proactively prepared a response scenario for heavy rain to respond and safely operate the project. Prepare a response plan for emergency situations at Cua Dat reservoir according to the plan approved by the Thanh Hoa Provincial People's Committee. Arrange 24/7 staff to operate and protect the project's safety. The Management Board regularly informs localities in the area of ​​Cua Dat reservoir and the main canal passing through to coordinate in responding to natural disasters and heavy rain, while raising people's vigilance against weather developments. Implement a reporting regime to the Provincial People's Committee for timely direction when the water level rises.

For landslides on the banks of the Am River, Thuong Xuan District has placed warning signs within a range of 500m to 1km, assigned guards at both ends, and prevented people and livestock from passing through this area. For agricultural production, Thuong Xuan District needs to mobilize forces to help people rebuild the collapsed rice fields and take measures to protect production and aquaculture for the people.

The district evacuated 152 households/635 people to safe places; heavy rains and floods caused 414.06 hectares of rice, 38.95 hectares of crops, 302.01 hectares of annual crops and other trees to fall. 35m of traffic road in Don village, Thanh Lam commune collapsed; landslides on the slope of National Highway 521C through Thanh Son commune, and Leo village, Thanh Lam commune. Damage to the Giau Ca - Coc Cao traffic road, Luong Ngoai commune (road surface is sunken about 100m 2 , drainage ditch is damaged). In Vinh Loc district, heavy rains have caused the water level of the Buoi River to remain high (Alarm Level II), affecting a number of households and agricultural production areas outside the dike. Currently, more than 100 hectares of winter-spring rice are still submerged in water.
